WELD COUNTY COUNCIL RECEIVED

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter Tuesday, October 17, 2000, 7:30 p.m. at the Ft. Lupton City Hall,
130 S. McKinley, Ft. Lupton, CO.
ROLL CALL; The meeting was called to order by President Al Roberts. Vice President
Dwaine Kurtz, Councilman Mitchell Martin, Councilman Dan Oster, and Councilwoman
Joyce Smock were present constituting a quorum of the members. Also present: Ft.
Lupton City Planner Mr. Paul Rayl, Jody Malone, Tori Peglar, Sheri Oster, and the
Council secretary, Bev Thomas.
Councilman Dan Oster made a motion that the meeting time be limited so the meeting
would end at 8:30 p.m. Councilwoman Joyce Smock seconded the motion and it
carried unanimously.
GUEST SPEAKER: Councilman Mitchell Martin introduced Mr. Paul Rayl, Ft. Lupton
City Planner. Mr. Rayl gave an overview of the growth and development east of the 125
Corridor in the Ft. Lupton area.
Mr. Rayl said Ft. Lupton's growth is east along Highway 52 and to the north east of the
city. The city has identified the river as a natural boundary on its west side. The city is
experiencing limited growth due to lack of an infrastructure and the high cost of water
shares and is negotiating with potential developers about how they can contribute to Ft.
Lupton. The availability of water for development was discussed. Potential
development within the city due to the location of Denver International Airport and rapid
growth in northern Adams County was reviewed.
An intergovernmental agreement with Weld County is set to establish a referral area to
govern growth within Ft. Lupton's identified urban growth boundary which is
approximately a mile outside the city's current limits. Ft. Lupton also has
intergovernmental agreements with Dacono, Hudson, and Platteville. The
intergovernmental agreements with these towns basically follow Weld County referral
areas.

Vice President Dwaine Kurt made a motion that the September 19, 2000 Council
minutes be approved. The motion carried.

Third Quarter Report to the.People
Vice President Dwaine Kurtz made a motion to insert the word "opinions" before
"concerns and questions" in the first paragraph of the September 19, 2000 meeting
summary within the Report to the People. The motion died for lack of a second.
Councilman Joyce Smock made a motion that the shortened-version of the third quarter
Report to the People be approved. The motion carried.
APPOINTMENTS: Councilman Dan Oster will represent the Council at the October 19,
2000 Budget Hearings. Councilmen Oster, Martin, and Roberts will be attending the
October 30,2000 Town/County dinner meeting. Councilman Mitchell Martin will attend
the November 13, 2000 Elected Officials' meeting.
CORRESPONDENCE: The Council heard a taped message from Michelle Dominguez
encouraging no raises for the County Commissioners and stating that any raises should
be given to Weld County office employees. The receipt of a letter was noted from
County Attorney Bruce Barker regarding the term of office for persons elected to the
Weld County Council in the November 7 General Election.
COORDINATOR REPORTS:
Concern Regarding Public Works Employee
Mr. Oster reported he had been approached with "documentation"that a county
employee in a county vehicle was not on the job during working hours. The
"documentation" included dates and times over a span of months. Mr. Oster had
discussed the concern with Mr. Hempen and Mr. Pat Persiohino. Mr. Oster read a letter
from Mr. Hempen about this situation. The letter stated the "documentation" had been
reviewed in detail and appropriate action had been taken. Councilman Oster
expressed confidence that the department head or the Weld County Commissioners
would take appropriate action in the matter.
Guest Speaker for November Council Meeting
Vice President Dwaine Kurtz said he had sent a letter to Commissioner Chairman
Barbara Kjrkmeyer inviting her to speak at the November 21, 2000 Weld County
Council meeting.
Response from Planning Department to Citizens' Questions
Mr. Roberts presented to the Council a letter(9/11/00)written by Monica Mika-Daniels
in response to questions that President Roberts had been asked by Weld residents,
business persons and developers. President Al Roberts asked Bev Thomas to send
copies of the letter to each Council member and to Ms. Sharon Hopper.

Salaries Comparison Information
President Al Roberts presented the Council information regarding the salaries of Weld
County Commissioners and Weld County Office Technicians (Ill). He also reported the
availability of related information on the World Wide Web.
ADJOURNMENT: President Al Roberts adjourned the meeting at 8:35 p.m.
