RE: APPROVE EXTENSION OF FRANCHISE AGREEMENT WITH TELE-VUE SYSTEMS,
INC., DBA AT&T CABLE SERVICES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Tele-Vue Systems, Inc., dba AT&T Cable Services ("AT&T") currently holds
a cable franchise with Weld County ("County"), granted by Resolution #850537 on February 20,
1985, and
WHEREAS,At&T's Franchise with the County is scheduled to expire on February 19, 2000,
and
WHEREAS,AT&T and the County have been engaged in informal renewal negotiations in
accordance with Section 626(h) of Title VI of the Communications Act of 1934, as amended, and
Weld County Ordinances#94, #94-A, and #94-B, and
WHEREAS, the amount of time required to conclude negotiations and allow for public
review will extend beyond the initial expiration date, and
WHEREAS, it is in the public interest to extend the current Franchise for an additional
period of time so that cable service to the public will not be interrupted, and
WHEREAS, after review, the Board deems it advisable to extend the current Franchise for
a period of six months, or until August 19, 2000.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Franchise Agreement between the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, and Tele-Vue Systems, Inc.,
dba AT&T Cable Services, be, and hereby is, extended, and AT&T is authorized to continue to
operate and provide cable services in Weld County under the terms and conditions of Weld County
Ordinances#94,#94-A, and#94-B, and the Franchise granted by Resolution#850537 on February
20, 1985, until August 19, 2000.

COLORADO RE: Tele-Vue Cable System Temporary Franchise Extension
Tele-Vue systems, Inc. d/b/a AT&T Cable Services currently holds a franchise with Weld
County, which was granted by resolution on February 20, 1985. The franchise is due to expire
on February 19, 2000. Tele-Vue provides cable services to the Sylmar mobile home park
adjacent to the City of Brighton.
Our office has been actively involved in discussions concerning the new franchise agreement,
which we believe should be fairly similar to other franchise agreements the Board has granted in
the past few years. The process is expected to extend beyond the expiration date, however, and
Tele-Vue has requested a six month extension on the franchise, until the new franchise can be
finalized, so that cable service to that area will not be interrupted.
We believe that the request is reasonable, and that the franchise process should be completed
before the six months have expired.
