Dear Weld County Board of Commissioners:
Please find enclosed a copy of the Greeley Area Habitat Annexation Impact Report. This document
fulfills the statutory requirement pursuant to C.R.S. 31-12-108.5 of filing a one copy with the board of
county commissioners governing the area proposed to be annexed.
This is a property owner initiated annexation request. The following is the City of Greeley schedule for
processing this request.
October 3, 2000 City Council considers resolution
October 10, 2000 Planning Commission Public Hearing
October 17, 2000 City Council Ordinance Introduction
November 7, 2000 City Council Public Hearing/Final Reading of Ordinance

INTENDED/PROPOSED USES: The intended use of the property is for a
residential subdivision developed by the
Greeley Area Habitat for Humanity. This
organization is proposing to develop the
property with single-family detached or
duplex homes. The property must be zoned
within 90 days of annexation. The specific
zoning request will be evaluated during that
process.
COMPREHENSIVE PLAN: The site is entirely within the Long-Range
Expected Growth Area(LREGA), the Mid
Range Expected Service Area(MRESA),
and the Municipal Services Suitability Area
(MSSA). This means a full complement of
urban services are available to the property.
The developer will be responsible for
extending City of Greeley water and sewer
and all other utility services to this property.
The Comprehensive Plan encourages
residential development to provide for all
income levels through the community. The
Greeley Area Habitat for Humanity
promotes home ownership for families with
income levels that may not typically qualify
for traditional home mortgages.
The Comprehensive Plan encourages all
development to be designed to promote
comparability among neighboring land uses
of differing intensity and character. A buffer
yard will be required during development
between this property and the vacant
property to the east and the under developed
unincorporated property to the north.
Greeley Area Habitat 2 Annexation Impact Report
The Comprehensive Plan encourages
development to effectively mitigate any
adverse environmental impact when
development occurs in environmentally
sensitive areas. The annexation includes
areas designated as containing moderate
ecological impact according to the City of
Greeley Areas of Ecological Significance
map. A Biologist Report examining the
property will be required prior to
development of the site
ANALYSIS: The ar:ta of anmexation is adjacen to the
municipal boundaries of the City of Greeley.
Approximately 1,323 linear feet of the
annexation's perimeter is directly adjacent to
the City's boundaries. This provides 66.7
percent contiguity and exceeds the State of
Colorado one-sixth (16.67%) minimum
standard regarding annexation.
The annexation of this site into the City
would be consistent with present growth
patterns and Comprehensive Plan policies.
There is a clear evidence that this site shares
a common interest with the City's future.
The requirements of State statutes and City
of Greeley guidelines for annexation appear
to have been met by this annexation request.
