The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, April 5, 2000, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Barbara J. Kirkmeyer, Chair
Commissioner M. J. Geile, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Vaad moved to approve the minutes of the Board of County Commissioners
meeting of April 3, 2000, as printed. Commissioner Geile seconded the motion, and it carried
unanimously.
ADDITIONS TO AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed.
Commissioner Geile seconded the motion, and it carried unanimously.
PROCLAMATIONS:
WELD COUNTY CRIME VICTIMS' RIGHTS WEEK - APRIL 9 - 15, 2000: Chair Kirkmeyer read the
certificate proclaiming April 9, through April 15, 2000, as Weld County Crime Victims' Rights Week. Al
Dominguez, 19th Judicial District Attorney,accepted the proclamation on behalf of crime victims and staff.
CHILD ABUSE PREVENTION MONTH-APRIL 2000:Chair Kirkmeyer read the certificate proclaiming the
month of April 2000,as Child Abuse Prevention Month. Gwen Schooley, C.A.R.E.and Chris Dodd,A Kid's
Place, accepted the proclamation.

COMMISSIONER COORDINATOR REPORTS: Commissioner Geile stated approximately 500 people
attended a Flap Jack Feed in relation to promoting the Census 2000. He stated there are still a lot of
individuals who have not filled out their Census 2000 forms,and Weld County needs to continue promoting
the program and ensure confidentiality to ensure Weld County receives appropriate funds and grants.
PUBLIC INPUT: There was no public input.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants
for approval by the Board:

Commissioner Baxter moved to approve the warrants as presented by Mr. Warden. Commissioner Vaad
seconded the motion, which carried unanimously.
BIDS:
PRESENT CONCRETE PRE-CAST BARRIERS BID-DEPARTMENT OF PUBLIC WORKS: Mr.Warden
presented the three bids received. Said bids will be considered for approval on Wednesday, April 19,
2000.
PRESENT MOWING AND HERBICIDAL APPLICATION BID - WEED AND PEST DEPARTMENT: Mr.
Warden presented two bids for mowing only. He stated no bids were received on herbicidal application
because Weld County is doing a joint bid with the State. Mr. Warden stated these bids will be considered
for approval on Wednesday, April 19, 2000.
NEW BUSINESS:
CONSIDER NONEXCLUSIVE LICENSE AGREEMENT FOR UPGRADE AND MAINTENANCE OF A
PORTION OF WELD COUNTY ROAD 92 AND AUTHORIZE CHAIR TO SIGN - GARLAND ABEREGG:
Frank Hempen, Jr., Director of Public Works, stated this agreement was made necessary as a result of
Recorded Exemption#2691,which was approved by Department of Planning Services staff. He explained
this will allow Garland Aberegg access to his property from Weld County Road 92, west of Weld County
Road 15. Commissioner Vaad moved to approve said agreement and authorize the Chair to sign.
Seconded by Commissioner Geile, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent
agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
