Part of the permit application process includes a complete plan review. 2. Building permits are required for construction trailers, scale houses, accessory buildings, etc 3. Electrical permits are required for all electrical work including electrical services for dewatering pumps, rock crushers, construction trailers, scale houses, site lighting, etc. 4. All excavation shall meet the requirements of Appendix Chapter 33 of the 1997 Uniform Buildinh Code. (Appropriate Colorado State agencies should be consulted for additional regulations or requirements.) 5. Site drawings shall be submitted to the appropriate fire district. 6. Additional requirements or changes may be required when building applications or plans are reviewed by the Weld County Building Inspection Department, the Fire District, or other State agencies. SUBJECT: AmUSR-840, Andesite Rock Company COLORADO The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the purview of the Weld County Use by Special Review Standards. Our comments and requirements areas follows: COMMENTS: WCR 126 is designated on the Weld County Transportation Plan Map as a collector status road. The remairing portion of this road is being upgraded and paved this year to provide a paved surface from State Highway 85 west to 1-25. REQUIREMENTS: In the Use by Special Review Questionnaire, the applicant responds to several questions by referri 19 t r sections r zoning ordinances. Parts a, b, and c of Question 5 are answered "Same as USR-840" which I do not have available. The questionnaire needs to be resubmitted with all questions answered. A Road Maintenance and Improvements Agreement for heavy hauling will be required. Greeley, Colorado 80634-1398 (970)356-8097#3 wgscd@pawneenet.com March 22, 2000 Weld County Planning Department 1555 N. 17"'Ave Greeley, Colorado 80631 The West Greeley Soil Conservation District has concerns about the reclamation plan for the Andesite Rock Company Site Specific Development Plan,Number AmUSR-840. The plan calls for mining 83 acres to a depth of approximately 8-10 feet. The proposed reclamation plan calls for two reservoirs with a clay/shale lining (shale makes a very poor lining, even when mixed with clay), creating two shallow reservoirs for water storage, with water supplied by wells. What purpose will these reservoirs serve? There is no use listed for the water except that of a minor wildlife habitat. If there is no purpose for a reservoir, why create one? Simply because ii.. is easier and cheaper to leave an open pit than to reclaim it to rangeland should not be a reason. The reclamation costs have been figured into the cost of the sand and gravel as it has been extracted. We have numerous open water storage areas in Weld County that should be reclaimed instead of leaving them as open water storage. In fact, every company mining sand and gravel in Weld County wants to leave their pit as open water storage for this reason. We need to rethink our priorities. If the thought is to build houses around the lakes, we should take pause. Can is rather remote for any large scale housing developments. The roads in and out arc not adequate for a large increase in the number of vehicles using them each day. Our major concern is the loss of groundwater to evaporation. Water in an aquifer is not subject to evaporation. If it is pumped into the reservoirs and allowed to stand, it is. The evaporation rate of an exposed water surface is approximately 45 inches/year/square foot. A shallow reservoir such as the one proposed may have a higher rate due to the wanner temperature of the water and the high winds in the area. By just using the approximate figure the loss translates into 311.25 acre feet of water per year lost to evaporation over 83 acres. The well shown on the permit application is for domestic purposes. Most domestic wells are permitted at about 15 gallon per minute. At this rate the domestic well would not keep up with evaporation (it would have to pump 4,692.42 days/year). It is stated there is another well providing water to the project, but output is not mentioned. Who maintains these wells after the project is completed? Who pays the pumping bills? After the mining is complete,will the company continue to pay the pumping and maintenance costs into infinity when they have no return? The Lone Tree Creek aquifer is not large. Will the continual pumping of water from the aquifer affect the water levels of the surrounding area, creating problems for the rest of the community? Will members of the community be forced to abandon their wells and drill new ones? Will the supply of water run out? Another thought is that a shallow reservoir with no flew out has a tendency to turn brackish. The district feels strongly this land should be reclaimed back to as close to its original state as possible,even if it does reduce profits for the company. The proposal as submitted leaves loo many questions unanswered. Prior to recording the plat: 1) The applicant shall permit existing septic systems on the amended area. Environmental Health Sere ices Division was unable to locate septic permits for the septic systems serving the existing homes. fh: y\tems will require an I.S.D.S. Evaluation prior to the issuance of the required septic permit;(;). ['he review shall consist of observation of the system and an evaluation of the systems :Gbility to handle the proposed hydraulic load. In the event the system(s) is found to be inadequate the system(s) must be brought into compliance with current Individual Sewage Disposal Sy stem regulations.(Dept. of Public Health and Environment) 2) If the systems are used for employees for the proposed use, the septic system(s) shall be reviewed by a Colorado Registered Professional Engineer.
