RESOLUTION RE:: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON VARIOUS WELD COUNTY ROADS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that "Stop" signs be installed on Weld County Road 4 at Weld County Road 15; on Weld County Road 52 at Weld County Road 55; on Weld County Road 34.5 at Weld County Road 47; and on Weld County Road 12 at Weld County Road 35 to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary la- the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "Stop" signs on Weld County Road 4 at Weld County Road 15; on Weld County Road 52 at Weld County Road 55; on Weld County Road 34.5 at Weld County Road 47; and on Weld County Road 12 at Weld County Road 35, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. Hempen, Jr. DATE: June 22, 2000 WI I FROM: Diane M Houghtaling, Traffic Engineer CSUBJECT: Intersection Study WCR 15 and WCR 4 COLORADO The Department of Public Works received a complaint that the sight distance was limited at the intersection of WCR 15 and WCR 4 and that a stop sign was needed. A sight-distance study was conducted. The intersection has blind spots on all legs. A volume study was also conducted. Approximately 450 vehicles use this intersection on any given day. Finally,a review of the accident records for the last three years indicated one accident in 1998. Accident data for 1999 is not yet available. The warrants for a stop sign per Section 2B-5 of the Manual of Uniform Traffic Control Devices are: 1. Intersection of a less important road with a main road where application of the normal right-of-way rule is unduly hazardous. There is more traffic on WCR 15 than on WCR 4, however it carries only 300 vpd at the present time. As traffic continues to increase, the normal right-of-way rule will become more hazardous. 2. Street entering a through highway or street. WCR 15 extends from the county line to Firestone justifying it as a through street, but the existing surface is gravel. 3. Unsignalized intersection in a signalized area. The closest signals are at the interstate interchanges. 4. Other intersections where a combination of high speed, restricted view, and serious accident record indicates a need for control by the STOP sign. As stated before, there is insufficient stopping sight distance at this intersection. I recommend stop signs be installed on WCR 4 at this intersection. A sight-distance study was conducted. The intersection has insufficient stopping sight distance for a 55 mph roadway on three corners. WCR 55 continues for several miles north and south of the intersection. WCR 52 extends only one mile either side of the intersection. Volumes are slightly higher on WCR 55. A review of accidents indicated no accidents in the last three years. The warrants for a stop sign per Section 2B-5 of the Manual of Uniform Traffic Control Devices are: 1. Intersection of a less important road with a main road where application of the normal right-of-way rule is unduly hazardous. The normal right-of-way rule seems to be working at this intersection. 2. Street entering a through highway or street. This is a full movement intersection. WCR 55 extends several miles north and south of this intersection. 3. Unsignalized intersection in a signalized area. There are no signals in this area. 4. Other intersections where a combination of high speed, restricted view, and a serious accident record indicates a need for control by the STOP sign. There is insufficient sight distance at this intersection. I recommend a STOP sign be installed on WCR 52 at WCR 55. Limited sight distance can make the normal right-of-way rule hazardous. 2. Street entering a through highway or street. WCR 34.5 ends at WCR 47. WCR 47 extends several miles north and south of this intersection, this would justify designating WCR 47 as a through street even if the existing surface is gravel. 3. Unsignalized intersection in a signalized area. There are no signalized intersections within five miles of this intersection. 4. Other intersection where a combination of high speed,restricted view,and serious accident record indicates a need for control by the STOP sign. As stated before, there is insufficient stopping sight distance at this intersection. I recommend a stop sign be installed on WCR 34.5. An additional stop sign is needed at the intersection of WCR 35 and WCR 12. A resolution was passed in 1998 approving a stop sign on the east leg of WCR 12. With the improvements to the roadway, the west leg will also require a stop sign. The warrants for a stop sign per Section 2B-5 of the Manual of Uniform Traffic Control Devices are: 1. Intersection of a less important road with a main road where application of the normal right-of-way rule is unduly hazardous. WCR 12 is less important than WCR 35. 2. Street entering a through highway or street. Although WCR 35 only extends 1.5 miles it is through street at this intersection. 3. Unsignalized intersection in a signalized area. The closest signals are in Ft. Lupton. 4. Other intersection where a combination of high speed,restricted view,and serious accident record indicates a need for control by the STOP sign. The intersection has sufficient sight distance. I recommend an additional stop sign be installed on WCR 12. With the change in traffic, flags should be installed on the top of the new stop sign to provide an additional warning to local drivers. I concur r B.
