RESOLUTION
RE: APPROVE CHANGE ORDER LETTER FOR DIVISION OF CRIMINAL JUSTICE
RESIDENTIAL/NON-RESIDENTIAL PROGRAMS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Change Order Letter for Division of
Criminal Justice Residential/Non-Residential Programs between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Community Corrections Board, and the Colorado Department of Public Safety, Division of
Criminal Justice, commencing upon full execution, and ending June 30, 2000, with further terms
and conditions being as stated in said change order letter, and
WHEREAS, after review, the Board deems it advisable to approve said change order
letter, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Change Order Letter for Division of Criminal Justice
Residential/Non-Residential Programs between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Community
Corrections Board, and the Colorado Department of Public Safety, Division of Criminal Justice
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said change order letter.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 19th day of June, A.D., 2000.

Dear Ms. Spangler:
Pursuant to paragraph 5 of Exhibit B (Allocation Letter) to the contract between the
Department of Public Safety, Division of Criminal Justice (DCJ), and the Board of
Commissioners of Weld County,DCJ hereby notifies you that the maximum amount payable
from the State under Allocation Letter# 00-19 to Contract # DCJ 00-04-19, covering the
period July 1, 1999 through June 30, 2000, is hereby changed. The maximum amount
payable for diversion non-residential placements at a daily rate not to exceed an average
of$5.12 per day per offender is hereby decreased by$20,000 to a new total of$115,635.The
Bill Owens maximum amount payable for residential transition IRT placements at a daily rate of

EXECUTIVE DIRECTOR maximum amount payable for 3/4 house placements at a daily rate of no more than $14.13

DCJ Exhibit "A" at a daily rate of$53.08 per offender,
$ 21,787 for 3/4 house placements at a daily rate of no more than$14.13 per offender"

This amendment to the contract and allocation letter is intended to be effective June 8,2000,but in
no event shall this amendment be deemed valid until it shall have been approved by the State
Controller or his designee.
Please sign, date and return all copies of this Letter on or before June 22, 2000.
