To Whom It May Concern:
This letter is in reference to the public hearing to be held on Tuesday, April 18, 2000, at
1:30 p.m., concerning the request by Tracy Wright to operate a vehicle restoration
business out of her home, Lot 15, Block 4, Carmacar Ranchettes.
As owner of the property located on the west side of Fir Avenue, immediately west of
Carmacar Ranchettes, I am strongly opposed to the operation of the requested home
business. Such a business would be very unsightly, could possibly prove a noise nuisance
in a previously quiet rural neighborhood, and there is no doubt that it would negatively
affect our property values. Please disapprove this request.

ANY FUMES FROM MR.WRIGHT'S ACTIVITIES. 1 HAVE PERSONALLY
BEEN IN MR.WRIGHTS SHOP AND FOUND IT TO BE BETTER THAN MOST
PROFESSIONAL SHOPS.WE DO NOT SEE WHAT ALL THE COMPLAINT IS ABOUT.
IT APPEARS TO US TO BE SIMPLE HARASSMENT BY AN INDIVIDUAL.AGAIN WE STRESS

Re: USR-1263--Use by Special Review for vehicle restoration as a home business
To Whom It May Concern:
This is in regard to the request of Mr. Tracy Wright to operate a vehicle restoration/painting business on
his property. I request that this application be denied.
Shortly after moving into the house at 1906 Mountain View St. in May 1998, Mr. Wright began
construction of an 1800 sq. ft. building in his backyard. This backyard borders four neighboring yards.
The front of Mr. Wright's shop, with two large overhead doors, faces my property to the east. The north
side of the shop is used for auto body work. The south side is a commercial vehicle painting facility.
Since the summer of 1998, Mr. Wright has been operating this business on his property. The activity
has had a significant negative impact on the quality of life in our quiet, rural neighborhood. The primary
reasons for this impact are as follows:
1. Noise—Steady sounds of machinery operating and air compressor cycling on and off. Noises
include hammering on metal, grinding, sanding, drilling and air gun operation. These sounds are
clearly audible in my kitchen, even when the shop doors are closed.
Mr. Wright uses a large piece of construction equipment to move objects around the exterior
scrap metal storage area and to the body shop. I don't know the technical name for this
equipment, but it sounds exactly like a backhoe operating in the backyard.
2. Traffic—Mountain View St. is a dirt road—a very dusty dirt road! This business has a steady
flow of pick-up trucks which park in the shop area. These vehicles normally remain for many
hours, often return for several days, sometimes weeks. This is in addition to trucks making other
deliveries to the shop.
The vehicles that Mr. Wright restores are often towed onto the property on flatbed trailers. They
are offloaded by several people and carried or driven into the body shop.
3. Lights—This shop is outfitted with three bright floodlights at roof level, facing east. These are
turned on whenever work is done outside after dark. Additionally, there are two exterior security
lights, which are on at dusk nightly.
4. Ground Water—The waste from the floors of both the body/metalworking shop and the paint
shop are washed onto the surrounding ground using a steam cleaner. Many of the adjacent
neighbors have wells and livestock that graze nearby.
5. Fumes—The vehicle painting shop has an exhaust fan, which sends strong, noxious-smelling
paint/lacquer fumes throughout the neighborhood. Both neighbors and livestock consequently
inhale these fumes.
Since Mr. Wright began operating his facility, I have had two laying hens die mysteriously. The
autopsies revealed that both had an extremely rare form of cancer. The veterinarian noted that it
is very unusual for two, unrelated hens to die of this rare cancer. Since poultry is much more
susceptible to fumes than humans, I'm concerned that these deaths were somehow related to the
paint fumes. Should the Weld County Commissioners approve this USR, I will request written
verification from the Weld County Health Department that the fumes being emitted by this
facility are safe for humans, livestock, and especially poultry.
The above activities greatly impact the peace and tranquility we previously enjoyed in our agricultural
subdivision. Since Mr. Wright operates his shop daily until 10 P.M. and on weekends, it is no longer
possible to relax on the patio in the evening without hearing machinery running, vehicles arriving and
departing, lights shining, etc. At the end of this letter are some examples of the activities associated
with having a vehicle restoration business in your neighbor's backyard. The noises generated by these
activities drew my attention, even though I was sleeping, watching TV, or otherwise occupied in my
home at the time. Photographs of Mr. Wright's operation, taken from my house and yard, are on the
following pages.
Thank you for your consideration. Please disapprove this request for a vehicle restoration business in
our neighbor's backyard.

shop. Trucks park in front of house with engines running.
Friday, Oct. 15, 1999, 5:00-6:00 PM—Strong, toxic-smelling paint fumes venting into neighborhood.
Tuesday, Nov. 9, 1999, 5:30 PM—Race car body towed-in on trailer and offloaded into shop, (painted
in gray primer color.)
Thursday, Nov. 18, 1999, 5:15 PM—Race car body loaded onto trailer and towed away, (painted bright
red.)
Sunday, Nov. 21, 1999, 5:30 PM—Open jeep, white, drives into paint area of shop.
Tuesday, Nov. 30, 1999, 6:15 PM—Freshly-painted jeep (glossy yellow or gold) with shiny new chrome
wheels, loaded onto trailer and departs.
Thursday, Dec. 9, 1999, 8:45 PM—Large, blue construction-type crane, with commercial lettering on
side, backed off low-bed trailer(back-up beepers), and driven into paint shop.
Wednesday, Dec. 15, 1999, 5:00 PM-Strong, noxious lacquer fumes throughout neighborhood. Lights
on in paint shop.
