The 100-year floodplains are the land areas whIch are recognized by the State and the Federal Emergency Management Agency as the areas requir.ng floodplain regulation. A. designation and approval by the CWCB assures the local jurisdictions that floodplain information is in compliance with the provisions and requirements of the State of Colorado's "Rules and Regulations for the Designation and Approval of Floodplains and or Storm or Floodwater Runoff Channels in Colorado." The CWCB coordinates the flood control and floodplain management activities and programs for the State and is the State Coordinator for the National Flood Insurance Program. The CWCB staff , is knowledgeable in federal and state flood programs, structural and nonstructural practices, and flood mitigation measures. We urge local jurisdictions to continue using floodplain zoning and land use regulations in accordance with federal and state guidelines and under the authority granted by the enclosed resolution. City of Greeley and Weld County, Colorado Engineers, Omaha 1999 District and: STUDY TO BE DESIGNATED WHEREAS. the U.S. Arny Corps of Engineers, Omaha District, completed a nets floodplain information report entitled "Flood Plain Study, Cache La Poudre River, City of Greeley and Weld County, Colorado" dated October 1999 (Table 1, Ref.No. 8); and WHEREAS. said report contains detailed hydrology and floodplain delineations for the Cache La Poudre River within unincorporated portions of Weld County around Greeley, Colorado and within the City of Greeley, Colorado from 3 miles east of Greeley, to Weld County Road 23 near Windsor; and FLOODPLAIN CONSISTENCY WHEREAS, the floodpiain hydrology contained in said report contains the data from III( 1988 Corps study (Table 1, #2). which is the currently accepted hydrology for the Cache la Poudre River. and is consistent with the Larimer County floodplain reports and the remainder of the Weh, County reports. The floodplain delineations contained in said report revises a portion of thL previously published Cache La Poudre floodplain delineations for said stream reaches; and C.R.S. AUTHORITY WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that legislative bodies of local jurisdictions may provide zoning regulations for land uses on or alone any storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water Conservation Board; and WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water Conservation Board to designate and approve storm or floodwater runoff channels or basir s and to make such designations available to legislative bodies of local jurisdictions; and COMPLIANCE WITH CWCB TECHNICAL STANDARDS WHEREAS, the detailed hydrologic and hydraulic information for the Cache La Poudre River is consistent with the requirements for detailed hydrologic and hydraulic information listed under the Board's "Rules and Regulations for the Designation and Approval of Floodplains and rt Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and DESIGNATION AND APPROVAL ACTION NOW, THEREFORE. BE IT RESOLVED by the Colorado Water Conservation Board n regular meeting assembled in Alantosa.
