RESOLUTION
RE: APPROVAL OF MEMORANDUM OF AGREEMENT BETWEEN THE DEPARTMENT
OF THE AIR FORCE AND WELD COUNTY, COLORADO AND AUTHORIZATION
FOR CHAIRMAN TO SIGN THE SAME.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Department of the Air Force desires to obtain
from Weld County one stainless steel storage tank located at the
Atlas E. Missile Site in Weld County, Colorado, and
WHEREAS, Weld County desires to transfer said storage tank
to the Department of the Air Force, and
WHEREAS, a Memorandum of Agreement between the Department
of the Air Force and Weld County, Colorado concerning the trans-
fer of said storage tank has been presented to the Board of
County Commissioners of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners has studied said
Memorandum of Agreement and deems it advisable to approve the
Agreement and further to authorize the Chairman of the Board to
sign the same.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Memorandum of Agree-
ment between the Department of the Air Force and Weld County,
Colorado be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board of County Commissioners
that the Chairman of the Board is hereby authorized to sign said
Memorandum of Agreement.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 10th day of
December, A.D. , 1980.

MEMORANDUM OF AGREEMENT
1 . PURPOSE
The purpose of this Memorandum of Agreement is to make a record of the
conditions and stipulations necessary for the orderly transfer of ownership
on one stainless steel storage tank from a location known as Site 12, Weld
County, which is further identified as Atlas E Missile Site, C-COLO-501-A,
Weld County, CO. The tank has a data plate identifying the manufacturer,
South West Welding and Manufacturing, with serial number 1413, The parties
to this agreement are identified in the body, and the signatures of authorized
representatives appear on the signature page.
2. ENERGY MANAGEMENT DIRECTORATE, KELLY AFB, TX (SA-ALC/SF)
a. We agree to fund the contractor effort necessary to unearth, transport
and restore the site occupied by the storage tank.
b. We agree to accept ownership of the tank, without charge, upon issuance
of funding documentation to F. E. WARREN AFB, WY.
c. We agree to provide the liaison effort necessary to obtain coordination
on the various actions involved.
3. BASE CIVIL ENGINEER, F. E. WARREN AFB, WY (90 CSG/DEE)
a. We agree to prepare a Statement of Work (SOW) for the removal of the
storage tank, transport, and site restoration.
b. We agree to provide a draft SOW to SA-ALC/SF and Weld County, CO, for
review prior to final preparation.
c. We agree to provide contractor inspection to assure that all work is
in conformance with the SOW.
d. We agree to notify Weld County representative when all work has been
completed, and request final approval on site restoration.
4. BASE CONTRACTING DIVISION, F, E, WARREN AFB, WY
a. We agree to prepare a solicitation for bids, supervise site surveys
by potential contractors (if necessary) , select a contractor and prepare
necessary documentation normally associated with contractual services.
5. WELD COUNTY, CO
a. We agree to review the proposed SOW, provide input as necessary, and
concur in the final SOW.
b. We agree to furnish the storage tank, without charge, along with
documentation to indicate that ownership of the tank is transferred to
•
SA-ALC/SF. This is to be concurrent with F. E. Warren AFB receiving funds
for the removal of the tank.
c. We agree to provide free access to the property containing the
storage tank.
d. We agree to provide final approval to restoration work at the
conclusion of the contractors' effort. This approval will be based upon 90
CSG/DEE certification that the work has been performed in accordance with
the SOW, and visual inspection of the site.
6. GENERAL
a. This document is not intended to have legal implications, nor to
circumvent existing statutes, laws, regulations, directives or policies.
b. The details of the work to be performed will be contained in the
SOW. It is intended that the site be restored at least to its current
condition and conformation, unless otherwise specifically authorized by
Weld County.
