HomeMy WebLinkAbout20001052.tiff RESOLUTION RE: APPROVE UNIVERSAL HIRING PROGRAM ADDITIONAL OFFICER REQUEST FORM AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Universal Hiring Program Additional Officer Request Form between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, and the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS), Grants Administration Division, with terms and conditions being as stated in said request form, and WHEREAS, after review, the Board deems it advisable to approve said request form, a copy of which is attached hereto and incorporated herein by reference. Future grant awards will he based on the information provided in this document only;submitting another UHP application packet is not necessary. All grant recipients must develop a written plan to retain their COPS funded officer positions after Federal funding has ended. This plan must be submitted to the COPS Office with your application. Departments are also required to submit the attached Assurances and Certifications with each additional officer request. A request for a waiver review of the local matching requirement cannot be considered unless supporting information is attached to this Additional Officer Request Form. The supporting evidence, at least one typewritten page in length, must include (1)a satisfactory and documented demonstration of severe fiscal distress,and(2)a description of the link between a locality's showing of severe fiscal distress and how that distress impacts the area's law enforcement agency. Please refer to your COPS UHP Grant Owner's Manual for information related to the waiver requirements. Please complete this form and return to the COPS Office in the envelop provided. Unreturned, blank and/or incomplete forms will be treated as though no officers have been requested. We have also included blank budget forms for your use, in case your department's budget has changed since your last award. UPH Control Desk, 7th Floor Washington, DC 20530 RF: Retention Plan Dear Sir: The Weld County Sheriffs Office conducted a long-term analysis for the Operations Department over the next ten years. The analysis supported the addition of two Community Resource Officers to increase the total manpower staff for 1999 and two Community Resource Officers started in year 2000. This plan has been adapted to add two more officers in 2001. The Sheriff s Office has taken this request through the budget process. Spreadsheets were prepared and reviewed by the County Commissioners and the Finance Director during the Budget Hearings for 1999 and 2000. We are preparing to present cost analysis for the Commissioners approve' for budget year 2001. Although these spreadsheets only projects both federal and county cost for the three year period, the Finance Director did explain that starting the forth year for each of these respective grants and from than on, the cost to retain these officers would be the responsibility of the Sheriffs Office budget through general funds. I have also attached Appendix D from the "Long-Term Analysis 1998-2010, Operations Department, Weld County Sheriffs Office, completed by Administrator Rick Dill on June 1, 1998. This document reflects the progressive plan on which we will analyze on a yearly basis. This plan reflects not only our intent to hire Community Resource Officers but to retain these officers. As you are aware, the COPS Office is committed to assisting law enforcement agencies in securing additional funding to add officers to the streets to engage in community policing. With the help of thousands of agencies from across the nation, we reached our initial goal of funding 100,000 officers and deputies on May 12, 1999 In Fiscal Year 2000, the COPS Office was authorized additional funding under the Universal Hiring Program to assist law enforcement agencies in increasing community safety through adding officers -'to the beat." Unlike in previous years, however, the COPS Office has less funding available. As a result, it is important to submit requests as early as possible and before funding is exhausted. We encourage you to assess your interest in additional grant funding at this time. If you are interested in applying for additional officer positions through the COPS UHP program in Fiscal Year 2000, please submit the attached Application Verification Form (AVF) along with a written retention plan, certifications, assurances and budget forms if your department's budget has changed since your last award. We would like to receive your AVF by May 1,2000. This deadline is necessary due to the limited funding available. Because funding is limited, we encourage you to apply as early as possible.
