HomeMy WebLinkAbout20000646.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MARCH 20, 2000 TAPE #2000-07 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, March 20, 2000, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara J. Kirkmeyer, Chair Commissioner M. J. Geile, Pro-Tem Commissioner George E. Baxter Commissioner Dale K. Hall - EXCUSED Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Baxter moved to approve the minutes of the Board of County Commissioners meeting of March 15, 2000, as printed. Commissioner Vaad seconded the motion, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Baxter moved to approve the Certification of Hearings conducted on March 15, 2000, as follows: 1) A Site Specific Development Plan and Special Review Permit#1253, Patrick Craig. Commissioner Geile seconded the motion, which carried unanimously. ADDITIONS TO AGENDA: There were no additions to the agenda. CONSENT AGENDA: Commissioner Vaad moved to approve the consent agenda as printed. Commissioner Geile seconded the motion, and it carried unanimously. PUBLIC INPUT: There was no public input. 2000-0646 BC0016 WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $288,748.31 Electronic Transfers -All Funds $422.84 Commissioner Baxter moved to approve the warrants as presented by Mr. Warden. Commissioner Geile seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER RENEWAL APPLICATION FOR HOTEL AND RESTAURANT LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN - SIMON RYU, DBA SIMON'S BAR AND GRILL: Bruce Barker, County Attorney, stated Deputy Nick Genova expressed no concerns with this renewal. Commissioner Vaad moved to approve said application and authorize the Chair to sign. Seconded by Commissioner Geile,the motion carried unanimously. CONSIDER CONTRACT AMENDMENT#1 FOR TERMINATION OF ORIGINAL PROGRAM YEAR 1999 CONTRACT AND ALL SUBSEQUENT EXPENDITURE AUTHORIZATIONS AS OF JUNE 30,2000,AND AUTHORIZE CHAIR TO SIGN: Walt Speckman, Director of Human Services, stated this amendment will allow for phasing out the JTPA contracts and subsequent expenditure authorization requests to be terminated June 30, 2000. Commissioner Geile moved to approve said amendment and authorize the Chair to sign. Commissioner Baxter seconded the motion, which carried unanimously. CONSIDER CONTRACT AMENDMENT #1 FOR EXTENSION OF MASTER JOB TRAINING PARTNERSHIP ACT CONTRACT FOR CLOSEOUT ACTIVITIES AND AUTHORIZE CHAIR TO SIGN: Mr. Speckman stated this will extend the contract Master Job Training Partnership Act Contract through December 31, 2000, to allow for use of remaining funds and completion of closeout activities. Commissioner Vaad moved to approve said amendment. The motion, which was seconded by Commissioner Baxter, carried unanimously. CONSIDER MEMORANDUM OF AGREEMENT FOR FAMILY PLANNING PROGRAM AND AUTHORIZE CHAIR TO SIGN: Judy Nero, Department of Public Health and Environment, stated the Weld County Department of Public Health and Environment has been awarded $3,350.00 to provide sterilization procedures and $975 to provide cryotherapy for a total of$4,325. Ms. Nero stated these funds will be part of the Family Planning Program, Reduction in Unintended Pregnancy Initiative. In response to Commissioner Baxter, Ms. Nero clarified the funding is being awarded by the Colorado Department of Public Health and Environment. Commissioner Geile moved to approve said Memorandum of Agreement and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously. CONSIDER PURCHASE OF SERVICES AGREEMENT FOR TESTING OF MEDICAL SAMPLES AND AUTHORIZE CHAIR TO SIGN - LARIMER COUNTY: Ms. Nero stated the Weld County Department of Public Health and Environment will provide Larimer County with lab testing results of chlamydia and gonorrhea specimens for$8.20 and $2.90 per specimen, respectively. Ms. Nero stated the term of this agreement is from February 15, 2000, and ends December31, 2000; however, it will renew automatically unless terminated by one of the parties. Commissioner Baxter moved to approve said agreement and authorize the Chair to sign. Commissioner Geile seconded the motion. In response to Commissioner Vaad, Ms. Nero stated this agreement will cover any client who enters the Larimer County Health Services for testing. Commissioner Geile commended Ms. Nero for taking time during her vacation last week to deal with some unresolved issues. There being no further discussion, the motion carried unanimously. Minutes, March 20, 2000 2000-0646 Page 2 BC0016 CONSIDER EXTENSION AGREEMENT FOR PROFESSIONAL/TECHNICAL SERVICES AND AUTHORIZE CHAIR TO SIGN -4-D TRIANGLE, C/O BILL DELAP: Mr. Warden stated 4-D Triangle, do Bill Delap provides inspection services of fiber optic permits within Weld County rights-of-way. Mr. Barker stated this agreement will extend the original agreement for the period of one year. Mr. Warden stated there will be no cost to Weld County because the cable companies pay 100 percent of the inspection costs. Commissioner Baxter moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Vaad, carried unanimously. PLANNING: CONSIDER REQUEST TO PRE-ADVERTISE USE BY SPECIAL REVIEW #1266 - RHOTON: Sheri Lockman, Department of Planning Services,stated William and Joyce Rhoton submitted a letter requesting pre-advertisement of their application to allow a hearing before the Board of Commissioners on May 10, 2000. Commissioner Baxter stated the Rhotons are moving their business from Greeley to a site south of Briggsdale, and pre-advertisement will allow less down time for the business. Ms. Lockman stated the applicants will also be asking for an early release of building permits; however, that request will be addressed by staff. In response to Chair Kirkmeyer, Ms. Lockman stated she is not aware of any controversial issues with this matter. Commissioner Baxter commented the proposed site is located in a rural area and should not be controversial. Commissioner Geile moved to approve the request of William and Joyce Rhoton to pre-advertise Use by Special Review Permit Application#1266 and to set the hearing date for May 10,2000,at 10:00 a.m. Seconded by Commissioner Baxter,the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
