RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT #1248 FOR A
FAMILY FISHING EDUCATION CENTER IN THE A(AGRICULTURAL)ZONE DISTRICT-
EAGLE CLAW FISHING EDUCATION CENTER
A public hearing was conducted on January 12, 2000, at 10:00 a.m., with the following present:
Commissioner Barbara J. Kirkmeyer, Chair
Commissioner M. J. Geile, Pro-Tern
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Glenn Vaad
Also present:

The following business was transacted:
I hereby certify that pursuant to a notice dated December 27, 1999, and duly published
December 30, 1999, in the South Weld Sun, a public hearing was conducted to consider the
request of Eagle Claw Fishing Education Center, Go Shannon Weber, Design Concepts,for a Site
Specific Development Plan and Special Review Permit #1248 for a Family Fishing Education
Center in the A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made this
a matter of record. In response to Chair Kirkmeyer, Mr. Morrison stated the absence of the
applicant does not prevent the Board from proceeding. Julie Chester, Department of Planning
Services, presented a brief summary of the proposal and entered the favorable recommendation
of the Planning Commission into the record as written. She gave a brief description of the location
of the site; stated nine referral entities responded favorably with recommended conditions; no
letters from surrounding property owners have been received; the proposal is consistent with the
Weld County Comprehensive Plan; the site is designated as irrigated, non-prime; and no prime
agricultural land will be taken out of production. Ms. Chester further stated a recreational facility
is allowed as a Use by Special Review; this request will be compatible with future development in
the area; and she gave a brief description of the surrounding uses. She stated the site is located
within the One-Hundred Year Flood Plain, which will require a Flood Plain Permit, and the site will
be required to comply with Mixed Use Development standards because it is within the Mixed Use
Development area; however, it will not be required to comply with Ordinance#201. Ms. Chester
submitted a memorandum,dated January 11,2000, regarding proposed changes to the Conditions
of Approval, and stated although the applicant is not present, said changes were discussed with
the applicant and representative, who indicated no concerns. In response to Commissioner Hall,
Ms. Chester stated Condition of Approval J can be amended to replace the word "their" with the
"Department of Public Works." In response to Commissioner Geile, Ms. Chester stated the sewer
service will be provided by St. Vrain Sanitation.
No public testimony was offered concerning this matter.

Commissioner Hall moved to approve the request of Eagle Claw Fishing Education Center, do
Shannon Weber, Design Concepts, for a Site Specific Development Plan and Special Review
Permit#1248 for a Family Fishing Education Center in the A(Agricultural)Zone District, based on
the recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record,with changes as recommended
by staff, and correcting Condition of Approval J to replace the word"their"with the"Department of
Public Works." The motion was seconded by Commissioner Baxter, and it carried unanimously.
This Certification was approved on the 17th day of January, 2000.
