Gentlemen: Enclosed is a copy of the application, annexation maps and other supporting material for the proposed annexation of Highland Meadow to the Town of Mead. this property is located in Weld County on approximately 73 acres at the northwest corner of WCR 7 and WCR 36. The property is designated for "low density" residential development in the Mead Area Comprehensive Plan. The concept plan for the development of the property calls for a 62 lot residential subdivision. Property in the immediate area consists of large lot county subdivisions and recorded exemptions (10 acres to 35 acre), Vale View - a large lot subdivision in Mead (2.5 acre lots) and irrigated farm land. The purpose of this referral is to obtain the comments and recommendations of various governmental agencies and service providers as to the appropriateness of the annexation. Your comments are welcome and will assist the Board of Trustees and Planning Commission in their review of the proposal. We ask that your comments reach us no later than January 22, 2001. Prior to preparing our development plan,we reviewed the Town Comprehensive Plan and worked to understand the needs and desires of your community. After much thought and discussion with Town Staff, we feel that we are proposing an annexation and development plan that not only achieves the rural lifestyle of your overall growth goals, but continues to position the Town to benefit from the 1-25 corridor business activity in years to come. Years before the development of the subject property was even considered, the Town staff recognized your strong position among the business activity of Northern Colorado. And, along with citizen input a Mead Area Comprehensive Plan (MACP) was established to guide future development. The result of the MACP suggest that higher density residential development is acceptable close to the Town central areas and that low density, rural development would be acceptable in the more outlying areas of the Town growth boundary. Based on this planning guide, the residential development project we are presenting to you, 1-14.11.00,4 Mwlow, is located at the northwest corner of WCR 7 and WCR 36 on Lot B in the SW 1/4 of Section 4, Township 3N, Range 68W in Weld County, Colorado. The property is located within the Town growth limits in an area designated for low-density residential development. The proposed H:SIG.44 Hu/ow Subdivision is a 62 lot; single family home community located on acreage lots that have been designed to balance its attractive rural setting with the requirements of land change. To accomplish this, roadside drainage swales have been incorporated into the design in order to compliment the visual impact of the community and to maintain the existing open rural setting. In order to minimize traffic impact among the community, our site has been designed to allow internal connectivity while minimizing the attractiveness of the use of internal roadways as a shortcut around the intersection of WCR 7 and WCR 36.We are confident that based on your overall community planning,the location of the proposed H:464 ." Hm4w Subdivision will set a trend for the quality of life required of future developments throughout the Town of Mead. 114.#1.44a Hslow Subdivision will be developed in three phases resulting in an anticipated buildout period between two and four years. As shown on our conceptual design plans, Phase I of the development will include the development of 22 single- family residential homes on approximately 26.9 acres of property located toward the east end of the site. Our participation in the signalization of the WCR 7 and WCR36 intersection has been requested. Although it does not appear that traffic warrants would be met during the development of N:g6L• .ol Hudnw or in the near future, we will work with Town Staff with respect to our traffic impact on the intersection. After discussions with Town Staff, and given the location of the property within the overall Town growth area,the dedication of park open space does not appear to be desirable. Therefore, in lieu of land dedication, we will work with Town Staff to determine an appropriate cash-in-lieu alternative for this site. With respect to private open areas such as entry signs and the detention pond,the developer of the H +'4 Healey Subdivision will create a Homeowners Association that will be the entity responsible for maintenance and operation of these areas. As we move forward, we will continue to work with Town Staff with respect to desired landscape improvements of the HOA maintained areas as well as public right-of-way improvements along WCR 7 and WCR 36. We are currently in the process of determining the extent and future use of downstream users of the Mead Lateral which traverses the west and north boundary of the property. If it is determined that downstream use in nonexistent,the ditch would be abandoned. If downstream use will remain, we will continue to work with Town Staff as to the appropriate means of maintaining the ditch operation adjacent to rural residential development. The development of the i1tzV ai4 Mu leg,Subdivision within Town limits is sure to attract amenities to the Town of Mead that will compliment the Towns future position as a "little Town with a big future". As new business, commercial and retail development continues to locate within Mead in years to come, additional neighborhoods and close to work living options are sure to be viewed as a significantly attractive feature that can only help secure the Town's role in future business growth, as well as secure additional amenities and improvements for the current residents of the Town. Therefore,as we mentioned,we are please to present an annexation and development proposal that(l.)considers Town desires based on the MACP and (2.) is presented at a time where additional residential building land is needed in order to sustain balanced growth among the Town. No land within the boundary of the territory proposed to be annexed which is held in identical ownership,whether consisting of one tract or parcel of real estate or two or more contiguous tracts or parcels of real estate, has been divided into separate parts or parcels without the written consent of the landowner or landowners thereof, unless such tracts or parcels were separated by a dedicated street, road or other public way. f. No land within the boundary of the area proposed to be annexed which is held in identical ownership,comprises twenty acres or more, and which, together with the buildings and improvements situated thereon has an assessed value in excess of two hundred thousand dollars ($200,000.00) for ad valorem tax purposes for the year next preceding the annexation, has been included within the area proposed to be annexed without the written consent of the landowner or landowners. In establishing the boundary of the territory proposed to be annexed,if a portion of a platted street or alley is to be annexed, the entire width of the street or alley has been included within the territory to be annexed. The Town of Mead will not deny reasonable access to any landowners, owners of any easement, or the owners of any franchise adjoining any platted street or alley which is to be annexed to the Town of Mead but is not bounded on both sides by the Town of Mead. 3. The owners of more than fifty percent of the area proposed to be annexed, exclusive of dedicated streets and alleys, have signed this petition and hereby petition for annexation of such territory. 4. Accompanying this petition are four copies of an annexation map containing the information following: a. A written legal description of the boundaries of the area proposed to be annexed; b. A map showing the boundary or the area proposed to be annexed,said map prepared and containing the seal of a registered engineer; c. Within the annexation boundary map, a showing of the location of each ownership tract in unplatted land and, if part or all of the area is platted, the boundaries and the plat numbers of plots or of lots and blocks; d. The Conceptual Plans, Plan Sheets 1 through 4 and the Annexation Map prepared by Drexel Barrel! & Co., attached along with this Annexation Impact Report may be referenced for the following information: • Present and proposed boundaries of the municipality in the vicinity of the proposed annexation. • The present streets, major trunk water mains, sewer interceptors and outfalls, other utility lines and ditches, and the infrastructure improvements associated with the annexation such as streets and utility lines in the vicinity of the proposed annexation. 2.
