concerns over the Site Specific Development Plan and Special Review Permit.
Upon talking to several people in the Weld County Planning Department they have told us That Lon
Buffington can legally do everything she is proposing in her plan without being approved for this special
permit. They also told us that she needed the special review approval for insurance purposes,upon
checking with insurance companies we have found out that a homeowner policy should cover 8 to 10
people on a person's property.

neighborhood.

per day. Could this amount to 104 dogs? Eight to ten dogs could be on site for boarding or
training. -Is this in addition to the eight to ten dogs she already has on site?

to 10 dogs. We feel if this permit is issued it will lower the property value of our homes and
surrounding property. We are wondering what will be the next step for her operation since we see an
agility course set up on her facility,which could being in hundred of clients and vehicles. Are there any
plans for clinics and competition events that could bring in large amounts of people? We realize she has
many letter of reference, we could all get many letters of reference, The people who are writing the letters
Do Not have to live next to her Boarding and Training Center, thier property value are not effected.

We are writing this letter to express our concerns about Weld County Roads 3', 5, and 40-112-south of
Highway 56.
Although the current employee who operates the road wader is unknown to us,when Mr. Steckel waded
our roads we had very little complaints,,if any, Through the years,we.tire.sure that Mr. Stecke&,at some
time,was confronted with the same dry conditions that are now present.
We have submitted many complaints,over theyeanikWiith hopes thatthe road asnditionswould.imprnve.
However,the roads have worsened to the point where our cars are being damaged and people's lives
endangered.Every year the traffic on these roads.increase,and soon may increase.immensety with the Neal
Pill). and Lori Buffington's Dog Days Boarding and Training Center approval. These roads can't handle
the traffic that passes on it daily, much less increased traffic without proper care and improvement,
In our research we have found that in I999 the road count for County Road 3 was: Road 38 to 40= 140
cars, Road 40 to 42= 16g cars, Road 42.tu 44- TOO cats. We understand that the maximum.is Z00 cars a
day for dirt roads,in,Weld County.
Dog Days Training:Center'is proposingtnihtng 2.days a week 8 to 1 O/Logs. fftrarmng.classes were 1 in.
each,this wouldamount to 68 S 86 vehicles, With-the Neal P.U.D. proposing 12 lots each driving 2'

To Members of the Special Use Review, Sharon Rowe and other concerned residents,
Yesterday I was made aware of some opposition in the neighborhood regarding my Training Center.
Being new to the community r suppose it's natural that there would be curiosity and concerns as to
how my center would effect my new neighbors. I want to address these concerns to clear up any
misunderstanding or misinformation.
i, have been a dog trainer for over twelve years. I am a member of the Association for Pet Dog
Trainers and respected by my peers all over the greater Denver area. I have worked in the area of
training service dogs and their trainers for 8 years and I myself have four service dogs working and a
fifth that graduates in November. My experience working with aggressive dogs has Boulder County
sending dogs & owners to me for evaluation
and training.
The focus of the training at Dog Days is responsible pet ownership, creating dogs who are pleasant
to be around both at home and in their community. Owners are taught to teach their dogs manners
and basic obedience using positive training methods. The agility equipment noted is for use in
-- exercising dogs,' I leave agility training to the experts in that field. I don't advertise, my clients come to
me by word of mouth and this will not change. Dog Days is a private training facility and clients are
seen by appointment only. We offer private lessons and 6 to 8 group classes a week, with class size
- limited to 8 dogs. There is also Board &Train on a limited basis, for owners who leave their dog with
me for training, we are not a boarding kennel. Our staff consists of three, myself, an assistant and a
part time kennel manager.
When 1 decided to move to Berthoud, I began working with Weld County to meet the requirements
for a Special Use Permit. Due to,making my building handicapped accessible, it has been zoned
commercial. This in turn may require me to have a fire hydrant placed on the property, which I will do
if that decision is made. Chief Steve Charles from the Fire Department visited the site, and feels the
need may not be great enough and is speaking with the Builder Inspector to determine what is in the
best interest for safety. County inspectors have been out monitoring every step during construction, to
insure that all aspects county guidelines are followed.
As for property values & quality of life, I chose a building design that fits into community as this is
not just my place of work, this is my home. As a homeowner and a parent, I have the same desire to
protect the community I now call home. I have just begun to clean up the property, and have
consulted with CSU extension in planning the trees to be planted as I begin landscaping. Having dogs
of my own, and other dogs on the property, I went to great expense to have the perimeter fenced, and
chose fencing that would "fit in" to the neighborhood. I chose this area and this property to have land
around me and the quiet of the country. Not knowing me you can't understand that this,site was
chosen because of it's beauty and maintaining and improving that, is very important to me.

Traffic will be increased to some extent, but the parking is on my property. As mentioned earlier, we are
;mall, private center and the very nature of the business is producing well'mannered dogs. Clients are
told before they come out, to have their dog on lead. To my credit, in my previous neighborhood,(the
neighbors were much closer) I never had a single complaint.
The lighting mentioned is primarily for safety reasons. I recently had a theft and some vandalism and the
Sheriff who took the report advised continuous outdoor lighting to help in preventing another such incident.
I am by nature a private person, working with the county has temporarily put me in a fish bowl. One
neighbor had some concerns, came to me face and face and we were able to talk through them. I have
lived here three months, and find myself in a position of having to prove myself before I've even begun. I
have worked hard to get were I am, this property is a dream come true. My goals is to have a good working
relationship with my neighbors, enjoy my home, and support myself through a home based business. If you

Good Bye and Good Luck
After many years of dedicated service as a CCI contract trainer, Laurie Buffington resigned.
Laurie became affiliated with CCI in 1993. At that time, she assisted with training and filled in when
Nana Will was unavailable. Then, in 1996, Laurie became :CCI's northern Colorado contract trainer
and began teaching classes twice a month in Longmont.
In addition to training for CCI, Laurie was a puppy raiser. Laurie raised her first pup in 1995
when she stepped in as a subsequent puppy raiser for 6-month old Prudential after he bit his first puppy
raiser who then withdrew from the program. To date Laurie has raised four pups for CCI. Laurie's
most recent pup, Rica II, just started advanced training. All of the other pups that Laurie raised were
placed and are currently working. Yes, Prudential too.
In a letter dated April 21, 2000, Jeanie Clark, Southwest Regional Puppy Program Manager,
stated:
The future goal of CCI is to hire another contract trainer to teach puppy classes in the Denver
area. This will help CCI expand our visibility in the Denver region, recruit new puppy raisers, and
provide support to puppy raisers in a more centrally located area.
In the same letter, Jeanie acknowledged Laurie's dedication and the fact that she will be
missed. Laurie touched many lives, human and canine, during her years with CCI and she definitely
will be missed.
Laurie, from those of us whose lives you enhanced, a BIG THANK YOU and many wishes for
success in all you do.

This is in reference to Animal Behaviorist Laurie Buffington. I am the
Doggie Day Care Coordinator as well as the Kennel Supervisor for
Arapahoe Animal Hospital. I have been with Arapahoe Animal
Hospital for approximately 2 years. About a year ago, Arapahoe
Animal Hospital referred me to Laurie Buffington. I had recently
adopted a rescue puppy and needed guidance on positive training
techniques. After completing one puppy class, I was hooked on her
positive reinforcement teaching techniques. I have since completed my
third obedience class through Laurie's Dog Days Training Center and
"CJ", our 10 month old Keeshond/Shepherd mix, has excelled above her
peers. Because of Laurie's training techniques, "CJ" has an excellent
basis for any sport we wish to pursue. We are trying Agility I and
"CJ's" strong obedience background has allowed her to fly though this
first level.
I personally, as well as Arapahoe Animal Hospital, recommend Laurie
Buffington to all our friends and clients. I cannot wait to pursue more
continuing obedience classes at Dog Days Training Center.

always been concerned about how her dogs affect the neighbors and has
always asked us to let her know if there were any problems. There never
have been any problems. She is an excellent trainer with the highest degree
of professionalism. I personally recommended her talents to one of my own
customers and was continually thanked for that, as Lauri was able to solve
the dog training problem and gave my customer a happy, easy to be around
dog.
