(AGRICULTURAL) ZONE DISTRICT - HOUA "RICK" THAO AND MEE LO
A public hearing was conducted on March 22, 2000, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated March 6, 2000, and duly published March 9, 2000,
in the South Weld Sun, a public hearing was conducted to consider the request of Houa "Rick"
Thao and Mee Lo for a Site Specific Development Plan and Special Review Permit#1254 for an
Agricultural Service Establishment (meat processing) in the A (Agricultural) Zone District. Lee
Morrison, Assistant County Attorney, made this a matter of record. Chair Kirkmeyer advised Rick
Thao, applicant, that he has the option of continuing this matter to a date when the full board will
be present. However, if he decides to proceed today, it will require three affirmative votes, or in
the case of a tie vote, Commissioner Hall will listen to the record and make the determining vote.
Mr. Thao indicated he would like to proceed today. Kim Ogle, Department of Planning Services,
presented a brief summary of the proposal and entered the favorable recommendation of the
Planning Commission into the record as written. He gave a brief description of the location of the
site which is approximately 44.46 acres, and includes two residences. Mr. Ogle described the
proposed landscaping, and stated although the site is currently in violation of the Weld County
Zoning Ordinance as a noncommercial junkyard, the applicant is in the process of removing all of
the miscellaneous debris. He gave a brief description of the surrounding uses and stated five
referral agencies responded with comments, and three did not respond. In response lo
Commissioner Geile, Mr. Ogle clarified Planning Services staff will be conducting a final inspection
of the site later today to determine if it is in compliance. Responding further to Commissioner
Geile, Mr. Ogle indicated the location of the applicant's home, and stated the kitchen will be
removed from the other house which is to be used as an accessory. In response to Commissioner
Baxter, Mr. Ogle gave a brief description of the type of materials that were stored at the site, and
reiterated the applicant has already removed a majority of it. Responding to Commissioner Geile,
Sheble McConnellogue, Department of Public Health and Environment, stated the site is subject
to the Confined Animal Feeding Operations Control Regulations. Responding to Chair Kirkmeyer,
Mr. Thao stated he has reviewed and agrees with the Conditions of Approval and Development
Standards.

No public testimony was offered concerning this matter.
Commissioner Geile moved to approve the request of Houa "Rick" Thao and Mee Lo for a Site
Specific Development Plan and Special Review Permit #1254 for an Agricultural Service
Establishment (meat processing) in the A (Agricultural) Zone District, based on the
recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record. The motion was seconded by
Commissioner Baxter, and it carried unanimously.
This Certification was approved on the 27th day of March 2000.
