RE: APPROVE FISCAL YEAR 2000-2001 COLORADO WORKS ALLOCATION AND
MAINTENANCE OF EFFORT BID AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a State Fiscal Year 2000-2001
Colorado Works Allocation and Maintenance of Effort Bid from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Social Services, to the Colorado Works Allocation Committee, with terms and
conditions being as stated in said bid, and
WHEREAS, after review, the Board deems it advisable to approve said bid, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the State Fiscal Year 2000-
2001 Colorado Works Allocation and Maintenance of Effort Bid from the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of
the Department of Social Services, to the Colorado Works Allocation Committee be, and hereby
is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said bid.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 5th day of April, A.D., 2000.

SFY2000-01 COLORADO WORKS ALLOCATION AND MOE BID SHEET
WELD COUNTY
COUNTY BID $ 4,000,000 . Bids should be based on a county's estimated need to
provide funding for any or all of the following: Maintaining or expanding its Colorado
Works Program or for transfers to its Child Care or Child Welfare Programs. Counties
should not try to anticipate what other counties may or may not be bidding when
preparing its bid.

The Weld County Bid maintains its current Colorado Works Program; however,
Weld County anticipates transfer needs for:
1. Child Care: Weld County needs the ability to transfer $950,000 to child
care.
2. Child Welfare: Weld County needs the ability to transfer up to $550,000
to child welfare.

RE: Colorado Works Bid for SFY2000-01 (July 1, 2000 through June
30, 2001)
Enclosed for Board approval is Weld County's Colorado Works Bid for SFY2000-01 to
be submitted to the Colorado Works Allocation Committee (WAC).
• 1. The Weld County Bid is $4,000,000. We anticipate that this will result in an
allocation of approximately $5,300,000 and an Actual Spending Level MOE of
approximately $768,500. This Actual Spending Level MOE does not affect our
Targeted MOE amount of$1,485,083 budgeted in the County Budget for
Calendar Year 2000.
2. The Weld County Bid is not within the established maximum bid of$2,745.465
and the minimum bid of$2,483,993 for the following reasons:
a. Child Care Transfer: The Department's bid will allow for $1,060,000 or
20% of its anticipated allocation of$5,300,000 to child care expenditures.
The Department anticipates approximately $950,000 child care transfer
needs be transferred from the Colorado Works allocation to meet projected
expenditures of$4,150,000. The Child Care Assistance Program
allocation of$3,200,000 is not sufficient to cover the Department's
anticipated expenditures of$4,150,000.
b. Child Welfare Transfer: The Department's bid will allow for up to
$550,000 or 10% of its anticipated allocation of$5,300,000 to child
welfare expenditures. The transfer is necessary to offset partially the
Department's 40% increase in Residential Treatment Center (RTC)
placements or a projected $1,900,000 over-expenditure in its Child
Welfare Allocation of$10,000,000.
