RE: APPROVE APPLICATION FOR FEDERAL ASSISTANCE FOR MIGRANT HEAD
START PROGRAM IMPROVEMENT IN GRAND JUNCTION, COLORADO, AND
AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Federal Assistance
for the Migrant Head Start Program Improvement in Grand Junction, Colorado, from the County
of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Human Services, Family Educational Network of Weld
County, to the Department of Health and Human Services, Migrant Head Start Bureau,
commencing July 1, 2000, and ending June 30, 2001, with further terms and conditions being
as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for Federal Assistance for Migrant Head Start
Program Improvement in Grand Junction, Colorado, from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, Family Educational Network of Weld County, to the
Department of Health and Human Services, Migrant Head Start Bureau, be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized

BUDGET NARRATIVE
PROGRAM IMPROVEMENT REQUEST
FY2001
Site Development $104,474.00 (see attached)
Electrical Hook-up and Lines $11 ,300.00 - pays for disconnecting the current facilities
electrical lines, re-connection costs, trenches for wire, costs of wire, parking lights, etc.
Foundation $30,000.00 - pays for cement foundation to meet City Standards and Codes.
Plumbing $3,000.00 - pays for the costs associated with necessary plumbing re-
attachment from the move, as well as hook-ups for water and sewer.
Landscape $20,000.00 - pays for landscaping which meets City Standards and Codes,
also pays for a sprinkler system.
Paint$4,000.00 -pays for the cost of restorative interior and exterior paint, after the move.
Contractor Fee$21,320.00- pays for a general contractor and project manager to attend
to all details of the move and site development, including City Planning meetings, and
project coordination.
Total request: $194,094.00
In-kind Contributions: $48,524.00-will be received from donated materials,services,and
actual labor performed on the project.

MIGRANT HEAD START PROGRAM
REQUEST FOR FACILITIES FUNDING
PROGRAM IMPROVEMENT
Following is a request for $194,094.00 for the movement of our current portable facility
located on land owned by Mesa County District 51, at the Clifton Elementary School, 3276
F Road to
We submitted to your office a request for$115,000.00, in December of 1998. We received
approval for the funds May 6, 1999, to be obligated or spent by June 30, 1999, and were
unable to spend the funds by such time. Due to the short time frame allowed us to obligate
or expend the funds we requested approval for a carry-over-balance, so that we could
continue our search to find a permanent home for our Migrant Head Start Program.
We made numerous offers on developed pieces of property between June 1999, and
February 2000. After going through the negotiation and zoning processes our offers were
denied. The zoning issues generally were the barriers for the denials for our purchase of
the aforementioned pieces of property. The City of Grand Junction would only approve
"child care" facilities in industrial or commercial areas which were inappropriate for our
facility. Finally, we were able to acquire an undeveloped piece of property in March 2000,
that meets with our satisfaction and the City's zoning requirements.
The pieces of property we considered purchasing were all ready developed with drainage,
parking, landscaping, electricity etc., therefore; allowing our original $115,000.00, to
adequately cover the costs associated with the move. Due to the fact the property we
purchased is undeveloped, we are requesting the additional $194,094.00, to cover the
costs of site development and meet all Grand Junction codes and regulations. The site
development plan (enclosed), and allows for future expansion.
We appreciate your expedient consideration of granting our request for Program
Improvement Funds.
History of Grand Junction Facility and Justification to Move
The School District Preschool Programs and FENWC, Migrant Head Start programs have
shared use of the facility for the past four years. Due to the increased need of Migrant and
Seasonal Head Start services in the area, and an increased need for the School District
to occupy the facility for a longer period of time, negotiations were initiated to resolve the
issue.

It was determined at a final meeting, October 28, 1998, that continuing the shared use of
the building is not feasible, if we and the district are to fully meet the needs of the families
that we serve. As a result of this conversation, the district asked that we move the facility
from the elementary school property. The School Board has set policy that no new
portable facilities be placed on school district property, and that where portable facilities
exist, they be removed. As a result of this policy we are faced with no other option but to
move the facility.
It is also important to note that our relationship with the district has not been compromised
due to this situation. The sole reason for discontinuing the shared space agreement is that
both FENWC and the District have a solid commitment to meeting the needs of the families
that they serve. The District has assured us that they will continue to support the FENWC
Migrant Head Start Program.

ASSURANCES
The Weld County Board of Commissioners agree to the following conditions/assurances
upon submission of this proposal.
1. The facility will be constructed to comply with local licensing and code requirements,
ADA, Section 504, and flood Disaster Protection Act.
2. The Weld County Division of Human Services' Family Educational Network of Weld
County, Migrant Head Start Program will operate the Migrant Head Start Program
from said facility for the useful life of the facility.
3. The Weld County Division of Human Services' Family Educational Network of Weld
County, Migrant Head Start Program will comply with requirements of Uniform
Relocation Assistance and Real Property Acquisition Policies Act.
4. The Weld County Division of Human Services' Family Educational Network of Weld
County, Migrant Head Start Program will comply with all conditions placed on grant
regarding protecting Federal interest, inspection reports, use of the facility default
on mortgage, insurance, maintenance of facilities, copies of official documents,
retention of records, audits, prior approval for use of grant funds, program income,
and procurement procedures.
5. The Weld County Division of Human Services' Family Educational Network of Weld
County, Migrant Head Start Program will comply with all requirements of the Davis-
Bacon Fair Labor Standards Act (40 USC 276a-276a-5).
