HomeMy WebLinkAbout20000122 RESOLUTION RE: APPROVE REQUEST TO REDUCE SPEED LIMIT ON WELD COUNTY ROAD 21 BETWEEN WELD COUNTY ROADS 2 AND 4 AND INSTALLATION OF TRAFFIC CONTROL DEVICES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that the existing "55 MPH" Speed Limit on Weld County Road 21 between Weld County Road 2 and State Highway 4 be reduced to "45 MPH" to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "45 MPH" Speed Limit signs on Weld County Road 21 between Weld County Roads 2 and 4 to ensure safety to the traveling public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 17th day of January, A.D., 2000. Houghtaling, Traffic Engineer SUBJECT: Speed Limit on WCR 21 between WCR 2 &4 The Division of Public Works received a request for a review of the 55mph speed limit on Weld County Road 21 on October 21, 1999. The request was made by Barbara Kirkmeyer. The Manual on Uniform Traffic Control Devices has established six considerations for establishment of a speed zone; 1. Road surface characteristics, shoulder condition, grade, alignment and sight distance. 2. The 85-percentile speed and pace speed. 3. Roadside development and culture, and roadside friction. 4. Safe speed for curves or hazardous locations within the zone. 5. Parking practices and pedestrian activity. 6. Reported accident experience for a recent 12-month period. The Division of Public Works conducted a manual and mechanical speed and traffic counts on October 27 through November 3'h of 1999. As a result of those counts the existing 85`h percentile speed for WCR 21was calculated at 45 mph. The existing roadside development consists of less than five driveways on this stretch of road. A site visit was made on January 5, 2000. Sight distance at each driveway is good. The road is straight with minimal grades. There is no on- street parking and pedestrian traffic is minimal. This section of roadway has had several accidents in the past but none that can be directly related to speeding. This road has a gravel surface. Recommendation I recommend the speed limit on WCR 21 between WCR 2 and H.4 be lowered to 45 mph. • 4 MEMORANDUM, .. .: CTO: Board of County Commissioners DATE: January 6, 2000 • COLORADO FROM: Frank B.
