The Weld County Council met in regular session in full conformity
with the Weld County Home Rule Charter at 915 Tenth. Street, Greeley, CO,
April 17, 1980, at the hour of 1:30 p.m.
The meeting began with invocation given by Council President,
Ralph Waldo.
ROLL CALL
The following members were present:
Councilman Ralph Waldo, President
Councilman Cedric Hallock, Vice President
Councilwoman Patricia Anderson
Councilman Robert Martin
Also present were four members of the press, Mrs. Jean Barber, Stanley
Smith Securities, Inc. investigator, and Council secretary, Susan Elton.
APPROVAL OF MINUTES
Councilman Robert Martin made a motion to approve the minutes from
the April 3, 1980 meeting of the Weld County Council as written. Council-
man Cedric Hallock seconded the motion and it carried unanimously.
ADDITIONS AND DELETIONS TO THE AGENDA
None.
CORRESPONDENCE
Councilman Ralph Waldo passed around the correspondence file for
everyone to look through.
REPORTS
Councilman Robert Martin held a brief discussion on his recent visit
to East Eaton ("Ragtown"). The people living here have genuine problems
and need help. There is some controversy as to who has the authority to
give them assistance. No action taken at this time.
Councilman Cedric Hallock reported on the complaints he receives
in his district regarding the condition of the roads and highways in the
county. Highway 77 is especially in bad condition so as to be dangerous
to drive on. The people in District I want to know if they can get up
a petition to send to the Commissioners. It was recommended by Council-
members that they do this.
After further discussion Council decided to make a motion to write
a Report to the People explaining their views on the county road con-
ditions. A copy of this report would be sent to the Commissioners.
A motion was made by Cedric Hallock to write a Report to the People.
Motion was seconded by Patricia Anderson and passed unanimously.
UNFINISHED BUSINESS
Council President Ralph Waldo received a subppoena to appear in
court for the Anthony-Jenkinb case. He is to produce both public and
confidential reports. The Council reiterated the fact that it is their
policy that all reports received in confidentiality shall remain confidential.
They feel the judge should quash the subpoena as to anything confi-
dential. The court would have to have a hearing on it before the Council
could do anything to disclose confidential information. Only final reports
are made public.

Employee Policy Study Committee. Councilwoman Patricia Anderson was
assigned as a member of this committee to replace Gary Kampel.
NEW BUSINESS
Discussion of policy for hearings on employees of the county who have
been discharged. Council made a motion that it be their' policy that any
person having a complaint to bring before the Council can do so in open
session or executive session, at their request. Motion made by Robert
Martin and seconded by Cedric Hallock. Motion passed unanimously.
Approval for payment of requisition #00432. Motion made by Robert
Martin, seconded by Cedric Hallock to pay this bill. Carried unanimously.
Approval for payment of bill received from Stanley Smith Securities,
Incorporated. Motion made by Patricia Anderson, seconded by Robert Martin
to make payment for professional services in the amount of $11,200. Motion
passed unanimously.
EXECUTIVE SESSIONS
Motion made by Cedric Hallock, seconded by Robert Martin to meet
in executive session with the investigator from Stanley Smith Securities,
Incorporated. Passed unanimously. Met in executive session at 2:15 p.m.
After reconvening briefly at 3:30, motion made by Robert Martin,
seconded by Cedric Hallock, passed unanimously, to meet in executive
session with Jean Barber.
The next Council meeting is scheduled for May 1, 1980, 1:30 p.m.
There was no further business. Upon motion made and seconded, the
meeting was adjourned. The time of adjournment was 4:40 p.m. , April 17,
1980.
