A regular meeting of the Weld County Utilities Coordinating Advisory Committee was held on Thursday,
March 9, 2000, at 10:00 a.m., in the Conference Room of the Weld County Administrative Offices at 1555
N. 17th Avenue, Greeley, Colorado.

CASE NUMBER: S-526

LEGAL DESCRIPTION: Lot 3, Block 1, West Hill-N-Park, Section 26, Township 5 North,
Range 66 West of the 6th P.M., Weld County, Colorado.
LOCATION: 4648 Mesa Verde Drive, Hill-N-Park 4th Filing.
REQUEST: Vacate a portion of the existing utility easement.
Chris Gathman, Planner, presented Case S-526. Chris stated that Lifestyle Homes is requesting a
change in the 15' utility easement to 12' along the east side of Lot 3, Block 1 of West Hill 'N' Park 4th
Filing. Chris stated that the house is constructed into 2' of the easement. The applicant has submitted a
petition signed by the surrounding property owners, as well as a petition signed by all the utility companies
that use the easement. These petitions show support for the vacation of part of the easement.
The Utility Board discussed the case and looked at the plat.
Cody Wooldridge moved to vacate the 3' of easement along the east side of Lot 3, Block 1, Hill 'N' Park
4th Filing as all the affected utility companies have signed off their agreement with the vacation. Jerry
Adams seconded the motion. Motion passed unanimously.

APPLICANT: Beebe Draw Farms/Jim Fell
LEGAL DESCRIPTION: Sections 3,4,5,8,9,10,15,16 and 17, T3N, R65W of the 6th P.M.,
Weld County, Colorado.
LOCATION: Approximately 6 miles east of the Town of Platteville; east of WCR 39 and south
of WCR 38. For a more precise location, see legal.
REQUEST: PUD Final Plat for Beebe Draw 2nd Filing for 536 Lots
Monica Daniels-Mika, Planning Director, presented Case S-525. Monica stated the history of the case as
well as why it is being brought to the Utility Board at the final plat stage, rather than the zone change
stage.
Discussion ensued concerning the easements along the county roads, the use of environmental
easements in conjuntion with utility easements, and utility easements along the open tracts (open spaces).
The basic utility easement for the entire subdivision is 25'. The Utility Board discussed that all utility

easements shall continue at this same width. The easements need to be added on several areas of the
plat. These are listed in the next few sentences. First, all interior roadways, including lots, tracts, and
open space areas must have a 25' utility easement. Next, all county roads shall have a 25' utility
easement associated with their row. Third, a 25' utility easement must be placed along entire perimeter of
the filing. Finally, there needs to be a 25' utility easement between filing one and filing two.
Also requested by the committee, the applicant shall modify the plat to show utility easements located in
the tract areas (this is intended for utility placement to transcend through the large open space areas). On
the final plat, the Utility Board requested the addition of the following in the notes on the plat: 1. 25' utility
easements and placements shall be identified in the buffer/building setback area and 2. Existing note on
page 3 of the utility plan shall include all of the areas identified as well as the additional utility easement
areas requested by the utility board.
Jesse Trujillo and Paul Gregg of U.S. West Communications will be setting up the areas requested for the
utility easements across the large tract areas.
Cody Wooldridge moved to accept the plat for S-525 with the additions requested by the utility board at
this meeting and when Don Carroll has given his approval of the changed plat. Jerry Adams seconded
the motion. Motion carried unanimously.
