Prior to recording the Site Plan Review plat, the applicant shall address the following items to the Department of Planning Services' satisfaction: a. The plat shall be amended to delineate the following: 1) The applicant shall submit engineered details demonstrating how storm water will be diverted around the proposed building. (Dept. of Public Works) 2) The applicant shall adhere to Off-street Parking and Loading Requirements, per Sections 33.6, 34.5 and 41 of the Weld County Zoning Ordinance. (Dept. of Planning Services) 3) The applicant shall provide a minimum of eighteen (18) parking stalls for the proposed facility. The dimensions of the parking stalls shall comply with Sections 41.1.2.1 and 41.1.3 of the Weld County Zoning Ordinance (Dept. of Planning Services) (Application appears to comply with this requirement) Further, per the Weld County Mixed Use Development (M.U.D.) Ordinance, Section 2.6.3, "at least ten (10) percent of the parking area must be landscaped if the lot contains more than ten (10) spaces." 4) The applicant shall provide; 1. Wheel Tracking Data for the Loading Area, 2. A statement as to whether or not all construction traffic will use the loading driveway and 3. Why a single Vehicle Tracking Pad is proposed. (Dept. of Public Works) 5) The applicant shall address and adhere to the American's with Disabilities Act and ADA standards for this facility at all times. Non-ambulatory/ Ambulatory parking spaces shall be identified and shown on the plat. The applicant shall delineate the accessible route to public transportation from the parking area and building to Vista View Drive. If applicable to the proposed site, include sidewalk ramps at all intersections and buildings, sidewalk rest areas for streets and driveways over five (5) percent, accessible parking at all public buildings, and crosswalks with a maximum vertical deflection of one-quarter inch. Further, the applicant shall align internal parking aisles with driveways and ingress/egress gate openings. (Dept. of Planning Services, Dept. of Public Works) 6) The applicant shall screen the facility from adjacent properties per Section 2.6.3.5. of the Weld County Mixed Use Development Plan and Section 33. 4.3.2 of the Weld County Zoning Ordinance. (Dept. of Planning Services) 7) The applicant shall provide lighting for off-street parking space and loading areas per Sections 23.2.1.21.6 of the Weld County Zoning Ordinance. Lighting provided for off-street loading and parking spaces shall be arranged so as to minimize illumination onto adjoining residential uses and so as to prevent glare directed at vehicles on streets and alleys. (Dept. of Planning Services) 8) The applicant shall place a typical cross-section of the parking lot on the plat and identify the depth of base and concrete or full depth concrete according to the Weld County Subdivision Ordinance, Sections 10.2.3 and 10.2.4., Geometric Design Standards and Road Structures. (Dept. of Planning Services) 9) The Weld County Mixed Use Development Plan, Section 2.4, Table 2.3 requires the applicant to provide landscaping on fifteen (15) percent of the proposed site. The site is 1.22 +/- acres (approximately 54,464.00 square feet), fifteen (15) percent of the site has been calculated at approximately 8,170.00 square feet. (Application appears to currently comply with this requirement) 10) Appropriate landscaping and buffering shall be required along State Highway 119, in accordance with Section 2.6.4 of the Weld County Mixed Use Development Plan. (Dept. of Planning Services) 11) Appropriate landscaping of a lot that abuts a public or private right-of-way shall be required per Section 2.6.4.2b of the Weld County Mixed Use Development Plan. (Dept. of Planning Services) n n 12) The free standing monument sign shall be constructed in accordance with the Weld County Mixed Use Development Plan - Sign Design Standards of Section 2.8.4.3.f which states, "monument signs shall have an enclosed, solid base or structural base with the base at least three-fourths the width of the widest past of the sign face. An enclosed or solid sign base shall not be required if the lower edge of the sign face is not higher than one (1) foot above finished grade. Monument signs shall be on- premise signs, the sign area shall not exceed twenty-five (25) square feet, and the sign shall not exceed five (5) feet in height above the average adjacent grade, if located fifteen (15) feet from the street right-of-way. For each additional two (2) feet of setback from the street right-of way, one (1) additional foot may be added to the height of the sign to a maximum of eight (8) feet." (Dept. of Planning Services) (Application appears to currently comply with this requirement) 13) In accordance with Section 34.5.1.8 of the Weld County Zoning Ordinance, the applicant shall screen all trash receptacles from adjacent rights-of-way and adjacent properties. Further, the areas shall be designed in such a manner that will prevent scattering of trash. (Dept. of Planning Services) 14) The applicant shall address the concerns and comments identified in a referral received from the Mountain View Fire Protection District dated March 21, 2000. (Dept. of Planning Services) b. The applicant shall include in the Landscape Plan the following information: 1) An installation schedule which specifies when the landscaping will be installed on site. (Dept. of Planning Services) 2) A Plant Material List specifying the Botanical and Common names of all plant material to be installed; the size of the plant material at installation and whether the plant material is to be containerized or B&B. (Dept. of Planning Services) Please note: a) Section 2.6.4.2.b of the Weld County Mixed Use Development (M.U.D.) Plan Ordinance states that the minimum caliper of(shade) or deciduous trees is 2 '/ inches. b) For informational purposes and landscape design continuity, Lot 1( the adjacent property to the East of the proposed site) proposes to use Green Spire Linden (Tilia Cordata 'Green Spire') along Vista View Drive, Spring Snow Crab (Malus) and Blue Chip Juniper (Juniperus Horizonalis 'Blue Chip') in the Lot 1 Parking Islands and Cheyenne Privet (Lingustrum 'Cheyenne'), and Autumn r1 Purple Ash (Faxinus Americana) adjacent to State Highway 119. It is recommended that the applicant attempt to maintain this planting scheme. 3) The applicant shall describe the landscape maintenance plan for this site. The landscape maintenance schedule shall specifically state who will be responsible for landscape maintenance and that said maintenance is on- going and shall not end upon final acceptance by the Department of Planning Services. (Dept. of Planning Services) 4) The specific composition, propagation and growth rate data for the proposed "Foothills Mix of Native Grasses and Wildflowers" shall be provided to the Weld County Department of Planning Services for approval. (Dept. of Planning Services) 5) Trees that will have a diameter greater than six (6) inches, at maturity, shall not be planted within 30 feet of a roadway. If a tree is planted within 30 feet it should be protected by curbs, fencing or other protective device. No plants taller than three (3) feet shall be allowed in the Access Sight Triangle. The following notes shall be placed on the plat: 1) In accordance with the Weld County Zoning Ordinance, no land, building or structure shall be changed in use or type of occupancy, developed, erected, constructed, reconstructed, moved or structurally altered or operated in the commercial or industrial zone districts until a Site Plan Review has been approved by the Department of Planning Services. In the event that a portion of the building is proposed to be leased to another party in the future, the applicant shall submit a copy of the lease agreement and information regarding the proposed use of the leased portion to the Weld County Attorney's office, Weld County Building Inspection Department, and the Department of Planning Services for review. Based upon the proposed use and/or impacts of the leased portion, the Department of Planning Services may require a new Site Plan Review application. (Dept. of Planning Services) 3) There shall be no parking or staging of vehicles allowed on Vista View or Skyway Drives. (Dept. of Planning Services, Dept of Public Works) 4) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-101, C.R.S., as amended), shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. Dead or diseased plant materials shall be replaced with materials of similar quantity and quality at the earliest possible time. (Dept. of Planning Services) 14) All structures, including signs, on site must obtain the appropriate building permits. The applicant shall submit a plan describing any proposed on-site signage. Any proposed sign shall adhere to Section 42.3 of the Weld County Zoning Ordinance. Effective December 1, 1999, Building Permits issued on the proposed lot will be required to adhere to the fee structure of the Southwest Weld Road Impact Program Area One (1), (Ordinance 211). The application's land use type has been tentatively classified by Planning Services within the "Industrial Category- General Light Industrial" (Section VII.C.1). The current rate of assessment for this type of land use is $1,476.00 per 1000 square feet. r� 2. Prior to the release of building permits: a) Upon approval by the Department of Planning Services, the Site Plan Review plat shall be recorded. Prior to Recording the Plat: a) The applicant shall submit a landscape plan to the Department of Planning Services for review and approval. Upon approval the Landscape Plan shall be placed on the plat. b) The applicant shall submit a waste handling plan to the Environmental Services Division of the Weld County Health Department. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site, including expected volumes and types of waste generated. I sent them a letter detailing what was required. Please refer them to my letter dated August 7, 2000, if they have questions. While it is true that the proposed greenhouse has increased somewhat in size we do not feel that it has departed substantially from the spirit of the concept shown on the original Site Plan Review package. The owner has determined that he needs a larger greenhouse in order to provide a service to his customers that will help to defray the costs of the overall development. The greenhouse has always been planned to be part of the building project and to be completed along with the main building. 1. The anticipated start date of the project is dependent upon the length of time it takes the Weld County Building Department to review the project plans once the plans are submitted for plan check and permits. We are assembling the final project plans now and are planning to submit them to the Weld County Building Department within the next two weeks. 2. In reference to paragraph 2 d. on the Conditions Of Approval. The owner has elected not to install any on-site identification signage at this time. If at a future date the owner feels the need of some sort of an identification sign on-site he will make application for that sign at that time. 3. In reference to Paragraph 1.B. (1)} Of the Conditions of Approval. We are planning on having the site landscaping complete prior to or at the same time we apply for a Certificate of Occupancy on the building. Vista Commercial Center is a subdivision that provides detention for the entire subdivision located along its northern boundary adjacent to Highway 119. Therefore, individual lot owners are not required to provide detention on their property,but are to collect and convey their stormwater to the side ditches of the adjacent roadways and internal lot ditches. In this case,an internal ditch along the north side is the destination of your stormwater runoff as the grading plan indicates. It appears that the 10-year storm and the 100-year storm peak runoff rates will be 4.43 cfs and 7.00 cfs,respectively.
