Re: Soaring Eagle Ranch
Dear Julie:
We are in receipt of your comments regarding the PUD Final Plan for Soaring lliagle Ranch PU Il
(Case#S-549), Most of the items mentioned are or will be done;however,there are a few issues.
we would like to address at our hearing:
1) The status of the Colorado Division of Water Resources.
2) The specifics of the signing and striping plan for the subdivision.
3) Pedestrian circulation provisions.
4) Fencing of the irrigation pond.
5) The exact area of the Common Open Space will experience a slight increase and this
number will be provided at the Hearing.
6) We have not received the comments from the Colorado Geological Survey dated October
12, 2000.
7) Does approval of this plan create a vested property right?
Attached is a letter of transmittal that was delivered to Diane Houghtaling of the Weld County
Public Works Department on Monday, October 16,2000. Also attached is a letter from Tom
Cullison regarding the dedication of right-of-way on the west side of State Highway#257.
Please let me know if there are any other items that we need to be aware of, or if we can supply
you with any other information. We look forward to seeing you tomorrow.

Re: Soaring Eagle Ranch - Final Engineering Plans
Dear Diane,
In response to your comments about Soaring Eagle Ranch PUD, case S-543 we offer
the following:
• Sight distance triangles shall be shown on the final plat.
▪ The easement width for the Warren Irrigation Easement shall be shown cn the final
plat.
• Access restrictions and rights of way shall be shown on the final plat.
• The access for lot 50 shall be 30 feet in width on the final plat.
• R.O.W. shall be dedicated on the west side of SH 257 by the property owner (see
attached letter).
• All roadways shall meet either Weld County or CDOT standards and requirements.
• A 404 permit shall be obtained from the Army Corps of Engineers addressing
wetlands prior to any construction within a wetland.
• A copy of the Final Construction Plans and the Final Drainage Report is included for
your review.
We will be requesting some clarification from the Commissioners on the striping anc
signage of the internal roads Other than these minor issues we believe all of your
concerns have been met.

LLC., I will not have a problem agreeing to a dedicition of the right of way on the west side
of Highway 257 as part of the agreement to approve the final plat for Soaring Fagle Ranch
(Cnllison Family Farms,LLC& George A.Nelson Farms,Inc.)
The above land agreement for right of way.is west of Colorado Highway 257 being that
required front the South East 1/4 Section of section 29,Township 7 North,Range 67,Weld
County.Colorado.

The Department of Planning Services' is requesting the following condition of approval be added
to the staffs recommendation as Condition of Approval 1. with subsequent re-numbering.
This application has been determined to be in compliance with the proposed Amendment 24 to the
Colorado Constitution of a new article XXVIII, as development of land is consistent with a valid
development application which had been filed as of September 13, 2000 pursuant to pr000sed
Arlicle XXVII 9 (2).
Thank you for your consideration in this matter.
