The construction of E-470's Segment IV requires a variety of permits and approvals from federal,state,and local agencies. All environmental permits required for construction were obtained prior to the Segment IV groundbreaking.Routine 5 administrative permits,such as building and access permits,will t-: ' '; - "h be acquired as construction proceeds. Design-Build Contractor The Authority entered into the Segment IV design-build - . Si g _ ,�l contract in January,2000,with MKK Constructors. At the end of the third quarter,overall design-build construction was 10 percent completed. Right-of-Way The construction of Segment IV requires approximately 1,720 acres of right-of-way divided into 149 parcels:83 in Sub-Package BI (from 120th Avenue to US 85) and 66 in Sub-Package B2 (US 85 to I-25). During the third quarter of 2000,in Sub- Package BI,the Authority acquired possession of most of the design-build contractor requested parcels by the September I deadline.In Sub-Package B-2,theAuthority has acquired possession of 12 parcels. The phased acquisition of all the remaining parcels is expected to be completed on time on May 8,2001. Project Financial Highlights In May of 2000,the Authority closed on a $358,048,750 bond issue to finance Segment IV. This raised the total debt for E-470 to approximately $1,231,000,000. Through the third quarter of 2000,MKK Constructors has invoiced the Authority $24,239,000 or about 10.4 percent of the total contract value. Timeline Milestones Several significant milestones were achieved during the third quarter of 2000. Most of the right-of-way for Sub-package B I, from 120th Avenue to US 85,was acquired and released to the design-build contractor on schedule,September 1,2000. ( Additionally,the Segment IV groundbreaking ceremony was held on the right-of-way at Tucson Street,officially commencing the road construction. Major construction activities included earthwork and utility relocation. Overall design was estimated at 40 percent complete at the end of the third quarter. Design progress for Sub-Package B I is approximately 60 percent complete while Sub-Package B2 is 20 percent complete.
