The Weld County Public Works Department has reviewed this proposal. This project falls under the purview of
the Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 40.5 is designated on the Weld County Transportation Plan Map as a local gravel road. Our most recent
traffic count was taken July 24, 1996, which reflected 79 vehicles in a 24-hour period.
Access/Circulation: There is adequate access and circulation for the use of the facility.
Storm Water Drainage: Any run-off from the site would be collected in a historical drainage pattern, which is
the east property line, and then continues to the Little Thompson drainage pattern. No additional storm water
retainage is required.
REQUIREMENTS:
The applicant shall place approximately three loads of road base on the access road and parking area to
accommodate all-weather access and parking.

Environmental Health Services has reviewed this proposal for a Boarding and Training Facility. Our
Department recommends approval. The following conditions are recommended to be part of any approval:
I. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act,
30-20-100, C.R.S., as amended) shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
4. This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone
as delineated in 25-12-103 C.R.S., as amended.
5. Any existing septic system(s)which is not currently permitted through the Weld County Department
of Public Health&Environment,Environmental Health Services will require an I.S.D.S.Evaluation
prior to the issuance of the required septic permit(s). The review shall consist of an observation of
the system and an evaluation of the systems ability to handle the proposed hydrolic load. In the
event the system(s)is found to be inadequate,the system(s)must be brought into compliance with
current Individual Sewage Disposal System regulations.
6. Adequate toilet facilities shall be provided for the public.
7. An individual sewage disposal system is required for the proposed barn and shall be installed
according to the Weld County Individual Sewage Disposal Regulations. The septic system is
required to be designed by a Colorado Registered Professional Engineer according to the Weld
County Individual Sewage Disposal Regulations.
8. The facility shall utilize the existing public water supply(Little Thompson).

9. Prior to recording the plat, the applicant shall submit a waste handling plan to the Environmental
Health Services Division of the Weld County Department of Public Health& Environment. The
plan shall include at a minimum,the following:
1) A list of wastes which are expected to be generated on site (this should include expected
volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including the facility
name, address,and phone number).

1. Building permits are required before any buildings or structures, are built, remodeled, moved, or
demolished. Building permits shall be obtained before any excavation.
2. Separate building permits are required for all signs. Signs shall adhere to Section 42 of the Weld
County Zoning Ordinance and Section 2.8 of the Weld County MUD Ordinance as applicable.
Engineering may be required.
3. Electrical permits shall be obtained for all electrical work. For instance, electrical permits are
needed for any site lighting or any irrigation systems.
4. All buildings shall be engineered. Engineered foundations shall be based on a site-specific
geotechnical report or an open hole inspection performed by a Colorado licensed engineer. Any
fill material shall contain no rock or similar irreducible material with a maximum dimension
greater than 12 inches. All fills shall be compacted to a minimum of 90 percent of maximum
density. Engineering reports shall be supplied for all fill material.
5. The allowable floor areas of buildings shall be limited by Section 504 of the 1997 Uniform Building
Code (UBC)
6. All buildings shall maintain distances from property lines and adjacent buildings as outlined in
Section 503 and Table 5-A of the UBC.
7. If floor drains are installed to facilitate cleaning of the area where the dogs are kept, or any tubs
are used to clean animals, a separator shall be installed to prevent the discharge into the septic
system of hair or other materials that cause clogging.
8. Areas where dust and dampness are present shall be wired according to Article 547 of the 1999
National Electrical Code.

9. Means of egress shall follow the requirements of Chapter 10 of the UBC.
10. The design and construction of accessible buildings and building elements shall be in accordance
with Chapter 11 and Appendix Chapter 11 of the UBC.
11. The appropriate fire district shall receive a complete set of construction documents prior to the
development of the site.
12. Additional requirements or changes may be required when building applications or plans are
reviewed by the Weld County Building Inspection Department or the Union Colony Fire District.

Dear Mr. Anderson:
The Berthoud Fire Protection District has complete its review of the Site Specific Development
Plan submitted by Laurie Buffington. You informed my office that the business was classified as a
Group B Occupancy. The total square footage of the building is 3,040 square feet.
The District has not been provided the opportunity to review plans for Group U, Division 1
Occupancies (previously Group M, Division 1 Occupancies) agricultural buildings. However, by
classifying the building as a Group B Occupancy, open to the public, it becomes a commercial
building subject to the provisions of the Uniform Fire Code. With a Group B Occupancy
classification the requirements outlined in the attached policies would apply.
The District finds no conflict with the Site Specific Development Plan, however the requirements
oulined in the attached policies must be met.

FIRE PROTECTION SPECIFICATIONS
SECTION I PURPOSE
1.1 The purpose of this policy is to set a standard within the authority of the Berthoud Fire
Protection District regarding water distribution lines,fire hydrant specifications/location and
required fire flow.
SECTION II WATER DISTRIBUTION SYSTEM
2.1 All areas served by municipal or district water distribution systems or located within one(1)
mile of systems capable of supplying required fire flow shall meet the following water
distribution line size:
Type of Development Minimum Line Diameter
Single family& Two family 6"
Multifamily 8"
Commercial& industrial 8"
2.2 Larger diameter water distribution lines may be required. For above types of developments,
based on the required fire flow outlined in Table No. A-111-A-1, Minimum Required Fire
Flow and Flow Duration for Buildings, Uniform Fire Code, 1991 Edition.
2.3 Dead end water distribution lines shall be minimized by looping all main lines when possible.
2.4 Dead end water distribution lines,in residential and commercial/industrial areas,over 300 feet
shall be an oversized water distribution line if used for fire protection as recommended by an
Engineer's report.
The Engineer's report shall specify the following:
1. water distribution line size
2. residual water pressure at proposed hydrant locations
3. available water (g.p.m.) at proposed hydrant locations

SECTION III FIRE HYDRANT SPECIFICATIONS/LOCATIONS
3.1 All fire hydrants installed within the authority of the Berthoud Fire Protection District shall
meet the following standards:
a. All fire hydrants will be A24015 Mueller improved, A423 AWWA Mueller Centurion
or approved equal.
b. All hydrants will have a five and one-quarter (5 1/4") inch or larger valve opening,
two (2)two and one-half(2 1/2) inch hose nozzles, one (1) pumper nozzle and a six
(6) inch or larger mechanical joint inlet.
c. All nozzles shall have National Standard threads.
d. The hydrant shall be of traffic hazard type with safety features which will prevent
barrel breakage.
e. Specifications for the operating nut and stubs and cups shall be one (1) inch square
or pentagon and open right.
3.2 Single and two family residential developments shall have fire hydrants spaced so that no
structure shall be more than 500 feet from the hydrant as measured via the street. Hydrants
shall not be more than 1,000 feet apart.
3.3 Multiple family(higher density than two family)developments shall have fire hydrants spaced
so that no structure shall be more than 500 feet from a fire hydrant as measured via the street.
Hydrants shall be not more than 1,000 feet apart.
3.4 Commercial and industrial developments shall have fire hydrants spaced so that no structure
shall be more than 500 feet from a hydrant as measured via the street. Fire hydrants shall not
be more than 1,000 feet apart.
3.5 When a multiple family dwelling, commercial or industrial building protected by a fire
protection system and the fire department connection is in excess of 150 feet from a fire
hydrant, there shall be required an on site fire hydrant and water distribution lines capable of
supplying the required fire flow.
3.6 Fire hydrants shall be connected to loop water distribution lines, whenever possible.
3.7 Fire hydrants shall be within 15 feet of the curb or designated roadway and with no
obstruction within 3 feet.
3.8 When fire protection facilities (i.e., fire hydrant, water distribution lines, etc.) are to be
installed, such facilities, including all surface access roads, shall be installed and made
serviceable prior to and during the time of construction.

SECTION IV REQUIRED FIRE FLOW
4.1 All areas served by municipal or district water distribution systems or located within one(1)
mile of systems capable of supplying required fire flow shall meet the following minimum fire
flow:

4.2 Additional fire flow Gallon age may be required, for the above types of developments,based
on Table No. A-111-A-1 Minimum Required Fire Flow and Flow Duration For Buildings,
Uniform Fore Code, 1991 Edition
4.3 In an area where a building is to be constructed and there are no fire hydrants to obtain
available water (g.p.m.), the following will be required prior to this agency completing the
plan review process:
1. An Engineer's report stating:
a. if not installed, the water distribution line size required to meet fire flow
calculations
b. residual water pressure at proposed fire hydrant location(s)
c. available water(g.p.m.) at proposed fire hydrant location(s)
d. number of fire hydrants needed to provide required fire flow
SECTION V WATER SUPPLY IN AREAS WITHOUT MUNICIPAL OR
DISTRICT WATER DISTRIBUTION SYSTEMS
5.1 In areas more than one mile from a municipal or District water distribution system capable
of supplying the required fire flow, rural water supplies may be utilized.
5.2 Design and construction of cisterns,reservoirs,etc., shall be in accordance with NFPA 1231.
5.3 The owner/occupant shall provide and maintain fire department accessibility.

FIRE DEPARTMENT ACCESS
SECTION I PURPOSE
1 . 1 The purpose of this policy is to set standards within the
Berthoud Fire Protection District regarding Fire Department
Access .
SECTION II REQUIRED ACCESS
2 .1 Section 10 .203 - Fire apparatus access roads shall be
provided for every facility, building or portion of a building
hereafter constructed or moved into or within the juristiction
when any portion of the facility or any portion of an exterior
wall of the first story of the building is located more than
150 feet from fire apparatus access as measured by an approved
route around the exterior of the building or facility.
Exceptions:
1 . When buildings are completely protected with an approved
automatic fire sprinkler system, the provisions of this
section may be modified by the chief .
2 . When access roads cannot be installed due to topography,
waterways, non-negotiable grades or other similar
conditions, the chief is authorized to require additional
fire protection as specified in Section 10 . 501 (b) of the
Uniform Fire Code, 1991 Edition.
3 . When there are not more than two Group R, Division 3 or
Group M Occupancies, the requirements of this section may
be modified, provided, in the opinion of the chief,
firefighting or rescue operations would not be impaired.
More than one fire apparatus road shall be provided when it is
determined by the chief that access by a single road may be
impaired by vehicle congestion, condition of terrain, climatic
conditions or other factors that could limit access .

SECTION III DIMENSIONS
3 . 1 Dimensions: Fire apparatus access roads shall have an
unobstructed width of not less than 20 feet and an
unobstructed vertical clearance of not less than 13 feet 6
inches .
Exception: Upon approval by the chief, vertical clearance may
be reduced, provided such reduction does not impair access by
fire apparatus and approved signs are installed and maintained
indicating the established vertical clearance.
Vertical clearance or widths shall be increased when, in the
opinion of the chief, vertical clearances and widths are not
adequate to provide fire apparatus access .

3 .2 Surface: Fire apparatus access roads shall be designed and
maintained to support the imposed loads of fire apparatus and
shall be provided with a surface so as to provide all-weather
driving capabilities .

3 .3 Turning Radius: The turning radius of a fire apparatus access
road shall be approved by the chief .
Minimum turning radius of a fire apparatus access road must be
20 ' inside and 40 ' outside .

3 .4 Dead Ends: Dead-end fire apparatus access roads in excess of
150 feet in length shall be provided with approved provisions
for turning around of fire apparatus .
A minimum of 80 ' diameter turnaround is required.

3 .5 Bridges: When a bridge is required to be used as an access
under Section 10 .204, it shall be constructed and maintained
in accordance with the applicable sections of the building
code and shall use designed live loading sufficient to carry
the imposed loads of fire apparatus .

3 .6 Grade: The gradient for a fire apparatus access road shall
not exceed the minimum approved by the chief.

3 .7 Obstruction: The required width of a fire apparatus access
road shall not be obstructed in any manner, including parking
of vehicles . Minimum required widths and clearances
established under this section shall be maintained at all
times .
Section 10 .205, UFC, 1991 Edition
Any fences which cross fire apparatus access roadways must
openable for a clear width of 12 ' . Gates may be chained with
a paddlock, however they must not be locked in such a way as
to be inaccessible by firefighting personnel using standard
bold cutters for access .
Any gates must be signed - "No Parking - Fire Lane"
3 . 8 Timing: All required fire apparatus access roadways must be
installed and serviceable prior to above ground combustible
construction begins .
3 . 9 Multi Story Buildings: Buildings greater than two stories in
height must have a thirty foot unobstructed fire apparats
access roadway on at least one side of the building for aerial
operations .
1 . Roadway must be able to support imposed load of an aerial
fire apparatus or an areal fire apparatus on outriggers .
SECTION IV ADDITIONS
Access requirements for additions to existing buildings must
follow the same criteria as new buildings . When measuring
access distances, the entire building, old plus new, must be
considered. Watch especially for reduction in access to
existing buildings .
SECTION V REMODELS
4 . 1 Remodels of existing buildings require no additional access
requirements unless the charter of occupancy is changed or the
existing degree of hazard is increased requiring more
firefighting resources .
