Dear Mr. Roberts:
This letter is in regard to an amendment to the existing Site Specific Development Plan and Special
Review Permit for the Wattenberg Gas Plant Site under USR-589, USR-589A and USR-589B. As
the applicant for this project it is up to you to initiate the amendment process by applying f ro an new
permit,which is enclosed with this letter. The Department of Planning Services'staff will be happy
to send out referrals and review the application once a completed application has been submitted
to our office with all of the appropriate fees.
If you have any questions regarding the submittal of this permit, please feel free to come in or
telephone the Planner on call. The Planner on call is available for your questions Monday through
Thursday, 7:30 a.m. to 4:00 p.m. and Friday from 12:00 p.m. to 4:00 p.m. Thank you for your

Dear Julie,
In a 21 September, 2000 letter I wrote to you regarding the above reference and subject, I
indicated that as soon as we received approval from the Colorado Oil & Gas Conservation
Commission (COGCC) for the operation of a Centralized Waste Management Facility at the
historic Wattenberg Gas Plant, I would advise you of that approval and proceed to formally
request that an amendment process be initiated related to the existing USR for the facility.
I am enclosing a copy of the approval letter from the COGCC as well as a copy of the
application document which we would request be received for review by the various referral
agencies. There may be a need to provide additional information during this review process
and I will be in contact with Mr. Trevor Jericek of the Weld County Environmental Protection
Services group to determine those additional needs as well as your own.
Please advise me when we may meet to review NARCo's request for an amendment to the
existing USR or any additional steps we will need to take in order to expedite this request.

Dear Julie,
•As we discussed earlier on the phone, this letter is to advise you that the North American
Resources Company (NARCO) is in the process of applying for a permit from the Colorado Oil
& Gas Conservation Commission (COGCC) for a Centralized Waste Management Facility
(bio-remediation of oil stained soils) operation at the Wattenberg Gas Plant site.
Currently the Wattenberg Gas Plant is permitted by Weld County under a "Use by Special
Review" (USR) permit. We would like to amend the existing USR to include the operation of
the land farming unit at the site and as detailed in our application to the COGCC. For your
information, NARCO has posted a $50,000 surety bond with the COGCC for the operation of
this facility which I hope will also meet the requirements of Weld County.
I am working with Randall Ferguson of the COGCC who is currently reviewing a "rough draft"
of the permit application. At your suggestion, as soon as Mr. Ferguson approves the rough
draft document, I will produce final draft copies of the application including support documents
and forward a copy of this documentation to your attention.
Accompanying the COGCC application document will be a formal request from NARCO to
have the existing USR amended to accommodate the land farming operation. Thankyou for
your guidance in this matter and I will be in contact with you in the near future.

Dear Mr. Reale:
The Colorado Oil & Gas Conservation Commission (COGCC) has evaluated the application for a
Centralized E& P Waste Facility prepared by Chemical Applications &Engineering, Inc. (CAE)
on behalf of North American Resources Company(MARCO). The E& P Waste Facility bond
has been received and approved by the COGCC. The application is hereby approved with the
following conditions:
The initial background soil sampling is to be completed by November 15,2000.
Notification to the COGCC of at least 48 hours prior to the soil sampling is required.
The drilling/installation of the additional groundwater monitoring well and the baseline
sampling of all groundwater monitoring wells is to be completed by November 15, 2000,
Notification of at least 48 hours prior to drilling,well development, and groundwater
sampling activities is required.
As per Rule 908.g., a preliminary plan for closure shall be submitted with the centralized
facility permit application. No closure plait is included in the application. A preliminary
closure plan must therefore be submitted to the COGCC by November 30, 2000.
As per Rule 908.h., operators shall provide copies of notifications to local governments
or other agencies to the COGCC. This shall include any modifications to the existing
Weld County Special Use Permit(USR)for the adjacent Wattenburg Gas Plant.
