In addition, the Authority requested that if air quality conformity was achieved that the Northwest Parkway along with the interchanges at I-25 and US 287 be included on the 2020 Regional Transportation Plan. It is our understanding that the conformity analysis has been completed and air quality conformity has been demonstrated utilizing the 2020 Transportation network that includes the Northwest Parkway. Based on the air quality results, the NWPPHA is formally requesting that the Northwest Parkway from north I-25 to US 36 and the associated interchanges at I-25 and US 36 be included onto the 2020 Regional Transportation Plan and the 2001-2006 Transportation Improvement Program. As noted in the Authority's previous letter, construction, right of way, maintenance, and operating costs will be derived from the sale of bonds to be repaid through tolls collected from users of the Parkway. Richard D. Bauman, currently regional manager and executive vice president for the Washington Group—formerly MK Centennial has extensive experience in the study, development and implementation of transit systems and the management of major road projects. He has been in charge of projects as diverse as improving toll roads leading into Beijing, China, to serving as oversight manager of the $1.7 billion Tran Urbano transit construction project in San Juan, Puerto Rico. Bauman, who holds a PhD in transportation engineering, also has played an integral role in numerous local studies and construction projects, including the Eagle River Valley Rail Project, the Trillium Master Plan near Denver's Union Station, the E-470 toll road from Douglas County to Adams County, the North I-25 Bus/HOV Project and the AirTrain Corridor, an environmental study that would use high-speed mass transit to link downtown Denver to the Stapleton redevelopment project and Denver International Airport. The 9.6-mile highway will connect Interstate 25 north of Denver to U.S. 36 near Interlocken and Flatiron Crossing mall in Broomfield. Construction is expected to begin next spring with completion projected for the final quarter of 2003. "Dick Bauman brings world class professional skills to this important project," said NWP Executive Director Steve Hogan. "His extraordinary experience ensures that the Northwest Parkway will be completed on time, within budget and with a strong sensitivity to the surrounding environment." The 4-lane, limited access highway will cost about$200 million, all funded by private monies. Completion of the project is expected to closely follow the completion of the I-25/E-470 interchange north of Denver. With the opening of the Northwest Parkway, motorists from the Broomfield and Boulder areas will be able to make easy connections with Denver International Airport on the northeast side of the Denver metro area and Douglas County to the south. The Northwest Parkway Authority was created under the auspices of state law.
