Sipres & Stephanie K Sipres REPRESENTATIVES: James Vetting McComb Realty Service 928 13th Street, Suite 4 Greeley, CO. 80631 Ken Humphrey Habitat for Humanity 134 11th Ave. Greeley, CO. 80631 LOCATION: 132 North 21s` Avenue ACREAGE: 5.0185 acres EXISTING USES: Single-Family Residential SURROUNDING ZONING: North -Weld County Agriculture South- R-L (Residential Low Density) East - I-L (Industrial Low Intensity) West - R-MH (Residential Mobile Home Community) SURROUNDING LAND USES: North- Rural Residential South- Single Family Detached Fast -Vacant West - Mobile Home Development AVAILABLE UTILITIES: City of Greeley Water and Sewer, Qwest Telecommunications, AT&T Broadband, Greeley Gas, Public Service Company of Colorado TAXING DISTRICTS: District Mill Levy Weld County 22.038 School District 6 47.315 Northern Colorado Water Conservancy District 1.0 Western Hills Fire 3.151 Aims Community College 6.343 Weld Library District 3.249 West Greeley Soil Conservation District 0.414 INTENDED/PROPOSED USES: The intended use of the property is for a residential subdivision developed by the Greeley Area Habitat for Humanity. This organization is proposing to develop the property with single-family detached or duplex homes. The property must be zoned within 90 days of annexation. The specific zoning request will be evaluated during that process. COMPREHENSIVE PLAN: The site is entirely within the Long-Range Expected Growth Area(LREGA), the Mid Range Expected Service Area(MRESA), and the Municipal Services Suitability Area (MSSA). This means a full complement of urban services are available to the property. The developer will be responsible for extending City of Greeley water and sewer and all other utility services to this property. The Comprehensive Plan encourages residential development to provide for all income levels through the community. The Greeley Area Habitat for Humanity promotes home ownership for families with income levels that may not typically qualify for traditional home mortgages. The Comprehensive Plan encourages all development to be designed to promote comparability among neighboring land uses of differing intensity and character. A buffer yard will be required during development between this property and the vacant property to the east and the under developed unincorporated property to the north. Greeley Area Habitat 2 Annexation Impact Report The Comprehensive Plan encourages development to effectively mitigate any adverse environmental impact when development occurs in environmentally sensitive areas. The annexation includes areas designated as containing moderate ecological impact according to the City of Greeley Areas of Ecological Significance map. A Biologist Report examining the property will be required prior to development of the site ANALYSIS: The ar:ta of anmexation is adjacen to the municipal boundaries of the City of Greeley. Approximately 1,323 linear feet of the annexation's perimeter is directly adjacent to the City's boundaries. This provides 66.7 percent contiguity and exceeds the State of Colorado one-sixth (16.67%) minimum standard regarding annexation. The annexation of this site into the City would be consistent with present growth patterns and Comprehensive Plan policies. There is a clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this annexation request.
