Site Plan Review (SPR 310)
Norfolk Iron and Steel, dba Winograd's Steel & Supply requested at the March 8, 2000
Acceptance of Irrevocable Letter of Credit hearing that if the concrete paving was not
completed within six months of the recording of the Site Plan Review Plat, then Winograd's
would then submit a Letter of Credit for the paving of that portion of the project until it was
completed. Their argument was that this project is for private consideration and the concrete
paving is an integral part of the development. The date for completion of the concrete paving
was August 10, 2000.
Given that on-site concrete paving was completed prior to this date, the applicant is not
required to provide collateral in the amount of $ 151,880.00 dollars to secure the cost of the
paving as was stipulated during the previous hearing.
The Departments of Public Works and Planning Services, and the County Attorney's office has
no conflict with the Transportation portion of the Site Plan Review and recommends approval of
this portion of the improvements.

At the request of the Planning Department, I performed a site investigation for the transportation portion of Exhibit
"A" of the Improvement Agreement According Policies Regarding Collateral for Improvements (private road
maintenance).
The concrete approach, parking lots,curb,gutter,and sidewalk have all been completed to my satisfaction. There
is one 40-foot radius adjacent to WCR 39.5 that needs to be poured. This is the location where temporary traffic
had been routed. I spoke with the superintendent, and he informed me that the radius is scheduled to be poured
this week.
The Weld County Public Works Department has no conflict with the Transportation portion of the site plan review,
and recommends approval of this portion of the improvements.
The landscaping items shall be verified by Planning Services.
