It appears that all construction has been completed. A background check will need to be made to see if proper permits and inspections were performed. Existing construction will need to be inspected and appropriate permits obtained from the Weld County Inspection Department. 2. The 1997 Uniform Building Code classifies every building by occupancy. Assuming that there will be two adults (father and mother), five children, and three non-related preschoolers, the building would be classified as a "B" Occupancy. Any change in the number or ages of the persons using this building could make the building either an "E" or "I" Occupancy. "E" and "I" Occupancies pose a greater danger to the occupants of the building, and as a result, carry a greater number of restrictions. Before making a determination of the occupancy, more information will be needed along with a floor plan. 3. The building shall maintain distances from property lines and adjacent buildings as outlined in Table 5-A of the 1997 Uniform Building Code. 4. An engineered foundation is required. Foundation drawings shall be based on a site-specific geotechnical report or an "open hole" inspection. 5. The Mountain View Fire District shall be contacted and informed of the use of the building. 6. Additional requirements or changes may be required when building applications or plans are reviewed by the Weld County Building Inspection Department or the Mountain View Fire District. The property named is within the boundaries of the Mountain View Fire Protection District and receives service from the District. The Fire District no comment and does not object to the request provided the occupancy is not A,. classified by the Weld County Building Department as a Group E Occupancy. If the building is classified as a Group E Occupancy, all provisions of the Uniform Fire Code and Uniform Building Code for that occupancy must be met. A Group E, Division 2 Occupancy is any building used for educational purposes through the 12 grade by less than 50 persons for more than 12 hours per week or four hours in any one day. A Group E, Division 3 Occupancy is any building or portion thereof used for day-care (including pre-school) purposes for more than 6 persons. This project falls primarily under the purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows: COMMENTS: WCR 36 is designated on the Weld County Transportation Plan Map as a local gravel road with 60 feet of right-of- way. The last average daily traffic count, at this location, was performed in 1996 and revealed 131 vehicles in a 24-hour period. REQUIREMENTS: There shall be no staging, parking, or dropping off children on WCR 36. The parking spaces within the facility I'" ;hall be utilized. The gravel parking lot shall be graded and drained with an all weather surface. I recommend at least three inches of base course be placed on the parking lot. The plat drawing shows the existing security fence is located within the County right-of-way.
