At the request of the Planning Department and the applicant, I have reviewed the Improvements Agreement
According Policies Regarding Collateral for Improvements (Private Road Maintenance). Exhibit A lists street
grading, street base, curb, gutter, and culverts which are all transportation oriented. The construction cost is given
in one lump sum. I broke down each individual item for quantity and used a reasonable unit cost to calculate these
items. The estimated construction cost appears to be adequate for the transportation portion of the approach road
and parking areas. The landscaping item shall be verified by Planning Services.

The Weld County Public Works Department has reviewed the plat drawing dated February 7, 2000. The applicant
is indicating that the approach and parking areas shall be six inches of concrete over two inches of aggregate
compacted base. The first 200 feet of the entrance shall be eight inches of concrete and the remaining portion
will be six inches thick. The concept of using concrete for the approach and parking areas is agreeable with Weld
County Public Works. The structural integrity shall be verified by the applicant's structural engineer. This site will
be privately maintained.

Enclosed please find two copies of the updated site plan for your review.
Changes per your direction are summarized as follows:
1 . Pursuant to your comments regarding Item 1 .a.5:
A. The overhead street light you refer to has been eliminated. The sign has been
moved to the south side of the driveway and will be internally illuminated.
Description of the sign has been changed to "Future Sign (By Owner)."
Owner is aware that a building permit will be required for the sign.
B. Utility poles and electrical service lines have been identified.
C. Exterior site lighting will consist of building mounted light fixtures and they are
indicated on the plan with an appropriate symbol.
2. Pursuant to your comments regarding Item 1 .a.6:
A. Owner has agreed to provide hard surface paving for the parking lots and
driveway/circulation areas as shown on the plan as part of this project (not on
a delayed basis as previously proposed). Areas designated for future parking
areas will likewise be hard surfaced at the time of their installation.

A. I have attempted to show the parking lot cross section in a form acceptable to
you. If this does not meet with your approval, please furnish me with an
example of what you want.

A. I have added seven (7) shrubs to the existing groundcover landscaping in the
area adjacent to WCR 39.5.
5. Pursuant to your comments regarding Item 1 .a.1 1 .:
A. The sign will be contracted for by the Owner. Owner is aware that a permit
will be required.
6. Pursuant to your comments regarding Item 1 .a.1 2.:
A. A trash enclosure has been added to surround the trash receptacle on the
north side of the warehouse.
B. A note has been added stating that the trash enclosures shall consist of a
minimum 6' high stockade fence or chain link enclosure.
C. The guard shack has been identified as being "future". The "electrical
service" you refer to is, at present, nothing more than an empty 2" conduit to
provide for future electrical service.
If the guard shack is to be constructed at some future date, appropriate
building permits will be acquired.
D. Future parking areas for warehouse employees for those parking stalls
displaced by future warehouse expansions are shown and will be hard-
surfaced at time of installation.
E. Typographical errors in the "Notes" have been corrected.
F. Ron Wildeman of Winograd's will respond to you concerning the name change
issue.

Dear Ron:
I received two copies of the proposed site plan for Norfolk Iron and Steel (Winograd's) from John
O'Meara on Monday January 28, 2000. I have reviewed the plan for compliancy with comments
from previous correspondence, (Administrative Staff Review and Letter of January 17, 2000), and
the Department of Planning Services' will require the following revisions to the submitted plan.
Item 1.a.5
The applicant shall adhere to the lighting requirements for off-street parking spaces per Section
41.1.2.5 of the Weld County Zoning Ordinance, as amended. (Dept. of Planning Services)
One overhead street light is delineated on the plan at the gated entrance to the property off of WCR
39.5. Additionally, there are electric lines that extend off-site to west, east of the gravel road, that
end with a symbol that represents a pole. Please identify this symbol and describe the intent and
/or use. Second, will there be any other lighting in-site? If so, please identify and delineate on
plan.
Item 1.a.6
In accordance with Section 34.5.1.2, Parking in the 1-3 Industrial zone district, the described area
(shaded area) shall be paved with asphaltic concrete pavement or equal. As an interim measure,
Weld County will accept a surface, for the above described area, of asphalt millings provided the
applicant enters into an Improvements Agreement with the Weld County Public Works Department
to pave those areas within three years of the site plan approval. Future expansion of employee
parking shall fall under the same criteria. (Dept. of Public Works)
The plan shall be modified to show that asphaltic concrete or equal shall occur in the location(s)
outlined on the attached redlines. Please note, future expansion of parking areas shall also have
paved parking and circulation areas. Refer to Don Carroll, Department of Public Works
Memorandum of November 23, 1999.
Item 1.a.7
The applicant shall place a typical cross-section of the parking lot on the plat and identify the depth
of base and concrete or full depth concrete according to the Weld County Subdivision Ordinance,
Sections 10.2.3 and 10.2.4., Geometric Design Standards and Road Structures. (Dept. of Planning
Services)
The plan shall be modified to reflect the changes identified in 1.a.6, and shall adhere to the
Geometric Design Standards in accordance with A Policy on the Geometric Design of Highways
and Streets, and Road Structure, designed in accordance with the Guide for Design of Pavement
Structures. Both standards are published by the American Association of State Highway and
Transportation Officials.
Item 1.a.8
The applicant shall place additional "plant material"screening to mitigate the impacts of the facility
from WCR 39.5. The plant material screen shall be placed between the road right-of-way and the
existing cyclone fence that fronts this road as depicted on the submitted landscape plan. The
buffer strip shall be a minimum of ten (10) feet in width and run the length of the property line that
fronts WCR 39.5. Further, the applicant shall adhere to all landscape requirements of Section
34.5.1.7 and Section 34.5.2.7 of the Weld County Zoning Ordinance, as amended. (Dept. of
Planning Services)
Please refer to my letter of January 17, 2000 that outlines the position of the Department and that
of the Director, Monica Daniels-Mika.
Item 1.a.8.
The applicant shall place additional "plant material" screening to mitigate the impacts of
the facility from WCR 39.5. The plant material screen shall be placed between the road
right-of-way and the existing cyclone fence that fronts this road as depicted on the
submitted landscape plan. The buffer strip shall be a minimum of ten (10) feet in width
and run the length of the property line that fronts WCR 39.5. Further, the applicant shall
adhere to all landscape requirements of Section 34.5.1.7 and Section 34.5.2.7 of the
Weld County Zoning Ordinance, as amended. (Dept. of Planning Services)
I spoke with Monica concerning landscape treatment adjacent to WCR 39.5.
The Department of Planning Services' shall require the portion of the lot
abutting a public or private street right-of-way to be landscaped for a distance of
ten (10) feet measured at right angles from the lot line towards the interior of the
lot and in front of the proposed chain link fence. This landscaping shall consist
of ground covers, shrubs and trees. Berming of land with plant material planted
on the berm is acceptable. The applicant shall submit a Landscape Plan for

In addition to the above referenced comments, I have the following comments. Please identify the
intent and use of the Guard House "Shack" as delineated on this plan. In previous conversations
you had indicated that this was to be an outside contractor, and would not be included in the
Winograd plan. However, I note that electric service is provided from the office to the guard house
and onto the overhead entry light. Please note that all structures on site must obtain the
appropriate building permits. Further, please provide additional information regarding this structure.
The plan delineates future expansion of the warehouse. This expansion will remove thirty (30)
parking stalls delineated in the initial building stage. Please delineate future expansion areas for
parking, including the identification of Handicapped stalls and relative location to the buildings. Fifty
parking stalls shall be required in the future expansion of the warehouse building. Further, please
note that all parking areas and circulation areas to parking areas shall be paved in accordance with
the memorandum of November 23, 1999, from Don Carroll, Department of Public Works.
Please address the typing corrections, identified in the "Notes" on sheet C-1.

I am sending this reply to you in advance of the phone conversation I
imagine we will have later today. John and I have reviewed your letter and
both of us plan to answer and address certain issues.
The first item I will refer to is Item 1.a.5 pertaining to the "overhead
street" light at the entrance to the property. John plans to clarify, this is
NOT an overhead light. The sign that is presently showing on the north side
of the drive will be relocated to the south side of the drive on.._the plans and

the_ lioht you are referring to is intended to be an illumination light for the
sign. A building permit will be obtained prior to the installation of the sign
and the sign will meet the requirements specified per regulations.
The electric lines you refer to that extend to the west of the property are
the lines that will attach to the Public Power lines and will,nnovpower to
the--whole plant.
On page 3 you refer to the guard shack. As was mentioned in previous
conversations and John plans to include the verbage in the next drawing, this
is a possible future guard shack. We have no intentions to have an outside
security force initially. If in the future we elect to hire an outside
company and they would happen to require a power source, we would have covered
the issue in these plans. The conduits are empty and-.shown for future.

The current and future employee parking situation is being revisited by all
parties involved. Hopefully a revision will cover the issues you brought up.
Please clarify one point that both John and I are uncertain of your meaning.

Per your letter dated January 4, 2000, I am responding to several of the "Conditions of
Approval".
1.d. The exact type and design of the signage has not been determined as of
this time. I am assuming that when that decision is made, we will need to apply for a
Building Permit and follow the guidelines in Section 42.3.
3.6.1. The wastes that will be generated at the new site will be the same type and
volume of wastes we currently generate at our 431 5a' Street location. Those wastes fall
into 2 basic categories. The first category includes normal office waste including paper
and boxes. Currently, we have a contract with BFI for this type of waste storage and
disposal. They are providing us with(2)three yard containers with lids. Pickup is
handled twice a week on Tuesdays and Fridays. See attached invoice marked Item
3.b.1 A., that provides proof of this service. The second category includes scrap metal
wastes. The scrap metal is generated when material is bent beyond acceptable use during
the handling process or may be the result of drop or drops from a cutting order. DuWald
Steel Corporation provides us with a 20 yard "roll off dumpster". When this dumpster is
full, we call DuWald and they bring us an empty container and pick up the full container.
The full container leaves our yard tarped to prevent any waste from littering the roadway.
The estimated waste generated is approximately 72 tons per year. MSDS sheets are
provided for this scrap, see item marked 3.b.1.B.

Does not burn or support combustion. Use fire extinguishing media appropriate
for the surrounding fire. However, dust generated in grinding/powdering
operations may present a fire or explosion hazard, in which instances, special
mixtures of dry chemical suitable for metal powder fires should be used.
V. REACTIVITY DATA
conditions Contributing to Instability: Stable solid under normal conditions of
use, storage and transport. The molten metal may explode on contact with water.
At temperatures above the melting point, fumes may be liberated which contain the
oxides of iron and the alloying elements.
VI. SPILL AND DISPOSAL PROCEDURES
Steps to be taken in case material is released: Normally, minimal problems with
spills of this product should occur because of its solid form. However, fine
material (such as metal dust or powder) should be removed quickly by vacuuming or
wet sweeping to minimize dusting. Avoid using comp d air. If airborne dust
is generated during the clean-up, use an appropriate MSHA/NIOSH-approved
respirator. Collect spilled material in -labeled container for disposal or
recovery.

VII. HEALTH HAZARD DATA
niacin Route of Exposure is Inhalation: Various handling operations (welding,
grinding, burning, cutting, etc.) may cause dust and/or fume to be released.
Excessive exposure to high concentrations of dust and/or fume may cause
irritation of the mucous membranes of the upper respiratory system, may lead to
conjunctivitis of the eyes and may produce a benign pneumoconiosis (siderosis) .
Acute Effects: Excessive inhalation of fumes from many metals can produce an
acute reaction known as "metal fume fever". Symptoms consist of chills and fever
(very similar to and easily confused with flu symptoms) which coma on a few hours
after large exposures and last about 24 to 36 hours in duration. Long-term
effects of "metal fume fever" have not been noted.
carcinogenicity: Excessive and repeated inhalation of chromium and nickel fumes
of dust may cause severe irritation, ulceration or cancer in the respiratory
system (nose, throat and lungs) . It is generally believed by regulatory agencies
that the hexavalent forms of chromium (+6) are responsible for those instances of
cancer attributed to excessive chromium exposures. Nickel, Arsenic and Lead have
been classified as suspect carcinogens by NTP and IARC.

VIII. EMERGENCY AND FIRST AID PROCEDURES
Inhalation: If acute overexposure to fumes occurs, remove victim to fresh air.
If breathing is difficult or has stopped, administer oxygen or artificial
respiration as indicated. Seek medical attention for treatment, observation and
support as needed.
skin Contact: If excess dust or fumes get on the skin, wash the contaminated
skin with soap and water. Remove contaminated clothing and launder before using
again.
lye Contact: Flush well with running water for 15 minutes, occasionally lifting

special health hazard unless it is welded, burned, ground or cut. During these
procedures, personal monitoring should be conducted to evaluate potential
exposure. If exposures are in excess of OSHA PEL's, provide appropriate
MSHA/NIOSH-approved respirators. Provide annual physical exams for workers
exposed above OSHA FEL's with emphasis on respiratory and cardiovascular systems.
Preclude from high exposure to dust and fumes (particularly those which may
contain higher levels of chromium and nickel) those individuals with pulmonary

Signs and Symptoms of Exposure/Medical Conditions Aggravated By Exposure:
No adverse health effect has been identified specifically for this product.
Health effect information has been included for components of the product.
Ethylene glycol may cause irritation to eyes, lungs, or skin. Overexposure
may cause central nervous system depression and liver or kidney toxicity.
Reproduction studies in mice and rats have shown that extremely high doses,
which were toxic to the pregnant female, were also toxic to the newborn and
caused birth defects. In this regard, the volatility of ethylene glycol is
quite low and exposure to the chemical should be easy to control.

VIII. EMERGENCY AND FIRST AID PROCEDURES
Eyes: Immediately wash with fresh water for at least 15 minutes and get medical
attention.
(.,Kin: Remove contaminated clothing as soon as possible. Wash exposed skin thoroughly
with soap and water. If irritation persists, consult a physician.
Launder contaminated clothing before reuse. Extremely contaminated leather
shoes should be discarded.
Inhalation: If overexposure occurs, remove individual to fresh air. If breathing
stops, administer artificial respiration.
Ingestion: If this material is swallowed, induce vomiting. If vomiting begins,
lower victim's head in an effort to prevent vomitus from entering lungs.
Immediately consult a physician. Do not attempt to give liquid to an
unconscious person.

in this product have not caused skin tumors. Extreme overexposure or aspiration into the lungs may cause
pneumonia. The product contains hydrocarbons,and as with many petroleum products,it may cause irritation
to the eyes, lungs or skin after prolonged or repeated exposure.
Carcinogenicity:
This material is not known to contain any chemical listed as a carcinogen or suspected carcinogen by OSHA,
IARC, or NTP at a concentration greater than 0.1%.

VIII. EMERGENCY AND FIRST AID INFORMATION
Eyes: In case of contact,immediately flush eyes with plenty of water for at least 15 minutes. Call a physician.
Skin: In case of contact,immediately wash skin with soap and plenty of water. If irritation develops,consult
a physician.
Inhalation: If inhaled,remove to fresh air. If not breathing,give artificial respiration. If breathing is difficult,
give oxygen. Call a physician.
Ingestion: If swallowed, do not induce vomiting. Give large quantities of water. Never give anything by
mouth to an unconscious person. Call a physician.
Notes to Physician: Gastric lavage by qualified medical personnel may be considered, depending on quantity
of material ingested.

7) The applicant shall place a typical cross-section of the parking lot on the plat and
identify the depth of base and concrete or full depth concrete according to the Weld
County Subdivision Ordinance, Sections 10.2.3 and 10.2.4., Geometric Design

A) The applicant shall place additional"plant material"screening to mitigate the impacts
of the facility from WCR 39.5. The plant material screen shall be placed between the
road right-of-way and the existing cyclone fence that fronts this road as depicted on
the submitted landscape plan. The buffer strip shall be a minimum of ten (10)feet
in width and run the length of the property line that fronts WCR 39.5. Further, the
applicant shall adhere to all landscape requirements of Section 34.5.1.7 and Section
34.5.2.7 of the Weld County Zoning Ordinance, as amended. (Dept. of Planning

9) The plant material identified as"ground cover landscaping" located within the site
shall be described on the plat. The applicant shall describe the maintenance

1) In accordance with the Weld County Zoning Ordinance, no land, building or
structure shall be changed in use or type of occupancy, developed, erected,
constructed, reconstructed, moved or structurally altered or operated in the

2) The application does not propose any portion of the site to be leased to another party.
In the event that a portion of the building is proposed to be leased to another party
in the future, the applicant shall submit a copy of the lease agreement and
information regarding the proposed use of the leased portion to the Weld County
Attorney's office, Weld County Building Inspection Department, Eaton Fire
Protection District and the Department of Planning Services for review. Based upon
the proposed use and/or impacts of the leased portion, the Department of Planning

3) There shall be no parking or staging of trucks allowed on WCR 39.5. (Public Works

4) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act,30-20-101,C.R.S.,as amended),shall be stored and removed for final
disposal in a manner that protects against surface and groundwater contamination.

5) No permanent disposal of wastes shall be permitted at this site. (Health Dept.)
6) Waste materials shall be handled, stored and disposed of in a manner that controls
fugitive dust,blowing debris and other potential nuisance conditions. (Health Dept.)
7) The maximum permissible noise level shall not exceed the light industrial limit of 70
db(A), as measured according to 25-12-102, Colorado Revised Statutes. (Health

8) Adequate toilet facilities shall be provided for the public and employees. (Health

9) An individual sewage disposal system is required for the office building and
proposed warehouse facility. In the future, ad additional septic system for the
proposed maintenance building shall be installed in accordance with the Weld
County Individual Sewage Disposal Regulations. The septic systems are required to
be designed by a Colorado Registered Professional Engineer according to the Weld
County Individual Sewage Disposal Regulations. The Department of Public Health
and Environment further recommends that replacement system envelopes for these
systems be place on the plat. (Health Dept.)
10) All pesticides,fertilizer and other potentially hazardous chemicals must be stored and
handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act
and Rules and Regulations thereof. (Health Dept.)
I1) The facility shall utilize the existing public water supply. (North Weld County Water
District). (Health Dept.)
12) The applicant shall obtain a storm water discharge permit from the Colorado
Department of Public Health and Environment, Water Quality Control Division.

13) Landscaping materials as indicated in the approved landscape plan shall be
maintained at all times. Dead or diseased plant materials shall be replaced with
materials of similar quantity and quality at the earliest possible time. (Dept. of

The proposed project consists initially of a 200' x 550' (110,000 sq.ft.) warehouse facility
housing a variety of steel products and a 78'x 77' detached office building (6,006 sq.ft.)
housing sales, purchasing, accounting and related support staff. A rail spur will be_
installed_to service_thehc_ilitX for both receipt and shipment of materials.

AeoleS0'. plate steel, rebar, rod, angle, pipe, tubing and assorted structural shapes) for resale.
1.- Other activities within the warehouse will include "first-step" processing such as cutting
2v a' to length, shearing and bending of sheet steel, flame-cutting of plate steel, punching or
drilling of holes, threading of pipe and rod, twisting for ornamental shapes, occasional
grinding or cleaning of steel items, welding for maintenance purposes, packaging and/or
g banding of steel products and general activities relating to building and equipment
maintenance.
Occasional outside storage will consist of steel goods loaded on trailers awaiting receipt
or shipment.
The warehouse will be operated on three eight-hour shifts per day with 20 employees
per shift for atotal of 6.0 werehouse.nmoloyees initially. Expansion of the warehouse_
would likely increase the_number_of_employees to25 . er_ shift (75 total) with an
additional five employees required for the future maintenance facility.
Office staff is anticipated to be 20 employees on one shift only.
A parking area will be provided for the office containing (28) - 10' x 20' regular parking
1171--VZ 41 stalls and (1) handicapped parking stall. _
The initial parking area for the warehouse will contain (32) - 10' x 20' regular parking
to tx
— stalls and (2) handicapped parking stalls. The excess of parking stalls is provided to
loco 1).L. accommodate shift changes. Additional parking areas for future warehouse expansions
are readily available as noted on the site plan.

Areas along the north side of the warehouse are_provided for parking of truck tractors
and trailers.
The project is located in the I-3 (Industrial) District and constitutes a permitted principal
use within that district. The historical use of this property has been agricultural in
nature.
The minimum setback from a street is 25' and this new facility will have an initial
setback of 605' measured at right angles to the east property line along WCR 39 /2.
The future expansion to a length of 800' will decrease the street setback to 356' which
will still far exceed the minimum required setback of 25'.
The maximum_height of the warehouse building will be 49' measured at the ridge. The
required minimum offset from the remaining property lines will be 49 x 0.5 = 24.5'. The
minimum distance to property line will occur between the northeast corner of the future
maintenance building and the angled northeast property line and that dimension will be
60'which far exceeds the minimum offset of 24.5'.
The parcel of ground (Lot A) as originally purchased contained a net area of 2,121,662
sq.ft. (48.7) acres). If the requested recorded exemption (RE-151 B) is approved, the
new net area for Lot A will be 1,903,862 sq.ft. (43.7 acres).
The actual area slated for construction as defined by the property lines on the east,
north and west and the "Limit of Construction" line on the south is 1,148,111 sq.ft.
(26.36 acres). The balance of Lot A to the south of the "Limit of Construction" line is
reserved for future development and may continue to be used for agricultural purposes
in the interim.
All landscaping - related issues are based on the actual area slated for construction.
Maximum lot coverage in the 1-3 District is 85% of the lot area. O.85 x 1,148,111 sq.ft.
= 975,894 sq.ft.
The actual lot coverage is 519,906 sq.ft. based on the inclusion of both present and
future buildings, driveways and parking areas as shown plus a 20' wide strip centered
on the new rail spur for its entire length.
Comparison shows that the actual lot coverage is 455,988 sq.ft. less than the maximum
allowed. (Actual lot coverage is 45.3% of the actual area slated for construction.)
Basic landscaping will consist of native grasses in the areas shown and described on the
site plan. Buffer areas for screening the parking areas are shown as shrubs but may, at
the Owner's option, be accomplished by earth berms to a height of approximately 4'
above the parking area grades.
All plantings are intended to be of a native, low-maintenance variety which will provide
sufficient ground cover for erosion control.
All stormwater runoff from the developed site will be directed to a retention cell located
at the southeast corner adjacent to WCR 391%2. Discharge from the retention cell will be
into an existing shallow drainage ditch along the west side of WCR 391/2. A site grading
plan with stormwater runoff calculations is included with this submittal.
Due to the size of the project, we are required to procure a permit for stormwater
discharge from the construction site from the Colorado Department of Public Health and
Environment, Water Quality Control Division. A plan describing the methods to be
employed in achieving erosion control is included with this submittal.
Loading/unloading__for the warehouse facility via rail or truck is designed to be
accomplished within the building itself. The sheer weight of materials being housed
within this facility makes it necessary to utilize bridge cranes within the building to
handle the various products.
Public access to the new facility will be via WCR 391/2 which is an asphalt paved road.
The drive into the facility will be 30' wide with a 40' radius flare on the north and the
south sides (virtually all incoming and outgoing traffic will be from or to the south). A
new 15" diameter culvert approximately 80' long will be placed under the new drive at
the location of the existing ditch along WCR 391/2. There will be a minimum of 12" of
cover above the culvert to the new driving surface and the grade of access will be
generally flat (between 1% and 1.5% maximum slope).
All drives and parking areas for this facility will have a Class 5 or 6 road gravel surface
of an approximate 3"thickness. Subgrade areas will be prepared with approximately 8"
of aggregate base course over a compacted and proof-rolled sub-base.
The gravel driving/ parking surfaces will be maintained and refreshed as necessary. If
dust control becomes an issue, the driving/ parking surfaces will be treated with a
magnesium chloride solution as necessary to control such airborne emissions.
Waste materials from the office building, consisting primarily..of paper goods, will be.
retained in a dumpster-type enclosure to be located west of (behind) the office.
Waste materials from the warehouse operation will, in large part, consist of wood
materials (such as dunnage and pallets) and steel product waste resulting from first-
step processing.
The wood product wastes will be stored in a "roll-off"type trash dumpster to be located
in the buffer screened area adjacent to the north wall of the warehouse building.
Steel product waste will be retained within the building to be removed by a scrap metal
recycling firm._
Operations within the warehouse and offices will not produce audible emissions beyond
the perimeter walls. Noise issues will be limited solely to that produced by normal
vehicular traffic.
Similarly, operations within the warehouse facility will not produce harmful airborne
emissions, will not generate heat beyond the building envelope and will not involve the
handling or use of radioactive materials.
Area lighting for parking areas and general building security will be of the building
mounted type and will not produce glare beyond any property line. A ground_mounted
floodlight_will be located adjacent to the main drive for the facility for external
illumination of identifying signage and to illuminate the entrance. Orientation of the
floodlight will be parallel to the east property_line.
Water service for the new facility has been contracted for from the North Weld County
Water District. A new 8" water main will be constructed from the existing main along
WCR 64 and extending north along the east property line. This new water main is
intended to continue north past the property to replace the current 2" water main and
more adequately serve the needs of Platte River Steel at 31455 WCR 391/2.
Natural gas will be provided to the site by Greeley Gas Company from an existing gas
main located along the west edge of WCR 39'/2.
Electrical service will be provided by Public Service Company of Colorado beginning at
the existing overhead power lines adjacent to the west property line. Primary electrical
feeders from the overhead lines to pad mounted transformers for the new facility will be
constructed underground.
Sanitary sewer requirements will be serviced by a new septic system to be located in the
area between the office and the retention cell. Septic system design is being provided
by Terracon.

Dear Ron:
Thank you for coming to our office for the conference call meeting with John O'Meara on
Wednesday January 12, 2000. In follow-up to the three outstanding issues, planning staff offers
the following comments:
Item 1.a.8.
The applicant shall place additional "plant material" screening to mitigate the impacts of the facility
from WCR 39.5. The plant material screen shall be placed between the road right-of-way and the
existing cyclone fence that fronts this road as depicted on the submitted landscape plan. The buffer
strip shall be a minimum of ten (10) feet in width and run the length of the property line that fronts
WCR 39.5. Further, the applicant shall adhere to all landscape requirements of Section 34.5.1.7 and
Section 34.5.2.7 of the Weld County Zoning Ordinance, as amended. (Dept. of Planning Services)
I spoke with Monica concerning landscape treatment adjacent to WCR 39.5. The Department of
Planning Services' shall require the portion of the lot abutting a public or private street right-of-way
to be landscaped for a distance of ten (10) feet measured at right angles from the lot line towards
the interior of the lot and in front of the proposed chain link fence. This landscaping shall consist
of ground covers, shrubs and trees. Berming of land with plant material planted on the berm is
acceptable. The applicant shall submit a Landscape Plan for review by the Department of Planning
Services' prior to recording the mylar.
Item 1.a.9
The plant material identified as"ground cover landscaping" located within the site shall be described
on the plat. The applicant shall describe the maintenance plan for this are
The plant material for the"seeding" area occupying the perimeter of the property shall be described
on the plat. Please note if this is a custom mix or a "native grass mix", and who is the supplier.
Further, state how this material will be planted, i.e., drilled or broadcast by hand or mechanical
means. The applicant shall describe the maintenance plan for this area. Please include seasonal
dates for fertilizer application and mowing.
Further, provide an installation schedule which specifies when the landscaping will be installed on
site. This item can be addressed in the Improvements Agreement for Private Road Maintenance.
Planning Staff provided you with the format for the Plant Material List specifying the Botanical and
Common names of all plant material to be installed; the size of the plant material at installation and
whether the plant material is to be containerized or B&B. Please provide information on the plat.
Further, a landscape maintenance schedule that specifically states who will perform maintenance
and that maintenance is on-going and shall not end upon final acceptance by the Department of
Planning Services. Please include this as a note on the plat.
Finally, the Department of Planning Services' requests a letter from you notifying us of the change
of name from Norfolk Iron and Metal dba Winograd's Steel and Supply to J A E Properties, LLC,
dba Winograd's Steel and Supply. Please include information regarding date of change of name,
corporate address and telephone number.

Thank you for the opportunity to comment on this site plan review. The City of Greeley
Planning staff has reviewed the application and have the following comments:
1. The access drives and parking areas should be paved with asphalt or concrete to conform
to City requirements. In addition, trees should be provided in and around any parking
area in excess of 1,600 square feet as per Section 18.44.070.B.1 the City of Greeley
Development Code.
2. The building should be oriented toward the street and service and loading areas should be
located away from the view from public right-of-way. All sides of buildings should
include design characteristics and materials consistent with those on the front or primary
facade of the buildings, where visible from the right of way.
3. Walls in excess of 50 feet in length are allowed to be visible from a public right-of-way if
a minimum of 20 percent of the length of the wall projects or recesses at a minimum
depth equal to 3 percent of the length of the wall and a change in materials and texture or
a permanent architectural treatment or feature is provided.
4. All utilities should be installed underground and all appurtenances to utility systems
visible from the right-of-way must be screened.
5. All roof mounted mechanical equipment must be concealed from view of the public right-
of-way by elements that are an integral part of the building or structure design though the
use of related or similar materials and colors.
6. All sides of buildings must include design characteristics and materials consistent with

those on the front or primary facade of the buildings, where visible form the public right-
of-way.
7. A landscape plan should be submitted which includes buffering from adjacent properties.
8. The City standard for retention ponds is a maximum 4:1 slope. Slopes steeper than this
are difficult to maintain. It is unclear if this retention pond meets these standards. The
City also requires that retention ponds have the capacity to hold twice the 100 year storm
event.

Environmental Health Services has reviewed this proposal for a steel supply warehouse and office.
The following conditions are recommended to be part of any approval:
1) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act 30-20-101, C.R.S., as amended) shall be stored and removed for final
disposal in a manner that protects against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust., blowing debris, and other potential nuisance conditions.
4) The maximum permissible noise level shall not exceed the light industrial limit of
70 db(A) as measured according to 25-12-102, Colorado Revised Statutes.
5) Adequate toilet facilities shall be provided for the employees.
6) An individual sewage disposal system is required for the office building and
proposed warehouse facility. In the future, an additional septic system for the
proposed maintenance building shall be installed in the according to the Weld
County Individual Sewage Disposal Regulations. The septic systems are required
to be designed by a Colorado Registered Professional Engineer according to the
Weld County Individual Sewage Disposal Regulations. We recommend
replacement system envelopes for these systems to be placed on the plat.
7) All pesticides, fertilizer, and other potentially hazardous chemicals must be stored
and handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality
Control Act and Rules and Regulations thereof.
8) The facility shall utilize the existing public water supply. (North Weld County
Water District).
9) The applicant shall obtain a stormwater discharge permit from the Colorado
Department of Public Health & Environment, Water Quality Control Division.
10) Prior to recording the plat,the applicant shall submit a waste handling plan to the
Environmental Health Services Division of the Weld County Department of Public
Health& Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals lexpected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).

KBN Engineers has supplied a Final Drainage Report for the site. The channels and culverts are sized to handle
a 100-year storm and the retention pond has been designed to handle flows in excess of a 100-year storm. This
report has been signed and stamped by a professional engineer.
REQUIREMENTS:

1. Proper building permits shall be obtained prior to any construction or excavation. Part of the
permit application process includes a complete plan review.
2. The warehouse and office building along with foundations are required to be engineered.
3. Requirements for light as found in Section 1202.1 of the UBC will need to be followed.
4. Section 1202.2 of the UBC contains requirements for ventilation.
5. The number and type of bathroom facilities shall be as outlined in Chapter 29 and Appendix
Chapter 29 of the UBC.
6. Handicap accessibility shall be provided as required in Chapter 11 and Appendix Chapter 11 of the
UBC.
7. In order to build the size of warehouse proposed the requirements for allowable area increases
found in Section 505 of The 1997 Uniform Building Code (UBC) will need to be met. These
requirements may include an approved automatic sprinkler system throughout the building.
However, as long as the entire building is completely surrounded by 60 feet and is of Type II
construction, a sprinkler system would not be required.
8. Depending on the location and amount of windows in the warehouse building, an automatic
sprinkler system may be required. See section 904.2.2 of the UBC.
9. A Class II Standpipe is required where the floor area on any floor exceeds 20,000 square feet.

10. Smoke and heat venting shall be provided in the warehouse as described in Section 906 of the
UBC.

11. A complete plan review shall be preformed by the appropriate fire district for both the warehouse
and office building.
12. Additional requirements or changes may occur at the time the complete set of plans is reviewed by
the Weld County Building Inspection Department or the Fire District.
