RE: APPROVE CHANGE LETTER#1 TO MEMORANDUM OF UNDERSTANDING FOR
ONE-STOP CAREER CENTER FUND AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Change Letter#1 to the Memorandum
of Understanding for One-Stop Career Center funds between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, and the Colorado Department of Local Affairs, Office of
Workforce Development, commencing December 30, 2000, and ending October 31, 2001, with
further terms and conditions being as stated in said change letter, and
WHEREAS, after review, the Board deems it advisable to approve said change letter, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that Change Letter#1 to the Memorandum of Understanding for One-
Stop Career Center funds between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, and the Colorado Department of Local Affairs, Office of Workforce Development, be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said change letter.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of December, A.D., 2000.

SUBJECT: Memorandum of Understanding Change Letter
#1 With the Colorado Workforce Development
Council
Enclosed for Board review and approval is Memorandum of Understanding Change
Letter#1 by and between the State of Colorado, Department of Local Affairs (DOLA),
Office of Workforce Development (OWD)
Change Letter#1 amends the Memorandum of Understanding by extending the period
of performance to October 31, 2001.
The purpose of Change Letter#1 is to allow sufficient time for Weld County to expend
remaining One-Stop Career Center funds in the most effective, efficient manner,

THIS MEMORANDUM OF UNDERSTANDING CHANGE LETTER#1,made this
ay of � ,2000, by and between the State of Colorado,Department of Local
Affairs(DO A), O ice of Workforce Development(OWD)hereinafter referred to as the State,
and the Weld County Board of Commissioners ("the Commissioners"),
WHEREAS,authority exists in the Law and funds have been budgeted, appropriated or
otherwise made available and a sufficient unencumbered balance thereof remains available for
payment through a federal grant to implement a One-Stop Career Center system in Colorado,
WHEREAS,this change letter modifies Memorandum of Understanding(MOU)#99-63, as
amended, dated December 16, 1999,and both the State and the Commissioners are agreeable to
this modification,
THEREFORE,this Memorandum of Understanding, as amended is changed as follows:
"The period of performance shall be extended to October 31, 2001."
By affixing their signatures to this change letter, both the State and the Commissioners expressly
acknowledge that all of the terms and conditions of the Original MOU remain unchanged except
for those terms and conditions modified by this Change Letter#1 and all previous amendments.
Both parties also expressly understand that this Change Letter#1 is incorporated into the original
MOU.
This change is effective on December 30, 2000 subject to approval by the State Controller or such
assistant as may be designated.
IN WITNESS WHEREOF,the parties hereto have executed this MOU on the day first above
written.
