Project Purpose and Rationale
The subject property, located immediately adjacent to the current boundary of the Town of
Hudson Colorado (easterly across WCR 49), meets the contiguity guidelines and
requirements for annexation to the Town or Hudson. The property is also adjacent
(easterly) to the proposed "Industrial Park", in an area targeted by the town for industrial
and commercial development. While the property was not included in the 1990 Hudson
Comprehensive Plan, the applicant's proposed use thereof is not inconsistent with such
Plan.
The Applicant is seeking to annex the subject property into the Town of Hudson, and
proposes to build and operate a state of the art, natural gas fired, power generation facility.
The footprint of such facility will occupy approximately 40 - 60 acres.
Applicant is initially seeking 1-3 industrial zoning for the entire parcel, along with a
Conditional Use Permit, and a height variance. A more detailed description and site plan
for the project will be submitted in the near term.
I. IMPACTS
A. Utility Services. Sanitary sewer service will be provided by means of an onsite
wastewater treatment plant. The development may ultimately connect to the Town
of Hudson's sanitary sewer upon completion of the future treatment plant, west of
the site across Weld County Road 49. Domestic water service will be provided by
means of a private potable water treatment and pumping station. It is possible that
the development will eventually tie into the Town of Hudson water system in the
future.
A separate non-potable water system may also be constructed to meet the non-
domestic water demand.
Storm Drainage and detention improvements will be built according to the Urban
Storm Drainage Criteria Manual.
B. Transportation System. With the development of the Rocky Mountain Energy
Center, Weld County Roads 49, 51 and 16 will be upgraded as required by the
Town of Hudson with the appropriate width of right-of-way dedicated.
C. Adjacent Land Uses. The development is bounded on the north, east and south by
vacant land used primarily for agriculture (Weld County Zone A). The property is
bounded on the west by vacant property, an undeveloped industrial park and a sod
farm.
D. Long Range Plan. The property is not identified in the Town of Hudson's
comprehensive plan. The property is however, immediately adjacent to the
proposed industrial development west of County Road 49 and the proposed land use
is consistent with the existing land usage for the northeast area of Hudson.
E. Fiscal Impact. The proposed project will cost approximately $300 million dollars to
construct. Property tax and other related revenues will provide significant capital
contributions to help pay for upgrades to infrastructure, schools and other
improvements within the Town of Hudson.
During the two year construction phase as many as 250 workers will be on-site,
resulting in significant revenues to local merchants and additional sales tax revenues
to the town.
The project will create approximately 20 full time jobs with an anticipated annual
payroll in excess of one million dollars. Given the recent residential boom in the
area, many of these workers may elect to live in the Town of Hudson, thus providing
additional upside to local merchants.
