Dear Weld County Board of Commissioners:
Please find enclosed a copy of the Thompson Farms Annexation Impact Report. This document fulfills
the statutory requirement pursuant to C.R.S. 31-12-108.5 of filing a one copy with the board of county
commissioners governing the area proposed to be annexed.
'This is a property owner initiated annexation request. The following is the City of Greeley schedule for
processing this request.

except for a 5.5 acre tract directly southwest
of the 83`'Ave. and 20th Street intersection
that is not part of the annexation.

INTENDED/PROPOSED USES: The representative has informally indicated
that a combination of residential,
commercial and light industrial zoning and
uses are anticipated for this property. The
property must be zoned within 90 days of
annexation. The specific zoning request will
be evaluated during that process.
COMPREHENSIVE PLAN: The site is entirely within the Long-Range
Expected Growth Area(LREGA),partially
within the Mid Range Expected Service
Area (MRESA), and outside the Municipal
Services Suitability Area(MSSA).
The Comprehensive Plan encourages the
mitigation of any adverse environmental
impact when development occurs in
environmentally sensitive areas. The area to
be annexed contains mapped areas of
moderate ecological significance. These
areas must be properly addressed during the
platting process of the properties.
The Comprehensive Plan encourages a mix
of commercial, residential, and light
industrial land uses where development
occurs adjacent to major thoroughfares. The
representative has informally indicated that a
combination of residential, commercial and
light industrial zoning and uses are
anticipated.
The Comprehensive Plan encourages
commercial development to locate near
arterial intersections. The area of annexation
is adjacent to the intersection of two future
arterial streets.

ANALYSIS: The area of annexation is adjacent to the
municipal boundaries of the City of Greeley
with the approximately 2360 feet on the
annexation's north boundary and
approximately 1643 feet on the east
boundary being contiguous. This meets the
State of Colorado one-sixth contiguity
standard regarding annexation.
The annexation will not further extend the
western boundary of the City. The "Golden
Triangle" annexation/Promontory
development is approximately one mile west
of the area of annexation and extends over
one mile further west.
The properties are generally between U.S.
34 Bypass and 201i Street and on either side
of 83r1 Avenue. Twentieth Street is
classified as a future minor arterial and 83'
Avenue is classified as a future major
arterial. Both of these roads are currently
developed as Weld County farm to market
roads. It is anticipated that 83r1 Avenue will
be eventually developed as a continuation of
the Two River Parkway. Development of
these arterial streets are the responsibility of
the City and are generally financed through
impact fees and/or other available revenue
sources.
The developer will be responsible for
extending City of Greeley water and sewer
and all other utility services to this property.
The City's Capital Improvements Plan
anticipates the construction of two new fire
stations on the western portion of the City.
Fire Station#7 near the new Northridge
High School is budgeted for the year 2001.
Funding for Fire Station# 8 near the new
Promontory / State Farm development is
anticipated for the year 2005. Development

of these fire stations are generally financed
through impact fees and/or other available
revenue sources.
If the property is zoned and developed with
a combination of residential, commercial
and light industrial zoning and uses the site
will generate additional demand on the
school system. The impact on the school
district can not be determined until the
property is zoned. The Windsor School
District has been advised of this annexation
request.
The annexation of this site into the City
would be consistent with present growth
patterns and Comprehensive Plan policies.
There is a clear evidence that this site shares
a common interest with the City's future.
The requirements of State statutes and City
of Greeley guidelines for annexation appear
to have been met by this annexation request.
