HomeMy WebLinkAbout20001309.tiff RESOLUTION RE: APPROVE PREVENTIVE BLOCK GRANT APPLICATION FOR NORTHEAST COLORADO REGIONAL POLLUTION PREVENTION PROJECT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Preventive Block Grant Application for the Northeast Colorado Regional Pollution Prevention Project from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, to the Northeast Colorado Regional Pollution Prevention Network, with terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Preventive Block Grant Application for the Northeast Colorado Regional Pollution Prevention Project from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, to the Northeast Colorado Regional Pollution Prevention Network be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said application. Hall ' ;'in tt yC iq J Glenn Vaa 2000-1309 C'c 'is/2_ HL0027 Preventive Block Grant Northeast Colorado Regional Pollution Prevention Project (NCRP3) Activities Proposed for Weld County Pollution Prevention Education for CESQGs: Educate and assist Weld County's conditionally exempt small quantity generators (CESQG) in developing environmentally sound hazardous waste management practices in order to: • reduce the input of hazardous substances to the municipal waste stream and the environment by a significant measurable degree, • minimize accidents resulting in exposure to hazardous waste, • foster an ethic of personal responsibility for waste handling decisions among the public, business, and government, and • meet city/county/state/federal guidelines for handling hazardous waste from CESQGs. Weld County Household Hazardous Waste Program staff will assist CESQG business owners and managers in conducting waste inventories and determinations. CESQGs will also be assisted in developing pollution prevention measures in order to limit the amount of toxic waste they are producing. The Weld County Household Hazardous Waste Program will also assist CESQG's in properly disposing of what toxic wastes they do produce. Green Team Continue the agency/municipality P2 program, including the Weld County Department of Public Health and Environmental's Green Team activities. The WCDPHE Green Team has developed a contest, "Greening Weld County," that will be implemented this year within the Health Department. With continued funding the contest would then be expanded to all County employees. The contest teaches about pollution prevention by allowing individuals to collect "points" for implementing pollution prevention measures in their daily lives (i.e. receive 100 points for hanging laundry out to dry rather than using a dryer). Individuals can accumulate points, over a three month period, to win prizes, with the anticipated outcome of developing permanent behavior changes. The Green Team will also continue to encourage pollution prevention activities within the daily operations of the Health Department and other county departments. Public Forum for Water Quality Weld County Department of Public Health and Environment is working with other area organizations to develop ways to prevent negative impacts to water quality from activities that occur within the watershed, including industry, agriculture, and urban development. To accomplish this, we will involve stakeholders, within the Cache La Poudre River watershed. A public forum will be held to identify concerns and possible solutions, and to develop workplans. Environmental Home Continue with the Environmental Home school presentations. The presentation teaches kids about pollution prevention(recycling,composting,reducing use, re-use,and proper disposal of hazardous materials) using an interactive approach. For the last four years the Environmental Health Division of the Weld County Department of Public Health and Environment(WCDPHE)has been involved with this regional group, whose focus, as the name states, is pollution prevention, among businesses, government agencies, and individuals. Boulder County is the lead agency of this regional network and, as such, has applied for Preventive Block Grant funds on the group's behalf. Attached is a proposal of activities that WCDPHE is seeking funds for under this cooperative grant. This has never involved a contract between ourselves and Boulder County, rather we submit an invoice for reimbursement for expenses incurred carrying out the proposed activities. The activities proposed are those that staff of the Environmental Health Division will more than likely be involved with over the next year, whether Preventive Block Grant funds are received or not. This grant is a means for supporting these efforts and a way to share regionally the knowledge gained, lessons learned, and successes made. The grant request is for a one year period beginning October 1, 2000. We are asking for $15,518 for this project. I would recommend your approval on this proposal.
