WELD COUNTY COUNCIL
May 7, 1981

The Weld County Council met in regular session in full conformity with the
Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, May 7, 1981,
at 1:30 p.m.
ROLL CALL
The following members were present in person: Patricia Anderson, Ralph Waldo,
De Ann Emerson, Robert Martin, Howard Foster.
Also present were Commissioner John Martin (who was called out of the meeting
shortly after it commenced) , two members of the press, a UNC student, and council
secretary, Susan Elton.
MINUTES APPROVED
Councilman Ralph Waldo made a motion to approve the minutes of the County
Council 's meeting of April 2, 1981, as written. Councilman Howard Foster seconded
the motion and it carried unanimously.
ADDITIONS AND DELETIONS TO THE AGENDA
Bob Martin did not attend the elected official 's meeting of April 13.
There was no report regarding that meeting. There were no legal opinions received
from Robert Ray (Unfinished Business).
Under New Business a motion by De Ann Emerson Re publication of council
minutes in the county newspapers.
CORRESPONDENCE
The correspondence file was passed around for each member to inspect. There
was no discussion on the contents.
REPORTS
De Ann Emerson reported that she had gone on a tour of the Weld County Jail
facility. She explained why she was impressed with the facility and with the
security therein. Bill Hardgrave informed her that a library had just been opened
within the building that day.
UNFINISHED BUSINESS
President Pat Anderson read a letter the council received from the commissioners
in response to the council 's letter to them recommending that they publish their
agenda prior to their meeting in the local newspapers. The commissioners stated
that at this time it would not be possible to do so because the board meetings are
held too close together during the week. By the time the information was published
it would not necessarily be up-to-date. However, the board publishes an agenda
each Friday and Tuesday for public information and makes it readily available for
everyone.
NEW BUSINESS
De Ann Emerson made a motion that after each council meeting the council send
a news release to every small paper in the county with regard to what the council
discusses, the motions council makes, and what the council is doing in general . This
would help people be aware of what the council does. Pat Anderson seconded the
motion and it carried unanimously.
There was a brief discussion regarding the salaries of the commissioners and
other elected officials in the county. Although this decision does not need to be
made until next May the council would like to start working on it now. Therefore,
the council will invite the commissioners to meet with them at their regular meeting
on June 4 to talk about the commissioners' pay before it makes a decision on the
salaries that will be paid for 1985 and 1986.
The council would like it known that they would like input from the public
at this meeting. If persons have an opinion on this matter but cannot come to the
meeting they should write or call the council office or members of the council .
Ralph Waldo made a motion to approve the April mileage payment to Pat Anderson
in the amount of $12.80. The motion was seconded by De Ann Emerson and carried
unanimously.

The council discussed the first quarter objective tracking statements. In
accordance with the budget process, it is requested that each department complete
the status of the various objectives in the department. The council members feel
they are stymied right now in fulfilling their first objective, to comply with
various Home Rule Charter-outlined responsibilities, responding to situations as
they arise, by the commissioners' resolution approving the council 's contract with
Hyland Associates. For this same reason they are unable to perform the second
objective, performance audits of county departments as determined to be necessary.
Andfinally, a report to the people is forthcoming when council receives legal
opinions from its attorney. The council added, however, that it is pleased that
two matters it has supported have come about: exempting agricultural buildings .
from building permit requirements (with an exception) , and the formation of the
Road and Bridge Advisory Committee.
ADJOURNMENT
There was no further business. Upon motion made and seconded, the meeting
was adjourned. The time of adjournment was 2:32 p.m. , May 7, 1981.
The next meeting is Thursday, June 4, 1981, 1:30 p.m.
