The Weld County Council met in a regular session in full conformity with the Weld
County Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO,
Tuesday, February 15, 2000 6:30 p.m. at the Weld County Centennial Center, 915 10'
Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Al Roberts. Councilman
Dwaine Kurtz, Councilman Dan Oster, and Councilwoman Joyce Smock were present,
constituting a quorum of the members. Vice President Rob Masden was excused.
Also, present: Mr. Ed Herring and the Council secretary, Bev Thomas.
GUEST SPEAKER: Councilman Kurtz introduced Mr. Ed Herring, Director of the
Sheriff Department's Office of Emergency Management. Mr. Herring said that he is a
Deputy in the Sheriff's Department. He gave a report about the successful preparation
for any feared Y2K glitches. There were no problems throughout the County and the
transition from the year 1999 to the year 2000 was calm.
Mr. Herring explained the history of Weld County's emergency preparedness efforts. its
current funding, and the breadth of emergency activities for which it coordinates
preparedness. He discussed each of the following features of Weld County's
emergency preparedness plans: 1) Warning 2) Communications 3) Direction and
Control 4) Emergency Operations Center 5) Public Information Person 6) Damage
Assessment Disaster Declaration 7) Shelters 8) Evacuation 9) Health and Medical.
Mr. Herring answered questions about a wide range of issues within the scope of his
responsibilities.
APPROVAL OF MINUTES: Councilman Kurtz made a motion to approve the January
18. 2000 meeting minutes. The motion carried.
APPOINTMENTS: Councilman Kurtz and Councilman Dan Oster will attempt to attend
the March 13 Elected Officials Meeting.
COORDINATOR REPORTS:
Councilman Dan Oster: County Coroner's Office
Councilman Oster met with the person who had brought concerns to Council members
as per the Council's request.
County Clerk and Recorder's Office - Management Firm's Report
Dwaine Kurtz made a motion that the County provide the Council office with one cok;
of the complete report recently prepared by the management firm regarding the Clerk
and Recorder's office. The motion carried.

Narrowing of County Roads
Councilman Oster reported that Public Works Operations Director, Dave Becker, had
said that there was not a road in Weld County that did not have the required twenty-foot
width. Council members discussed that making the roads wider would require three
passes on each road with the graders. Council members said that they would do more
homework on this topic.
Business at Weld County Road 20 72 & Weld County Road 7
President Roberts reported that Weld County's Code Enforcement Officer is in the
process of getting the business at the corner of Weld County Road 20 1/2 and Weld
County Road 7 in compliance with County regulations. Depending on the progress of
that endeavor, there may be no code violation issued to the business.
UNFINISHED BUSINESS:
Council Meeting Locations Away from Greeley
The Council decided to proceed with plans for its April meeting in Firestone. President
Al Roberts will check with Councilman Rob Masden about the status of preparations for
that meeting and complete any necessary arrangements.
Council Visit to Assessor's Office
President Al Roberts reported that Council members could visit the Assessor's office as
a group or as individuals. Mr. Roberts will check with Mr. Sessions if the Council can
visit the Assessor's Office July 10 from 9:00 a.m. to 1:00 p.m. before the July 10
Elected Officials Meeting.
NEW BUSINESS:
Election Petitions and Procedures
President Al Roberts informed the Council that County Attorney Bruce Barker is in the
process of revising the petition used to get on the ballot to run for the Weld County
Council. Mr. Barker will also have the rules and regulations for the petitioning
procedure ready 120 days before the November 7, 2000 election. Councilman Oster
suggested that more space be made on the proposed petition in the areas where the
signers must write and that the smallest print and space be reserved for places that the
public is not required to fill in. President Al Roberts said that he would pass that
suggestion along to Mr. Barker.
Advertising Weld County Council Positions
Councilman Dan Oster made a motion that President Al Roberts advertise the Council 3
position as soon as the Council receives notice that there is a vacancy. Councilwoman
Joyce Smock seconded the motion and it carried. Applicants for County Council
person District 3 will be requested to send a resume to the Council office by 5:00 p.m.

Councilman Dan Oster made a motion to authorize the Council secretary to purchase a
plaque honoring Mr. Rob Masden for his service to the Council. The motion carried.
Bidding Process for Road Graders
President Roberts and Councilman Oster in the past month dealt with concerns that
Weld County Commissioners had not accepted the lowest bid when purchasing road
graders. Councilman Oster researched the County's process for choosing road graders
with Mr. Dave Becker and Mr. Don Warden. Mr. Oster was satisfied that the process
that considers cost of operation and resale values was legitimate and well done.
President Roberts and Councilman Oster then met with representatives of Power
Equipment Company.
Payment of Bills:
Councilman Dan Oster made a motion that the following bills be paid:
Mileage for Councilman Dan Oster $36.18
Meal for Councilman Dan Oster $ 6.51
Mileage for President Al Roberts $28.08
Mileage for Councilwoman Joyce Smock $32.40
Invoice for North Weld Herald Subscription $26.00
Postage/Office Supplies for Bev Thomas $20.63
The motion carried.
ADJOURNMENT: The meeting was adjourned at 9:15 p.m.
