CASE NO.: USR-1252 NAME: Graves, Charles & Rebecca
Environmental Health Services has reviewed this proposal for a kennel. The following conditions are
recommended to be part of any approval:
1) All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in
a manner that protects surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
4) Fugitive dust shall be controlled on this site.
5) The maximum permissible noise level shall not exceed the residential limit of 55 db(A)
as measured according to 25-12-102, Colorado Revised Statutes.
6) If applicable, a NPDES Permit shall be obtained from the Water Quality Control
Division of the Colorado Department of Health for any proposed discharge into State
Waterways.
7) The facility shall utilize the existing water supply. (Aristocrat Ranchette Water Project).
8) The facility shall utilize the existing septic system (G19790031).
9) The facility shall receive a permit from and comply with the United States Department
of Agriculture Rules&Regulations Pertaining to the Administration and Enforcement
of the Pet and Animal Care and Facilities Act.
10) Animal and food wastes,bedding, debris and other organic wastes shall be disposed of
so that vermin infestation, odors, disease hazards and nuisances are minimized. Such
wastes shall be removed at least weekly,or more frequently,from the facility and hauled
by a commercial hauler.
11) If applicable,the applicant shall obtain a stormwater discharge permit from the Colorado
Department-of Public Health & Environment, Water Quality Control Division.

COLORADO
The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Zoning Ordinance Use by Special Review Standards. Our comments and
requirements are as follows:
COMMENTS:
Lot 1, Block 46 of Aristocrat Ranchettes, Second Filing, is located at the corner of Casler Avenue and Hart Street.
Both roadways are maintained by Weld County and have 60 feet of public right-of-way.
The main access to the facility appears to be Casler Avenue. The applicant is utilizing this access for parking and
trash pickup.
REQUIREMENTS:
Access: Weld County Public Works has recommended closing the secondary access onto Casler Avenue as it
intersects with Hart Avenue at a 45° angle which is not safe. All access gates front Casler Avenue.
Storm Water Drainage: This site appears to be flat. The entire USR complex was fenced with a six-foot cedar
fence so I could not verify the internal drainage. Please refer drainage issues to the Weld County Health
Department as this USR deals with animal units.
