The area where the telecommunications facility will be located is not currently used for agricultural production. The site is screened from Highway 85 by a large area of mature trees. Proposed Use of the Property A telecommunications facility to consist of the following: o 150' monopole with new 2-panel 3-sector antenna array, for an overall height of 153'. Pole to be painted a neutral earthtone color. o Three new BTS cabinets, plus power and telco cabinets, on 9' x 18' concrete slab. The maximum height of these cabinets is six feet. o Entire lease parcel of 2500 square feet to be enclosed with 6' high chain link fence topped with three strands of barbed wire. o Twenty foot wide ingress-egress access and utility easements. The lease area is over 300' from Weld County Road 29 '/2 and over 500 feet from Highway 85. A large area of mature trees screens the site from the adjacent public rights- of-way, and the surrounding uses are farmland. The purpose of this new installation is to provide a vital link to part of VoiceStream's new Highway 85 coverage area stretching from Greeley to Cheyenne. VoiceStream considered several locations in the Nunn area, but chose this one due to the remote location and the screening from the public rights-of-way. While it is our policy to try to collocate with other carriers whenever possible, the existing tower to the east of the proposed site is too far from Highway 85 to provide sufficient coverage needed to achieve the goals of the new facility. Consistency with the Weld County Comprehensive Plan The use is consistent with the Weld County Comprehensive Plan in that it does not hinder the operational efficiency and productivity of the agricultural uses, and it provides a necessary service in advance of any future transition of the area to urban development. Consistency with the Weld County Zoning Ordinance and the A Zone District A telecommunications facility is consistent with the Weld County Zoning Ordinance and particularly the A Zone District in that communications towers are permitted as a Use by • • Special Review, and this proposal will not diminish the use of the land for agricultural purposes. Surrounding Land Uses All of the surrounding uses are farms. Detailed Description of the Proposed Use o The only people using the site will be infrequent maintenance personnel (once a month or less) o There will be no employees on site o The facility will be in operation twenty-four hours a day o Structures include one monopole and five cabinets as described above o No animals will be on the site o Maintenance workers use their own personal vehicles o No fire protection needed o No water needed o No sewage disposal system needed o No storage or warehousing is proposed Proposed Landscaping As the proposed facility is screened from the public rights-of-way by a heavily landscaped area and from adjacent properties by large areas of farmland, no landscaping is proposed. However, VoiceStream will be willing to add landscaping if deemed necessary. Reclamation Procedures As part of the lease agreement with the property owners, VoiceStream is responsible for removing all of their facilities at the termination of the lease and for returning the property to its original condition, normal wear and tear excepted. Storm Water Drainage No additional storm water of significant amount will be generated by this proposed use, and therefore, no mitigation is required. Timing for Construction and Landscaping Construction normally begins within three months after zoning approval and building permits are obtained and takes an average of two to four weeks to complete. If landscaping is required, it will be installed during the construction phase. • • Storage and/or Stockpile of Wastes No waste will be generated by this use. • • Babette, I have already determined through our normal procedure that registration with the FAA for DN3089 Surprenant is not necessary. The process that we go through to determine this is by using a FAA approved Software program called Airspace. It contains a large database of appropriate information for airfields and AM transmission towers. The guidelines for notification to FAA about a telecommunications facility is based on the distance to the nearsest facilities, which is analyzed by this program. The purpose of the report was to evaluate ' subsurface conditions and provide geotechnical recommendations for the proposed construction. The report presents a description of the subsurface soil and ground water conditions encountered at the site, recommended foundation systems, and design and construction criteria influenced by the subsurface ' conditions. The report is based on data determined during the field and laboratory investigations and our experience in the area. A summary of our findings and recommendations is presented below. CONCLUSIONS 1. Subsurface conditions encountered in Test Hole 1 (TH-1) consisted of a thin layer of topsoil; underlain to 3 feet by clayey sand to sandy clay; underlain by gravelly, silty, fine to coarse grained . sand to 7 feet;underlain by very clayey sand with sandy clay zones to 19 feet; underlain by very silty to clayey, fine grained sandstone bedrock to the maximum explored depth of 50 feet. ' 2. Free water was encountered at 48 feet during drilling. The boring was dry when checked 15 minutes and 3 hours after drilling, however the boring had caved to 26 feet and 25 feet,respectively, during that time. ' 3. The tower can be founded on a drilled pier foundation installed in sandstone bedrock or a mat ' foundation on the sand from 3 to 7 feet. The equipment storage buildings can utilize a shallow slab/mat foundation on the upper clayey sand soils or a deep pier system. Design and construction criteria for both foundation systems are given in the report. ' 4. The soils are suitable for support of slab-on-grade construction, however a low risk of movement due to collapsible soils exists in the upper clayey sand unit. Any slabs supported on grade must be ' free to move vertically and not tied to the structure. 5. Good surface drainage should be established and maintained at all times. PROPOSED CONSTRUCTION ' A 150-foot high, monopole communications tower is proposed in the area of boring TH-1 as presented on Figure 1. We understand an equipment storage building also will be located on the ground in t ' Soils and Foundation Investigation Job No. 13065 Page 2 the 50-foot by 50-foot lease parcel. Relatively light to moderate construction loads and no below grade construction are anticipated. We do not know the lateral loading or overturning moments on the tower structure. SITE CONDITIONS ' The site is located east of a grove of trees at 49568 Weld County Road 29.5 near Nunn, Weld County, Colorado. The lease area is surrounded by various farm buildings to the south and east, a grove of , trees to the west, and agricultural fields to the north. The ground surface in the proposed lease area is ' relatively flat. Site conditions are presented on Figure 1. INVESTIGATION ' Subsurface conditions were investigated by drilling one exploratory boring at the location indicated on Figure 1. The boring was advanced using a 4.25-inch diameter hollow stem auger powered by a CME I55 drilling rig. Samples were taken at 5 to 10-foot intervals using a California sampler, which was driven into the soil by dropping a 140-pound hammer through a free fall of 30 inches. The California sampler is a 2.5-inch outside diameter by 2.0-inch inside diameter device. The number of blows required to drive the ' sampler into the soil is known as a penetration test. The number of blows required for the sampler to penetrate 12 inches can be evaluated and gives an indication of the consistency or relative density of the ' soils and bedrock. The results of penetration tests and a log of the soils encountered are presented on the Log of Exploratory Boring,Figure 2. ' Samples were returned to the laboratory where they were visually classified and had testing assigned ' to evaluate the engineering properties of the soil layers. Laboratory testing consisted of natural moisture- density determinations, percent finer than the No. 200 sieve analyses, a gradation analysis, swell- consolidation tests, and unconfined compressive strength tests. The results of the laboratory tests are pre- sented on Figures 2 through 6. t Soils and Foundation Investigation Job No. 13065 Page 3 ' SUBSURFACE CONDITIONS Subsurface conditions encountered in Test Hole 1 (TH-1) consisted of a thin layer of topsoil; underlain to 3 feet by slightly moist, medium dense, clayey sand to sandy clay; underlain by slightly moist, medium dense, gravelly, silty, fine to coarse grained sand to 7 feet; underlain by moist, medium dense, very ' clayey sand with sandy clay zones to 19 feet; underlain by moist to very moist, hard to very hard, very silty to clayey, fine grained sandstone bedrock to the maximum explored depth of 50 feet. Additional subsurface ' details are presented on Figure 2,Log of Exploratory Boring. ' A sample of clayey sand from a depth of 1 foot consolidated an additional 2.9 percent when wetted under a surcharge pressure of 1000 pounds per square foot (PSF). A sample of very clayey sand from a ' depth of 9 feet swelled 2.3 percent when wetted under 1000 PSF. The swell result is in the moderate category for soil and bedrock in the Front Range area. Free water was encountered at 48 feet during drilling. The boring was dry and had caved at 26 ' feet when checked 15 minutes after drilling. When the boring was checked 3 hours after drilling water ' was not observed but the boring had caved at 25 feet. It is possible that water could be present at a depth of approximately 25 feet, due to the observed caving behavior and moisture content in the samples from below this depth. TOWER FOUNDATIONS Based on our observations and test results, and our understanding of the proposed construction, we ' believe that the proposed tower structure can be supported by either a deep foundation system consisting of a drilled pier(s)bottomed in the very silty to clayey sandstone bedrock or a mat/block foundation bottomed on the gravelly, silty sand from 3 to 7 feet. A drilled straight shaft pier system should be designed and ' constructed in accordance with the following criteria. 1. Piers terminated in bedrock should be designed for a maximum allowable end bearing pressure of 25,000 PSF where piers penetrate the bedrock at least two pier diameters. A side shear value of ' Soils and Foundation Investigation Job No. 13065 Page 4 ' 2000 PSF can be used in bedrock,below 19 feet. If needed, a side shear value of 500 PSF could be used in soil from 7 to 19 feet. 2. To adequately bottom the piers below the zone of probable moisture increase and develop the design capacity, the piers should have a minimum penetration into bedrock of 6 feet or two pier diameters,whichever is greater. We recommend a minimum pier length of 25 feet. 3. All piers should be reinforced full-length with grade 60 reinforcing steel with a total steel area of ' at least 0.8% of pier cross-sectional area to resist tension in the event of swelling, or as designed by a structural engineer. Reinforcement must extend into grade beams of foundation walls. A 4-inch void forming material should be placed between the piers to concentrate dead loads if applicable. ' 4. We recommend forming the tops of all piers with forming material such as sonotube, to maintain design diameters at the tops of piers. In no case should the tops of piers be allowed to "mushroom". ' 5. Free water was encountered at 48 feet during drilling and the boring was dry when checked both 15 minutes and 3 hours after drilling. However, moisture content testing suggested the possibility of groundwater below approximately 25 feet. Dewatering may be required needed if piers are installed below a depth of 25 feet. Additionally, the boring caved at 26 feet and 25 feet 15 minutes and 3 hours, respectively, following drilling. Based on our observations, casing may be required in the sand from 3 to 7 feet, or possibly in potentially caving, poorly cemented sandstone bedrock. If piers are terminated below the water level, tremie methods and/or casing will be necessary if caving occurs in the bedrock. In no case should concrete be placed in more than 3 inches of water. Con- ' , crete should be on site at the time of drilling and placed soon after the pier is drilled and inspected to minimize the need for dewatering. The installation of the piers should be observed by a representa- tive of our office to confirm piers are bottomed in suitable material and holes are properly cleaned ' and dewatered. 6. Sulfate resistant cement should be used in all concrete exposed to the ground as a precautionary ' measure. ' If information regarding piers terminating in soil is desired, our office should be contacted. A mat or block foundation with at least 3 feet of embedment can be designed using a maximum allowable bearing pressure of 4000 PSF on the native gravelly, silty sand soils from 3 to 7 feet. Footings should be covered ' with at least 3 feet of soil for frost protection. The mat should be founded on undisturbed soils and any soils disturbed during excavation activities should be compacted on grade to at least 95 percent of the maximum rstandard Proctor dry density (MPD), per ASTM D698, within 2 percent of the optimum moisture content ' (OMC). A representative of our office should observe the foundation excavation to check the need for foundation subgrade treatment at the time of construction. ' Soils and Foundation Investigation Job No. 13065 Page 5 ' LATERAL LOADS The soils will react to lateral loading of the tower. For shallow foundation analyses, we recommend an "active" equivalent fluid pressure of 45 pounds per cubic foot(PCF)for the clayey sand from 0 to 3 feet and 35 PCF for the silty sand from 3 to 7 feet, and a "passive" equivalent fluid pressure of 400 PCF for the ' sand from 3 to 7 feet. We recommend using a friction coefficient of 0.35 between mass concrete and the clayey sand soils from 0 to 3 feet, or 0.40 for the sandy soils from 3 to 7 feet. An angle of 30 degrees from ' vertical and a total unit weight of 110 PCF should be used for the clayey sand from 0 to 3 feet and an angle of 20 degrees and a total unit weight of 125 PCF should be used from 3 to 7 feet when calculating uplift resistance for a mat foundation. For a drilled pier, the top 3 feet of soil should be ignored due to potentially disturbed conditions. ' The medium dense sandy soils from 3 to 7 feet can be analyzed using a modulus of horizontal subgrade reaction of 42 kips per cubic foot (KCF) times the overburden depth. An average modulus of 350 KCF ' should be used for the mixed clay and sand soils between a depth of 7 and 19 feet. A modulus of 600 KCF ' should be used where the length to diameter ratio is less than 10 for the very silty to clayey sandstone bedrock below 19 feet. A modulus of 1200 KCF should be used where the length to diameter ratio is ' greater than 10 for the very silty to clayey sandstone bedrock below 19 feet. The modulus values are for a ' long, 1-foot diameter pier, and must be corrected for pier size. The modulus values have not been reduced for cyclic loading. Strength data is presented on Table I, attached. ' EQUIPMENT STORAGE BUILDING FOUNDATIONS The proposed equipment storage buildings are typically BTS units that are prefabricated, rigid box type designs that can tolerate differential movement. If a permanent foundation is required, we recommend ' a spread footing or monolithic slab or mat foundation. A spread footing foundation can be designed for a maximum allowable soil bearing pressure of 4000 PSF on native sandy soils below a depth of 3 feet. ' Soils and Foundation Investigation Job No. 13065 Page 6 If a slab or mat foundation can be used for a prefabricated equipment shelter,the mat can be placed on the ground surface after grubbing. A maximum allowable bearing pressure of 1000 PSF should be used ' for a mat or slab foundation placed above a depth of 3 feet. Prior to slab placement, the upper 12 inches of ' soil should be scarified, moisture conditioned to within 2 percent of the OMC, and compacted to at least 95 percent of the MPD. The clayey sand soils above 3 feet exhibited a moderate consolidation potential, thowever the sample was disturbed and insitu soils may consolidate less than the laboratory testing indicated. ' The sandy soils appear to have a nil swell potential, and a low risk of slab or footing movement or cracking due to potentially expansive soils exists on the site. A drilled pier foundation is an option if desired, using the criteria in the foundation section of the report. Permanent foundations should be covered with a minimum of 3 feet of soil for frost protection (12 inches in the case of the edge of a turned-down mat). Positive drainage should be provided around the perimeter of the equipment building. ' SLAB-ON-GRADE CONSTRUCTION The soils are suitable for support of slab-on-grade construction with a low risk of slab movement or ' cracking due to expansive soils. If new fill is required beneath slabs, the onsite soils should be compacted to ' a minimum of 95 percent of the maximum standard Proctor dry density as determined by ASTM D698, within 2 percent of the optimum moisture content. Slabs should be constructed as "floating" slabs, which are free to move in a vertical direction, and not tied to structures. SURFACE DRAINAGE The risk for wetting of foundation soils can be reduced by carefully planned and maintained surface ' drainage. We recommend the following precautions be observed during construction and be maintained at all times after the structures are completed. ' Soils and Foundation Investigation Job No. 13065 Page 7 ' 1. Excessive wetting or drying of open foundation excavations should be avoided as much as possible during construction. ' 2. The surface surrounding the exterior of the structures should be sloped to drain away from the structures in all directions. A minimum slope of 12 inches in the first 10 feet should be used. ' 3. Downspouts and drains should discharge well beyond the limits of all backfill. 4. Plastic membranes should not be used to cover the ground surface immediately surrounding the ' structures. These membranes tend to trap moisture and prevent normal evaporation from occurring. tLIMITATIONS ' Although the boring was located to obtain a reasonably accurate determination of foundation conditions, variations in the subsoil conditions are possible. If conditions different from those described in this report are encountered in the completed excavations we should be notified. We recommend the foundation excavation or pier drilling be observed by a representative of our office. The cost of these ser- vices is not included in the report. Our scope of work for this project does not include an environmental assessment of the site. The applicant is VoiceStream Wireless with regards to a permit for a Cell Phone Tower Permit on the Northeast Quarter of Section 28, Township 9 North, Range 66 West of the Sixth Principal Meridian. Specifically this letter is in regards to the forth comment referring to a Non- Commercial Junkyard. We had a sale a year ago and downsized our farming operation and sold off a large portion of the farm machinery and related item including a lot of scrap iron. What your inspector found is the continuing cleanup of the property. The large pile of debris is a burn pile that will be burned when we get adequate snow cover to prevent the possibility of the fire spreading. The boat mentioned is worthless and will be burned with the other debris. We have a person gathering the miscellaneous scrap iron and removing it as he has time. The miscellaneous cans of solvents and other item will be stored or removed as necessary. The tires are for potential use as needed. This is still a working farm and as your Right to Farm Statement you require on survey plats and other documents states that farming creates thing that may distasteful to others but are necessary to economical operation of the farm. This area is not visible from Road 29 '/2 and is a half mile from our closest neighbor to the East who has never mentioned anything about any junk. We resent the implication of a Junkyard on our farm and feel that had the inspector bothered to contact us and had us accompany him on his inspection none of this would be necessary. We farther fail to see how any of this applies to the construction of a tower on our property as the site is clean and has good access.
