The upgrade will allow customers in these areas to have access to all of the services and products provided by AT&T Cable Services. There are three phases to an upgrade of this magnitude: Phase One, system walkout and design, has been in process for several months. Phase Two is the construction that is happening now. This involves AT&T Cable Services and Integrated Communications Group, Incorporated (ICG). ICG has been contracted by AT&T Cable Services and is authorized to complete construction according to AT&T specifications. Phase Two involves replacing and/or rerouting lines and changing and upgrading existing equipment. In locations where the work will be in public rights of way, residents will be notified in advance with a doortag. AT&T and ICG crews will work very hard to cause as little disruption as possible. Phase Three is the "electronic change out" or ECO, which involves actually connecting the system into the fiber optic backbone. This phase causes disruption to cable service in very specific areas for planned periods of several hours at a time. The service disruption is necessary in order to "change out" electronic equipment in fiber nodes. Because crews will know the areas and service addresses that will be affected, these customers will be notified in advance when their cable service will be out. Service disruption will typically start at 8:00 A.M., the necessary work will be completed, and service will be restored in the affected areas by 4:30 P.M. In the event that cable service is not restored by 4:30 P.M., customers are instructed to call our local cable system. A Customer Service Representative will forward all customer concerns to /� 1technicians who are on call to correct any problems with AT&T's Cable Services. C Crews will notify our office each morning with specific areas that will be down so our customer service representatives can give customers an accurate, up-to-the- minute update on construction. Communication is an essential component during Phase Two and Phase Three of the upgrade. In order to ensure that our customers are aware of what will be happening, we have developed a communication plan that includes the following tactics: • Segment on Channel 8 News announcing the rebuild project; ▪ News release to Greeley Tribune announcing the project; ▪ Doortags to residents whose property must be entered to complete work; • Direct mail letters to current customers whose property must be entered to complete work; ▪ Character generated messages on channel 19 with project updates; • Project updates on Channel 8; • Radio commercials on Tri 102, K99, KFKA, and KGRE. Attached you will find copies of available tactics. We are excited about the changes our customers will enjoy when the upgrade project is completed. Expanded Basic customers will instantly enjoy a new channel line up, which will include the following these additional channels: Home & Garden Television Entertainment Television Local Advertising Great American Country TV Guide Court TV The Oxygen Channel Travel Channel TV Land Food Network Channel Digital Customers will enjoy the new Expanded Basic channels and: ▪ Additional Pay-Per-View channels; • Additional plex channels with the subscription to HBO, Cinemax, STARZI, Encore, Showtime, and the Movie Channel; • The option to purchase ESPN Game Plan (college sports), ESPN Shoot Out (National Soccer League), NBA Full Court, and NHL Center Ice. Soon after the completion of the upgrade, our @Home Internet Service will be available to all of Evans, LaSalle, Garden City and areas of Weld County. And yes, with the introduction of more channels and services, monthly rates will increase. Upon completion of the entire upgrade process, Expanded Basic customers in Evans, LaSalle, Garden City and Weld County will move from a monthly rate of$31.99 to $32.99, a $1.00 increase, and will be on the same rate schedule as Greeley and Windsor customers. As you can see, the increase is minimal for the added services. Since the increase will not take place until after the completion of the entire project, we will implement a notification campaign for our customers within 30 days of the increase. Evans, LaSalle, Garden City and Weld County customers will now be able to subscribe to the same Digital Cable Value Packages as Greeley customers. There are six packages offering various combinations of services, many of which offer the same services existing customers love at a new, lower price.
