RE: S409: Platte Valley Airpark, PUD; Number of Proposed Hangars, Block 2
Dear Ms. Taylor,
The Weld County Department of Planning Service's Staff has determined that Platte Valley
Airpark's request to change the proposed hangar configuration on Block 2, (Lots 1-6)from six
small hangars to one large or two to four small hangars does not constitute a substantial change
from the original application as long as the combination of lots required for the proposed larger
hanger or hangers are sold as a single unit to a single buyer and that the platted lots are not
reconfigured.
The platted lots shall remain as separate legal parcels. Reconfiguring the lots would require Re-
Subdivision with all associated applications, requirements and fees.
One potential area of concern,for planning staff, was if any utilities or utility easements between
the lots were in place.
Please be advised that your are responsible for adherence to all of the conditions of approval,
subsequent stipulations and changes of the original application as approved and amended.

Dear Ms. Taylor:
Thank you for your letter of January 17, 2000 regarding the airpark and the use of the lands within the PUD.
The Department of Planning Services'has reviewed your letter and offers the following comments. As stated
in Section 8.4 of the Planned Unit Development Ordinance, Ordinance 197, "any request to make a major
change to an approved PUD Final Plan shall be processed as a new application for a PUD Final Plan under
Section 8 of[the above referenced]Ordinance. This may include, but not limited to requests for vacating all
or parts of an approved PUD Final Plan for the purpose of major redesign or major corrections. The
--s Department of Planning Services may waive application requirements which do not pertain to the proposed
major change to the PUD Final Plan."
Further, per Section 8.5.1, "all proposed amendments and minor modifications to an approved Planned Unit
Development Final Plan shall be subject to the procedures stated in this Ordinance and current land use
regulations. The Planned Unit Development Zone District shall be subject to the requirements contained in
this Ordinance, Supplementary District Regulations, and Section 50, Overlay Districts of the Zoning
Ordinance."
Regarding your specific items, outlined on the attached blueline, any modification or deletion to the Plat may
be made via,an amendment to the Final Plat. Please bear in mind,that"a PUD Zone District shall be serviced
by an adequate water supply and sewage disposal system. All PUD's containing commercial and/or industrial
uses shall be served by a public sewer system. All PUD's shall be served by a Public Water system as
defined in the PUD Ordinance. An exception may be granted for five lot or less residentially clustered PUD's
when public water is not available and the residential PUD results in an intensity for development that
preserves and enhances agricultural lands and production. A PUD applying for an exception to the Public
Water requirement must be considered non-urban scale development as defined in the Ordinance. A PUD
not served by public water shall preserve a minimum of 80 acre agricultural out-lot. The Department of
--/>- Planning Services and the Weld County Health Department shall review any PUD applying for an exception
to public water to determine if the application meets the intent of the PUD regulations and state water
requirements."
Please find enclosed the Planned Unit Development Application for your use should you elect to proceed with
amending the PUD Final Plat for the Platte Valley Airpark.

Dear Mr. Ogle: - -
Thank you for taking the time today to meet with Bill-DeLap and myself: As'I stated,the
airport General Partnership is considering the sale of some of the unused property located '
on the airport..,Since the entire airport acreage comprises our approved PUD,' ` ,
it is my understanding that we will need to request a modification or amendment to the
recorded document.. Per your suggestion, this letter will outlipe'our requested changes
submitted for review and assistance by your planning staff. (Note: The zoning for the entire, ,
property.would remain Agricultural and any changes for usage would be requested by _,
Special Use Permit.) We are hopeful that our additional development plans will be approved
and we can proceed with the necessarysurvey and engineering requirements as soon as'
possible. '
1) Remove item #7 from "Permitted Uses":on Sheet Air,1 of 6, pa k P.U.D. Final Plat,
allowing the house and a/residential lot to be separated from the PUD and be sold to one of,
the airport owners for,renovation and:occupancy. The language in the sale agreement
would ensure that the property would always remain associated with the airpark by
ownership from majority or partnership investors, unless otherwise agreed upon by all
parties. The proposed lot would include'approximately 3/4 acres of land'as?roughly outlined;
on the enclosed reproduction of the Platte Valley Final Plat: s
2) Modify lot dimensions on Block 2 to accommodate four'hangar `sites to measure
40' X 60' X 15'. This change is requested since the 40' x 40' hangar lots have been difficult I
° fi to sell due to their undesirable smaller size. Also, this configuration would allow a 20'
easement between the end walls on each unit, reducing the expense of firewalls. The `.
covenants would,be-amended to reflectthis construction specification change. i -

" \ 3) Develop two residential lots bordering the west property line SE 1/4 SEC,30, each to be
a maximum of 5 acre's in size. -(See exhibit Afor location) These lots would be sold cis
undeveloped property with runway access: Property owners would be responsible for water„

septic and electricity. These services have been researched and all are available. Access to
this area would be obtained by WCR 16, extending from WCR37 into the airport property.
The adjoining property owner, Marry Miller, NE 1/4 SEC. 31 and NW 1/4 SEC. 31 is
enthusiastic to work with us on our development project and has agreed to grant road
access accordingly. All temporary taxiway and road access to the proposed new site would
be the responsibility of the buyer and airpark as negotiated, however, any permanent
improvements would require review and approval by the Weld County Planning and Public
Works Departments to conform with the existing Platte Valley Airpark PUD.
4) Develop one lot, 10 acres in size to be sold for commercial/industrial use (by Special Use
Permit). This lot would also have runway access and would be marketed to aviation related
businesses. The same terms detailed above would apply to this jot.
5) Create an additional 10 acre parcel southwest of the existing grass runway to be used for
a future hangar development similar to the one currently in progress now at Platte Valley.
There are no immediate plans for this project, however, hangar demand in Colorado
continues to increase. As you are well aware, we have experienced numerous problems
with our current development project. (And many headaches for Weld County, as well. For
this, I apologize!) On a good note, we have also learned a great deal from our mistakes
and are confident that any future projects would go much smoother for all concerned. At
this point, we would not even design the hangar project layout, we are only interested in
getting the site designated.
6) Relocate the "Proposed Detention Pond"to a southeast location allowing the existing
T-Hangar structure to remain parallel to the taxiway. Don Carroll, of Public Works, has
given approval for this proposed move pending acceptance from the planning department.
We will request a letter of verification from Don to show this modification is adaptable to the
current drainage plan.
During our meeting, it was suggested that we request all unnecessary notations currently
recorded on the Final Plat be removed. I have numbered the following deletions on the
enclosed copy:

2b) Area "A", Lot 1, Block 1 (227.57)was a printed mistake
3a) (Proposed) Alternate Fixed Base Operation Facility
4a) Entrance Sign on NE corner of property line
The above proposed developmental plans are necessary to ensure the financial stability of
the airport. In addition, continued development at Platte Valley will also benefit Weld
County economically with new business activity and increased tax revenue.
