COLORADO (Eagle Claw Fishing Education Center)
The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Mixed Use Development Area (MUD), Site Specific Development Plan, and Use by
Special Review Permit standards. Our comments and requirements are as follows:
COMMENTS:
A portion of WCR 24.5 has been vacated approximately 870 feet west of the 1-25 right-of-way, being more fully
described as the 60-foot wide public road right-of-way located in the East one-half of Section 3, Township 2 North,
Range 66 West of the 6th P.M., Weld County, Colorado.
REQUIREMENTS:
WCR 24.5, Extended:WCR 24.5 is designated as a two-lane Collector status road in the Mixed Use Development
Plan. With the vacation of the east 870 feet, the developer will be required to design a driveway from the existing
Barbour Ponds entrance to his property. The driveway will require safe tapers from the 80' collector section.
Internal Roadways/Circulations: The internal circulation of the parking lot, boat ramps, and bus route is not
clear. Please provide a drawing showing the vehicle wheel tracking to verify the turning radii.
The north row parking has no outlet. This will force a car to back up 300 feet if no space is found. Please provide
a turnaround or a cut through the island.
At the end of the access driveway, cars are expected to turn to the south. At night, this entrance may be difficult
to see. It might be helpful if the island was curved to direct the traffic to the south.
It is unclear where the buses go after they drop off passengers and where the handicap accessible parking will
be. Please provide this information in your next submittal. Are you anticipating RV traffic? If so, where will they
park?
Storm Water Drainage: The site will be graded to accommodate grass-lined swales and wetlands where storm
water drainage from the building, parking lot, and surrounding site will drain into the two one-acre ponds. The
vegetative swales and wetlands will cleanse and filter the water before reaching the ponds so that pollutants will
not harm the fish habitat. Weld County Public Works has no conflict with this proposal.

Standards
The Department of Planning Services received a new referral from the Weld County Public Works
Department, dated December 30, 1999. The following changes are recommended by both
Departments:
Condition to be deleted:
H.
1) The developer shall dedicate an additional ten (10) feet of right-of-way to
accommodate full build out of WCR 24.5. The plat shall delineate eighty feet (80')
of total right-of-way, forty feet (40') from the centerline of the road. (Public Works)
New conditions added:
H. The developer shall design a driveway from the existing Barbour Ponds entrance to this
property. The driveway will require safe tapers from the 80' collector status.
I. A drawing shall be provided to the Department of Public Works, showing the vehicle wheel
tracing to verify the turning radii. A turnaround or cut-through shall be provided at the end
of the north row parking area for egress from the parking lot. The plat shall be amended
to show any changes to the existing traffic circulation pattern, as approved by Public Works.
J. The applicant shall meet with the Traffic Engineer for the Department of Public Works to
address theioncerns, as listed in the referral response dated December 30, 1999.

Conditions of approval following the above conditions shall be renumbered (relettered) accordingly.
