The Weld County Council met in regular session in full conformity with ,
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
November 1 , 1984, at 1 :45 p.m.
ROLL CALL
The following members were present in person: President Ralph Waldo,
Vice-President DeAnn Emerson, Patricia Anderson, Don Elliott, and Bill Rupp.
Also present at the meeting were two members of the press and the Council
secretary.
MINUTES
Patricia Anderson made a motion that the minutes of October 4, 1984,
be approved as written. Don Elliott seconded the motion and it passed unani-
mously, with Ralph Waldo and Bill Rupp abstaining.
ADDITIONS AND/OR DELETIONS
A bill from Attorney Ron Lambden for $330 was added to the agenda. DeAnn
Emerson moved that the bill be paid. Bill Rupp seconded the motion and it
passed unanimously. Also added were Patricia Anderson's letter of resignation
and a discussion of the Commissioners' use of lottery funds.
APPOINTMENTS
Bill Rupp volunteered to appear at the November 7 Board of Commissioners
meeting on behalf of the Council . He agreed to express the wishes of the
Council for better communication between the Board and the Council .
CORRESPONDENCE
The President made the Correspondence File available for the individual
review of Council members.
REPORTS
The President asked the Council what it wanted to do with the audit of the
County Engineering Department. Don Elliott made a motion that a list of 48
questions pertaining to the operation of this department be forwarded to the
Commissioners for their answers within two weeks. It was further moved that
those questions also be released to the press and the people of Weld County.
Bill Rupp seconded the motion and it passed unanimously.
The Council received a report from the Finance Department detailing the
status of the Commissioners' repayment of salaries.
UNFINISHED BUSINESS
The Home Rule Charter Amendment Study Committee asked that the Council
establish written procedures insuring due process for the consideration of
suspension from office of an elected official charged with a crime. On August 1 ,
1978, the Council adopted procedures to cover this circumstance. Don Elliott
moved that the Council forward a copy of this adopted procedure to the Commissioners
and to the Charter study group. Bill Rupp seconded the motion and it passed
unanimously.

NEW BUSINESS
DeAnn Emerson made a motion that the Council draw up a contract to present
to the Commissioners that would give the Council the opportunity to employ
Hyland Associates for the year 1985 and that the figure to be allowed in the
contract be $20,000. Don Elliott seconded the motion and it passed unanimously.
Don Elliott made a motion that the October bills be paid. DeAnn Emerson
seconded the motion and it carried unanimously.
The Council agreed that it should take a public stand on the proposed
Charter amendments to appear on the November 6 ballot. The Council voted
unanimously to oppose amendments of the 5% limitation, the bidding procedure,
enacting an ordinance, suspension of elected officials, legal opinions of the
County Attorney, and the county question of a 5 mill increase. Concerning the
amendment of acting by means other than ordinances, the majority of the Council
opposed the issue while Don Elliott and Bill Rupp voted in favor of it.
Patricia Anderson read a letter of resignation to the Council . Effective
November 15, she will no longer be living within the boundaries of District 3.
The President accepted her resignation with regret. The Council decided to
accept applications for this position through November 26. Applicants will be
interviewed the morning of December 6. An appointment to the Council will be
' made before the end of the year,
Bill Rupp stated that he personally is opposed to the Commissioners' use
of lottery money for a performing arts center in Greeley. He feels the money
should be spent throughout the county rather than in one area.
Let the record reflect that DeAnn Emerson was excused at 3:10 p.m.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time of
adjournment was 3:15 p.m. , on November 1 , 1984.
The next scheduled meeting is December 6, 1984, at 1 :45 p.m.

The Weld County Council , in accordance with the Weld
County Home Rule Charter, is now accepting letters of
application to fill a Council vacancy left by the resignation
of Patricia Anderson of Fort Lupton. This term of office
expires December 31 , 1986.
Interested persons who reside in Weld County District
Three (southeast portion of Greeley and Weld County) should
submit their application to the office of Weld County Council ,
P. 0. Box 758, Greeley, Colorado, 80632. The deadline for
applications is November 26. Applicants will be interviewed
by the Council on December 6. An appointment to the position
will be made before the first of the year.

Attached is a list of 48 questions which have been raised
as a result of our audit by Hyland Associates. We are
requesting that the Board of County Commissioners provides
the Council with its response to these questions by November
19. The Council is also suggesting that the Commissioners
forward this information to their own audit team which is
analyzing the County Engineering Department.

1 . Is there a profile or standard for gravel roads?
2. Is there a profile or standard for barrow ditches?
3. Describe those standards or profiles or provide copies
of documents setting forth those standards or profiles.
4. How are the standards or profiles communicated to the
road grader operators?
5. How do the standards or profiles compare with actual
county roads?
6. Describe the method of comparing standards or profiles
with actual county roads.
7. Is there an optimum speed at which road graders should
be operated?
8. What is that speed?
9. How is the optimum speed determined?
10. Is there a relationship between the quality of the road
grading and the speed of the grader?
11 . Is there a maintenance and/or grading schedule for each
county road?
12. Please describe such schedule, if one exists.
13. Is there a maintenance schedule for county road grading
equipment?
14. Please describe that schedule, if one exists.
15. Does the Road and Bridge Department, or any other department,
