RE: GRANT REQUEST FROM JOHN MOSER TO PRE-ADVERTISE USE BY SPECIAL
REVIEW PERMIT#1276
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from John Moser, 6600 West 20th Street
#11, Greeley, Colorado 80634, for pre-advertisement of an application for a Use by Special
Review Permit for a Solid Waste Disposal Site (composting facility) in the A (Agricultural) Zone
District, and
WHEREAS, said property is described as pad of the SW1/4 of Section 26, Township 3
North, Range 65 West of the 6th P.M., Weld County, Colorado, and
WHEREAS, after study and review the Board deems it advisable to grant said request
with the hearing date to be set as December 13, 2000, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the request from John Moser for pre-advertisement of an
application for a Special Review Permit for a Solid Waste Disposal Site (composting facility) in
the A (Agricultural) Zone District be, and hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said
request be, and hereby is, set as December 13, 2000, at 10:00 a.m.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of October, A.D., 2000.

COLORADO SUBJECT: Request for Preadvertisement
John Moser has submitted a request that the application for Use by Special Review Permit#1276,
for a Solid Waste Disposal Site (composting facility) in the A(Agricultural)Zone District,which will
be heard by the Planning Commission on December 5, 2000, be preadvertised. If you wish to
approve this request, a hearing before the Board on December 13, 2000,will allow adequate time
for advertising.

SUBJECT: Pre-advertisement of USR- 76
The Department of Planning Services'staff received a request from Stromo, LLC, John Moser, by
their representative,Cliff Roberts,for a pre-advertisement of the above referenced case. This case
is scheduled before the Planning Commission on December 5,2000 and the applicant is requesting
the case be heard by the Board of County Commissioners as soon as possible after the Planning
Commission hearing for the reasons outlined in their letter dated October 6,2000. The Department
of Planning Services' staff recommends approval of the pre-advertisement.

Subject: STROMO, LLC Compost facility
W/4SW/section 26, T3N, R65W, 6th P.M.
Weld County, Colorado
Dear Julie,
On behalf of my client, Mr. John Moser and STROMO, LLC, I would request that the existing
USR application for a Compost Facility be pm-advertised for public comment for the following
reasons;
1) If the review and hearing process can be expedited, and the USR application is
subsequently approved, the applicant will be able to implement the necessary earth work
and containment construction at the proposed site before the winter frost begins to build in
the soil thus making earth work difficult if not impossible.
2) The sooner the USR for the proposed site is approved, the sooner the existing
non-permitted composting operation can be eliminated as well as the complaints
associated with the existing compost site.
3) With the exception of the surface owner adjacent and directly to the south of the proposed
site, all of the surrounding surface area is owned by the applicant. Therefore, the impact of
the proposed facility will be minimal on surrounding properties.
I understand that there is a $35.00 fee required to accompany a pre-advertising request. That
fee is enclosed in the form of a check. Thankyou for your consideration of our request and
