Weld County citizens are welcome to attend Weld County Council meetings to discuss ideas or concerns regarding Weld County government. (2temia— as/a/act t11 OFFICE OF WELD COUNTY COUNCIL PHONE (970) 356-4000, EXT 4780 FAX (970) 352- 0242 915 10TH STREET PO BOX 758 O GREELEY, CO 80632 COLORADO WELD COUNTY COUNCIL REPORT TO THE PEOPLE April 18, 2000 The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado, to report to the people matters relating to the Council's review of Weld County government. This report summarizes the activities of the Weld County Council during the first quarter of the calendar year 2000. January 18, 2000 - Weld County Centennial Center • Mr. Al Roberts was elected president of the Council for 2000. Mr. Rob Masden was elected vice president. • The Council heard a report from Councilman Dan Oster regarding conduct of the Weld County Coroner. The Council determined that the verbal complaints received from a citizen about the County Coroner were without merit: • Councilman Dan Oster reported that Weld County Clerk and Recorder Tsukamoto is well pleased with the action of Organizational Development Services, the management firm reviewing her department. • President Roberts will be checking with the Weld County Planning and Zoning Department about a business located at the corner of Weld County Road 20 '/ and Weld County Road 7 that appears to be not operating in compliance with County zoning ordinances. February 15, 2000 - Weld County Centennial Center • Mr. Ed Herring, Director of the Sheriff Department's Office of Emergency Management, was the guest speaker. He gave a report about the successful preparation for any feared Y2K glitches and explained the history of Weld County's emergency preparedness efforts. He also reviewed the breadth of emergency activities for which his office coordinates preparedness, discussing and answering questions about each feature of Weld County's emergency preparedness plan. • The Council received the Management & Organizational Study of the Weld County Clerk and Recorder's Office, December 1999. Weld County Council Report to the People April 18, 2000 Page 2 of 3 • Council members committed to do homework about the width of Weld County roads. • President Roberts reported that Weld County's Code Enforcement Officer is in the process of getting the business at the corner of Weld County Road 20 1//2 and Weld County Road 7 in compliance with County regulations. Depending on the progress of that endeavor, there may be no code violation issued to the business. • The Council reviewed the petition used to get on the ballot to run for the Weld County Council. President Al Roberts said that he would pass Councilman Oster's suggestion to County Attorney Bruce Barker that more space be made on the proposed petition in the areas where the signers must write arid that the smallest print and space be reserved for places that the public is not required to fill in. • President Al Roberts and Councilman Dan Oster reported on their research into complaints that the Board of County Commissioners had not accepted the lowest bid when purchasing road graders. Councilman Roberts and Councilman Oster felt that the process that considers cost of operation and resale values was legitimate and well done. March 21, 2000 - Weld County Centennial Center • Councilman Dwaine Kurtz was elected vice-president of the Council replacing former Councilman Rob Masden who had filed to run for County Commissioner for District 3. • The Council made plans to interview applicants for the District 3 Council position on March 23. • A time-line for 2000 setting salaries for the Board of County Commissioners was considered along with the precise salary-setting responsibility of the Council to be completed in 2000. • Council members reported their observations about the condition and width of Weld County roads including a specific drainage problem. Council members agreed that the Council's only role in such matters is to forward specific problems to Mr. Becker, Operations Manager of Road and Bridge. March 23, 2000 - Weld County Centennial Center • Council members interviewed two applicants for the District 3 Council position. Mr. Mitchell Martin was appointed District 3 Councilman. Weld County Council Report to the People April 18. 2000 Page 3 of 3 During the first quarter of 2000, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. Council meetings are on the third Tuesday evening of each month at 6:30 p.m. in the Weld County Centennial Center, Greeley, Colorado or in a Weld County town at a time and place to be announced.
