The building sits back from the road with space in front for display and or storage of products. There is a natural gas line and meter within this area. A sign attached to the northeast corner of this structure advertizes Rocky Mountain Discount Outlet, this business may be located directly behind the U-Haul facility, as the! area behind this building is screen with a six foot tall fence. Access is gained via the driveway on the west side of the building. A rolling gate opens into this yard. Directly adjacent to this area is M&S Garage. This is some type of repair facility. The area is screened from the access drive and there is a separate gate into their storage yard. Behind the M&S building are six automobiles. ("SASI"), a site development consulting firm, hereby formally submits the included "Use by Right" Site Plan Review Application and related support information ("Application") to the Weld County Department of Planning Services ("Department") for its review. It is our understanding that the proposed, herein described facility ("Facility") will be reviewed "administratively" by the Department's staff. CCI, further, understands that the Application will be considered and acted upon in accordance with Section 33.4 of the Weld County Zoning Ordinance (adopted 12/1/99) (hereinafter"Ordinance.") CROWN CASTLE INTERNATIONAL Crown Castle International ("CCI") proposes to construct a multi-user, wireless telecommunications facility on the referenced property. CCI is in the business of developing and managing multiple-user, wireless telecommunications facilities nationally and internationally. In developing new facilities, CCI provides "turnkey" services that range from radio frequency network design, facility site acquisition and land use permitting through the design and construction of"multi-use?' facilities. Once constructed, CCI, which now owns and operates more than 11,000 wireless telecommunications towers, retains ownership and maintenance responsibility for its facilities and provides the specialized management services necessary to keep the several "collocated"wireless providers operating at a facility from interfering with each other or with the adjacent neighbors and community. Additional information about CCI can be found at: www.crowncastle.com. CCI develops and manages facilities for most of the companies that provide "cellular" and/or"PCS-Personal Communications Services"throughout the United States. Such services are, generally, referred to as Commercial Mobile Radio Services ("CMRS") by the Federal Communications Commission ("FCC") and are referred to as "personal wireless services"within the meaning of Section 704 of the Telecommunications Act of 1996. CCI has determined that several CMRS providers now need or expect, in the near future, to need to establish a wireless telecommunications facility in the general area where the referenced property is located. As such, CCI proposes to develop a multi- user facility to fulfill the needs of those service providers companies. PROPOSED CCI TELECOMMUNICATIONS FACILITY WELD COUNTY LAND USE APPROVAL PROCESS The referenced property is within the C-3, Commercial, Zone District, based upon the Department's Zoning Map. Within that District, Section 33.4.2 of the Weld County Zoning Ordinance (12/1/99) includes, by reference to and inclusion of the "Uses Allowed by Right" in the C-2 District, "microwave, Commercial radio, television, or other communication transmission or relay towers seventy (70) feet or less in height (measured from ground level)," as a Use Allowed by Right in the C-3 District. Although the number of such facilities are limited to "one" in the C-2 District, that limitation does not appear to apply in the C-3 District. Notwithstanding CCI's position that multiple facilities 70 feet or less in height are allowed as a Use by Right on the subject property, CCI's Application is for only one such facility. It is understood that a Use Allowed by Right in the C-3 District "shall be located, designed, USED and occupied in accordance with the design and operation standards enumerated" in Section 33.6, Performance Standards, of the Ordinance. Additionally we know that a facility in the C-3 District is subject to "a Site Plan Review" and that the facility cannot be constructed until the Site Plan is "approved by the Department of Planning Services." The Area subject to this Application is the Facility site ("Site") area specifically depicted on the included Site Plans and Elevations Drawings. The Facility is proposed to be located on the "south portion" of the property The Legal Description of the underlying parcel is provided on Sheet 1 of the Site Plans. The underlying parcel is zoned C-3. Commercial District, according to the Department's Zoning Map. CCI believes that its proposed Facility, as depicted, is a Use Allowed by Right when located on the referenced property. CCI, also, contends that it can demonstrate that the Facility will conform to the requirements of Section 33.6, Performance Standards, and the Site Plan Review requirements as stated in Ordinance Section 23.2.1.21.1 (i.e., noise, air quality, water quality, radiation and radioactive materials, heat and glare generation restrictions.) The Standards and Site Plan Review requirements are specifically-addressed below. 2 There will be minimal traffic related to the development of the Facility. The Facility will, generally, be routinely serviced less than once a month by each resident providers' service personnel utilizing a passenger type vehicle. The Facility will be accessed from Highway 119 via an access and utility easement. Access to the equipment buildings will be restricted to CCI's and the providers' representatives and invitees. CCI will obtain all necessary utility and access easements from the property owner. Minimal grading will be required to install/construct the buildings. Power and telephone utilities will be provided from a power transformer and telephone pedestal located on or adjacent to the parent parcel. Development Assurances: 1. The proposed Facility will emit no noxious odors, heat, noise or other pollutants in violation of any State or Federal Standards, when applicable. 2. Construction of the Facility will exceed industry safety standards, and all construction will comply with all applicable local and state building codes and regulations. 3. The proposed Facility will be designed with consideration to local wind and weather conditions. 4. The proposed Facility will comply with all applicable FCC and FAA regulations. 5. The Facility will not interfere with television or radio reception. 6. The Facility will not require sewage disposal, water or garbage service. COI's RESPONSE TO THE ORDINANCE'S PERFORMANCE STANDARDS As the increase in impervious area associated with the Facility is small and, accordingly, the increase in storm water runoff associated with the development is relatively insignificant, we hereby request a waiver of the requirement to submit engineered drainage report and plans or a Storm Water Management plan. As stated above, only minimal traffic will be associated with the proposed development. CCI has, however, allowed sufficient space for parking maintenance vehicles. Vehicles accessing the Facility will utilize the existing access with Highway 119. The setback and offset requirements for the zone district will be met as depicted on the Site Plan. As the Facility's base equipment will not be visible from a public right-of-way, a waiver of the landscaping requirements is requested. The existing building to the north of the Facility will screen the Facility from Highway 119. There will be no outside storage, water supply or sewage disposal associated with the Facility. As stated above relative to "development assurances," the Facility will meet the requirements of Section 33.6.2 Operation Standards. Location 1. Township, range, section, 1/4 section: The property is situated in the NE 1/4 of Section 10, T. 2 N., R. 68 W. of the 6th P.M., Weld County, Colorado. See Location Map (Figure 1) at 1" = 2,000', and the Site Plan and Lease Parcel Detail at 1" = 50'. 2. Local Streets: The property is in unincorporated Weld County approximately 0.2 miles west of Exit 240, Interstate Highway 1-25, and approximately 500 feet south of Colorado State Highway 119. 3. Drainageways, facilities, and easements: There are no drainageways, drainage facilities, or easements for such facilities on or adjacent to the tract. B. Description of Property 1. Area: 21,300 square feet (0.49 acre). > 1( 2. Ground Cover: The site is covered with native grasses. z`� 3. Major Drainageways: There are no major drainageways on the property or on the contiguous properties. The property is located in a minor drainage area that is generally J oriented south to north flowing toward St. Vrain Creek, and is bounded on the west by Idaho Creek (a small tributary to St. Vrain Creek) and on the East by the Rural Ditch ,` (an irrigation canal). The local drainage pattern and site topography are both gently sloping, draining generally from south to north at an average slope of 0.26%. 4. General Project Description: The project will consist of an antenna tower structure, two 12' x 28' concrete pads for proposed equipment shelters, and two 10' x 12' concrete pads for proposed radio equipment cabinets. The remainder of the property will be covered with 4" depth of uncompacted, crushed granite on a geo-textile weed barrier. 5. Soil Type: According to Phase I Environmental Assessment on the Longmont Site, 3832 Highway 119, Longmont, Weld county, Colorado, dated May 19, 2000, a typical residual soil profile for this area consists of very cobbled, sandy loam or sandy silts from the ground surface, underlain by clay. 1 C. Hydrological Criteria 1. Design Rainfall: Analyses were performed using both 5-year and 100-year rainfall events. 2. Runoff Calculation Method. The rational method was used to determine the peak runoff flows resulting from the above rainfall events. 3. The Time-Intensity-Frequency Curve (Figure 502) is from the Boulder County Storm Drainage Criteria Manual. 4. Recommended Runoff Coefficients and Percent Impervious (Table 3-1) is from Urban Drainage and Flood Control District Criteria Manual — Volume 1. RUNOFF CALCULATIONS A.
