WELD COUNTY COUNCIL
July 18, 2000

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday,
July 18, 2000, 6:30 p.m.
ROLL CALL: The meeting was called to order by President Al Roberts. Vice President
Dwaine Kurtz, and Councilwoman Joyce Smock were present, constituting a quorum of
the members. Councilman Dan Oster was excused. Councilman Mitchell Martin joined
the meeting at 6:50 p.m. Also present: the Council secretary, Bev Thomas.
APPROVAL OF DOCUMENTATION:
June 20, 2000 Council Minutes
Vice President Dwaine Kurtz made a motion that the June 20, 2000 Council minutes be
approved. The motion was seconded and carried.
ADDITIONS TO AGENDA: There were no additions to the agenda. Consideration of
the Council's Report to the People was moved to the end of the meeting.
CORRESPONDENCE: The correspondence was reviewed by Council members.
COORDINATOR REPORTS:
Road Paving Concern
President Al Roberts reported that the Public Works Department determined that Weld
County Road 5 ''A north of Hwy 119, where only half of the road is paved, is currently
not a safety hazard. This situation will result in a policy change by the Board of County
Commissioners that would require developers to pay for at least three inches of
pavement on both sides of a road they are required to pave.
Canada Thistle
Councilwoman Joyce Smock noted that the day after the June Council meeting she
observed Public Works personnel sprayingtainarla Thistle in District On/�YN.e.

UNFINISHED BUSINESS:
Information RE: Setting Salaries of Commissioners for Years 2003 and 2004
Vice President Dwaine Kurtz presented to the Council a compilation of information
for use in the Council's task of setting the Commissioners' salaries for years 2003 and
2004. There was no public input on this topic.

NEW BUSINESS:
Possible Change to Home Rule Charter
President Al Roberts raised the possibility of a change to Weld County's Home Rule
Charter to clarify the date that a Council member would be seated following his election
to fill an appointed Council person's term. Council members discussed this topic raised
by Weld County Attorney, Bruce Barker's, June 26, 2000-memo stating that Council
members should start at the first meeting after their election. Council members
discussed the implications of Mr. Barker's memo. Vice President Dwaine Kurtz said
that this was one of several housekeeping items that needed attention in the Home
Rule Charter.
Payment of the Bills
Councilwoman Joyce Smock made a motion to pay the bills as listed:
Mileage for President Al Roberts $ 15.86
Mileage for Councilman Mitchell Martin $ 32.94
Website Photo for Councilman Martin $ 39.95
Mileage for Councilwoman Joyce Smock$ 36.60
Postage and Copies for Bev Thomas $ 40.62
The motion carried.
Second Quarter Report to the People
Councilman Mitchell Martin made a motion that the Second Quarter Repor#sathe
People be approved. Councilwoman Joyce Smock seconded the motion-and it carried.
August 2000 Council Meeting
Councilman Dwaine Kurtz made a motion that the August 2000 Council meeting be
held at the Pierce Town Hall at 7:00 p.m. The motion carried. There will be a speaker
from the Elections Department at that meeting. The Council will not be meeting for
dinner together before the meeting.
Election Department's Information to Weld County Council Petitioners
President Al Roberts said that he would find out what information the Election
Department was giving to Weld County Council petitioners.
ADJOURNMENT: The meeting was adjourned at 7:40 p.m.
