ITEMS REQUIRED FOR SUBMITTAL
1. A statement explaining, in detail, the proposed use of the property.
The property will be used as the site for the Eagle Claw Fishing Education Center, a
family-oriented facility to teach young fishermen the fundamentals of fishing. The
facility and surrounding site(approximately seven acres of prime farmland)would
include five ponds of various size, boat docks, soft trails, amphitheater, wetlands, casting
area, maintenance building, parking, and picnic shelters. The remaining 73 acres will be
mined under a special use permit.
2. A statement explaining how this proposal is consistent with the intent of the Weld County
Comprehensive Plan.
The Eagle Claw Fishing Education Center is consistent with the Weld County
Comprehensive plan in many ways. The center is a recreational facility with minimal
impact to the surroundings, providing adequate services to and from Barbor Ponds. The
center will provide open space and can easily connect to any existing or proposed
community trail systems for expanded recreational uses. The facility will create and
preserve any wetlands and will enhance any wildlife habitats.
3. A statement explaining how this proposal is consistent with the intent of the Weld County
Zoning Ordinance and the zone district in which it is located
The Eagle Claw Fishing Education Center is consistent with the intent of the district by
providing public recreational and educational facility that will create, preserve, and
enhance the surrounding natural environment.
4. A description of the type of uses surrounding the site and statement explaining how the
proposed use is consistent and compatible with surrounding land uses.
The types of uses surrounding the site are outdoor fishing recreation from Barbor Ponds
and open space.
The Eagle Claw Fishing Education Center will be extremely beneficial and compatible to
the existing Barbor Ponds located directly north of the proposed center and the remaining
open space surrounding the site.
5. Detailed descriptions of the following:
a. The number of people using the site:
Varies depending on use: special program days: 90 people; conferences: 100
people; visitor center: 100 people.
h. The number of employees proposed to be employed at this site: Five.
c. The hours of operation: 8 a.m. to 6 p.m.

d. The type and number of structures to be erected on the site:
One main building, one maintenance building, one restroom facility and two
picnic shelters.
e. The type and number of animals, if any, to be kept on the site:
N/A except for fish.
f. The type, size, and weight of vehicles accessing the site and how often:
Normal sized school buses: two to three times a week; delivery trucks: once a
week; hatchery trucks: two times a month.
g. The name of the agency to he providing fire protection to the site:
Mountain View Fire Protection District.
h. A description of the water source for the property(both domestic and irrigation):
Enclosed is a copy of a letter stating that water is available to the entire Rademacher
257-acre farm that includes the seven-acre parcel. The farm owns 3 1/3 shares of
rural ditch company irrigation water which remains with the entire farm.
A description of the sewage disposal system on the property (existing and
proposed):
The site will have adequate means of sewage disposal. See attachments.
A description of any storage or warehousing on site and the type of items to be
stored, ifproposed:
One maintenance building will include a small truck, mower, two or three golf
carts, normal maintenance equipment.
6. An explanation of the proposed landscaping for the site.
The landscaping will be native species that are compatible to the site and its use. Natural
groupings and screening will enhance the site.
7. An explanation of any proposed reclamation procedures when termination of the Use by
Special Review activity occurs.
Two fishing ponds will be built after gravel mining has occurred.
8. An explanation of how storm water drainage will be handled on the site.
The site will be graded to create grass-lined swales and wetlands where storm water
drainage from the building, parking lot and surrounding site will drain into the two one-
acre ponds. The vegetative swales and wetlands will cleanse and filter the water before
reaching the ponds so that pollutants will not harm the fish habitat.
9. An explanation of the duration of on site construction and when construction and
landscaping work will begin.
Construction will begin fall of 2000 and completed by fall of 2001. Landscaping will be
in the latter construction phase.
10. An explanation of where storage and/or stockpile of wastes will occur on the site.
The staging area will occur at the northeast corner of the seven-acre site,the proposed
parking lot.

Dear Ms. Hardy:
The Board of County Commissioners met October 18, 1999, to consider your request to waive
the fees for the Eagle Claw Fishing Facility. While we commend you on your efforts to increase
the quality of life for Weld citizens, the board voted to not grant an exception to your fees.
The Board of County Commissioners is challenged with providing consistent rules and
procedures. We wish you luck on this endeavor. As your case is pending review by our board,

SUBJECT: Waiver of fee for Site • is Development Plan and Special
Review Permit for Eagle Claw
The Department of Planning Services has received an application from Eagle Claw Fishing
Education Center,for a Site Specific Development Plan and Special Review Permit. They indicated
in their application materials that their fees had been waived. They enclosed a copy of a letter sent
to the Board in March, 1999, however, the Planning Department did not receive documentation that
the fees for this application had, in fact, been waived. I have included a copy of this letter with this
memo. Please let me know as soon as possible, as I will not set up the case for a Planning
Commission hearing until I am informed that the fee has been waived or the fee is paid. Thank you
for your help with this issue.

Dear Weld County Commissioners:
As you are aware, the Eagle Claw Fishing Education Center has been gifted a
generous donation of 7 acres of land in southern Weld County, across from
Barbour Ponds on 1-25. We currently were included in the Rademacher's PUD
Plan for permitting;however, due to some complications that have arisen in their
permitting process, we have agreed that the Eagle Claw Fishing Education
Center should come into the permitting process on our own separately.
Therefore, we will be entering into the permitting process with a Recorded
Exemption and Special Permit.
Because we are a 501(c)3 nonprofit organization who will be bringing a
tremendous service to the children and families of the Weld County and
surrounding areas, we are respectfully requesting a waiver of fees for these two
documents.
