There were only two public hearings in Weld County regarding this case, that you attended, the Planning Commission and the Commissioner's hearing. We are currently seeking mining permits through the Colorado Mined Land Reclamation Board and the Division of Minerals and Geology, which is what the Public Notice letter of May 31, 2000 was about. The attached information was submitted in the DMG application regarding nearby wells. The State Engineer's Office requires consent from well owners within 600 feet to mine a sand & gravel deposit. Your well should be over 2000 feet upgradient from the mine, far from the normal area of potential impact. I am enclosing a copy of the Groundwater Monitoring and Potential Recharge Program, which was submitted to Weld County as one of the conditions of approval. The intent is to monitor groundwater on-site and off-site during mining operations, notify the neighbors should significant groundwater drops begin, and work out solutions before any adverse effects to their wells occur. The intended truck route will be on WCR 8, eastbound to Highway 85. The road will be paved, prior to Gravel shipments and the Applicant will participate in Road !.mpro"ement agreements with the County. A traffic study to determine the effects at Highway 85 is underway, as another condition of approval. If you have any other questions, please free to contact me. Stan Peters, P.E. Were there any more hearings than the two mentioned?If so, why weren't we notified? • At both hearings we attended I brought up the concern of our domestic water well. What remedies are to be taken if any injury is caused to my domestic well during and after excavating of the gravel? This concern came about because of the injury caused to the domestic and irrigation wells in the area, during the excavation, of the Rogers Pit west of Brighton on Weld County Road 2,two to three years ago. The County Commissioners acknowledged this. • What are the plans to control truck traffic on both WCR 23 and WCR 8?Presently WCR 23 is a hazard because of high-speed traffic and low speed farm equipment. More truck traffic added to the truck traffic that already exists would just increase the hazardous conditions. Applicant will install the eight groundwater observation wells, within 30 days of USR approval, on the project site, at the locations shown on the attached map. These wells will provide a baseline of groundwater depths/elevations in the area before mining, and during de-watering operations. 2. Applicant will begin monthly groundwater measurements of these wells after installation, and continue until the end of the reclamation process. 3. Applicant agrees to measure the shallow wells indicated on the attached map monthly, with the well owners permission, assuming reasonable access for measurement physically exists at each well facility. 4. Applicant will also monitor the water elevation of the small lake on the Norden property, just south of WCR 8, near the southwest corner of the mine. 5. Groundwater records will be maintained in the on-site office, and available for public review during normal business hours. Potential Recharge Program 1. Based on the groundwater measurements, the Applicant agrees to notify any well owner of significant groundwater drops due to mining, that may affect the performance of that well. The intent is to notify the neighbor in advance of a potential problem, and begin working together on a solution. 2. The Applicant agrees to mitigate the temporary effects of the de-watering operations on the subject well, using reasonable and cost-effective methods. 3. Mitigation techniques may include providing potable water if required for a household well, construction of a recharge facility and conveying water to it, altering the mining and reclamation sequence in that particular area of the site, etc. Since the solutions tend to be unique to each well location, the Applicant prefers to reserve some flexibility in selecting the mitigation technique to be implemented.
