Building permits are required before any buildings or structures are built, remodeled, moved, or demolished. Building permits shall be obtained before any excavation. 2. Repair garage and any other structures shall maintain distances from property lines and adjacent buildings as outlined in Section 503 and Table 5-A of the 1997 Uniform Building Code(UBC). 3. The maximum square footage area allowed for the repair garage shall be according to Section 504, 505, and Table 5-B of the UBC. 4. The repair structure shall be engineered by a licensed Colorado engineer. The foundation design shall be based on a site-specific geotechnical report or an "open hole" inspection. 5. Occupancy separations may be required between different areas of the shop building. Chapter 3, UBC. 6. If the total area of the repair garage exceeds 3,000 square feet, an automatic fire-extinguishing system is required. Section 904.2.6.2, UBC. 7. If the total area of the repair garage exceeds 15,000 square feet, smoke and heat venting is required. 8. The ventilation requirements of 1202.2.4 of the UBC shall be met. 9. Natural or artificial light shall be provided as required in Section 1202.1 of the UBC. • 10. Floors shall be noncombustible, liquid-tight construction. Floors shall drain to an approved oil separation system. 11. Two separate exits or exit-access doors shall be provided from the shop area. Section 1007.4, UBC. 12. Any electrical work shall be permitted and inspected including, but not limited to, sight lighting. Service,Teamwork,Integrity,Quality 13. Wiring in repair shop shalt conform to Article 511 in the 1999 Nationat Electrical Code (NEC). 14. All wiring shall follow the requirements set forth in the NEC. 15. Complete drawings shall be submitted to the appropriate fire district for review. 16. Additional requirements or changes may be required when building applications or plans are reviewed by the Weld County Building Inspection Department or the fire district. This project falls primarily under the pury ew of t:f Use by Special Review Standards. Our comments and requirements are as follows: COMMENTS: WCR 39 is designated on the Transportation Plan Map as a collector status road, which requires an 0- foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintaained by Weld County. REQUIREMENTS: The Public Works Department requests that the applicant reserve an additional 10-fool right-of-vi ay adjacent to WCR 39 for future build out. The access shall be a minimum of 24 feet in width, with a 40-foot turning radiuses. The applicant Pas indicated a drainage culvert at the entrance. A 15-inch corrugated metal pipe is the Coun:y's minim ,m size requirement. If the applicant chooses to place a larger culvert, please contact the Public. Wo ks Office. The applicant needs to place on the plat drawing adequate parking spaces and a circulation pattern or vehicle flow. The parking lot shall have a minimum three-inches of aggregate course to provide an ill- weather surface as well as good drainage. The applicant needs to supply a storm water drainage plan identifying how the drainage will be hand 3d that is generated from the proposed building and parking area. Our Department recommends approval with the following conditions: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Ar(.. 30-20-101, C.I .S., as amended) shall be stored and removed Ibr final disposal in a rnarnei that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive duiL. blowing debris, and other potential nuisance conditions. 4. Fugitive dust shall be controlled on this site. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.I.S., as amended. 6. Adequate toilet facilities shall be provided for the public. 7. An individual sewage disposal system is required for the proposed office and shall he installed according to the Weld County individual Sewage Disposal Regulations. No avast, generated from the vehicle repair services shall be disposed of in this system. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health & Environment, Water Quality Control Division. 11.. Prior to recording the plat, the applicant shall submit a waste handling plan to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. In review of this application the Platteville/Gilcrest fire protection district does not approve of the plans for this construction. The plans do not indicate proper fire protection measures have been taken. Below I have indicated the current concerns of the fire district. First, and foremost is the concern for water supply in the event of a fire. NEPA 1141 chapter three section 7.2.2 specifically indicates that a water supply is required to flow 1500 gpm at 20 psi for two hours. As well a fire hydrant must be installed not less then 300 feet from any commercial structure. As for the current referral there has been no mention of a hydrant or water supply system. 'Ills fails to meet the minimum lire protection standard Second, is the issue regarding some type of sprinkler system. In areas of welding, especially where flammable liquids are stored on site a sprinkler system must be installed. This system is to be in accordance with NEPA 51B. However, there are several options when it comes to sprinkler systems and when the time arises we can discuss this as well. Due to the location of this building, and the proximity to the closest fire department responding, measures of fire protection must be highly prioritized Please review this referred carefully, and if I can be of assistance to you in the future please feel free to contact me. Anchondos will configure their structure to keep inflammatory uses confined to certain restricted areas, with use of appropriate fire barriers. 2.
