The proposed use of the property at 7341 Hart, will primarily be used as a home and principle residence of Carvey Graves and Sue Hickman. Both dog groomers, one in Denver and one in Brighton. The use permit that we are applying for is to allow us to keep more dogs than the current zoning ordinance allows. Currently we have twenty-five purebred adult dogs. Our avocation is the raising and showing of AKC purebred dogs, specifically Borzoi. We have both pursued this interest for over twenty-five years, producing and showing many dogs that have attained AKC championship status. This we do strictly as a hobby, not as a business. We do not raise dogs as a commercial enterprise nor do we board dogs. We selectively breed our dogs on a very limited basis averaging one litter every one to two years and we don't intend to increase this average. Puppies from a litter range from six to eight in number. All puppies are placed in homes through word of mouth and are usually in outside homes by the age of eight to ten weeks. Puppies not placed in homes from any resulting litters will be considered permanent residents and will be counted as such all dogs on the property are considered pets and companions as well as show dogs and are treated so the dogs are kept in a controlled environment. They are exercised in large pens where they are separated by age and sex. These pens are within a six-foot perimeter fence, which circles the entire residence. Some of our dogs are kept in our home; the others are housed in a separate building, which is located on the East Side of the property, approximately twenty feet from our house. This building is set up to accommodate these dogs for feeding and sleeping. This arrangement allows us to bring in all the dogs at night. Our dogs are seldom outdoors before 7:00 AM and they are generally brought in by 10:00 PM. The lower half of the property located to the west, is a vacant pasture. The area is not inside the six-foot perimeter fence; we are not currently using this pasture for the dogs. It is our intent to preserve and upgrade the property since it's use is primarily as a home and residence. We ask for an USR permit to keep thirty or fewer adult dogs on the premises, in order to continue our hobby of maintaining and showing purebred dogs. 2. Weld County is primarily zoned agricultural. It is our understanding Weld County Comprehensive Plan places prime importance on food production land. Our property, although zoned agricultural, is located in a long established subdivision of mostly small, one to three acres parcels, and any food production would be primarily for personal use. Dogs traditionally fall under the jurisdiction of the USDA and are classified as livestock. Raising livestock on non-food producing agricultural zoned property would be very consistent with the Weld County Comprehensive Plan. 3. The zone district in which our property lies is agricultural. This property has been and will remain consistent with Weld county Zoning ordinances except for ordinance 31.4.8 This ordinance limits dogs to four on agricultural zoned property within an established subdivision. The USR permit we are applying for would establish a variance on this ordinance and would allow us to keep thirty or fewer dogs on said premises. 4. 7341 Hart, the subject property, is located in a subdivision known as Aristocrat Acres. Most of the subdivision consists of small residential acreage. The zoning is agricultural. So most of the residents have some type of animals. The property across the street directly north of us has chickens, geese, several dogs and a cat. The property catty corner and to northeast have fifteen plus animals of a variety of species. The property directly behind us to the west, have ten plus animals consisting of chickens, goats and horses. The people one block west and on the southwest corner of Cassler and Henry raise goats, chickens and geese as well as have horses and a couple of dogs, maintaining twenty five to thirty animals at all times. The property one block west and on the northwest corner of Lamb and Henry currently have at lease ten plus dogs of varying types. The property directly across Hart from us, next to the property on the southeast corner of Hart and Cassler, raise llamas. The property to our south, on the corner of Hart and Lamb have numerous cats as well as three dogs. The property across Hart on the northeast corner of Hart and Lamb have ducks, geese a well as a couple of dogs and cats. The property southwest of us on Lamb raise horses. The property adjacent to the northwest of us on Cassler, work on vehicles and have numerous vehicles and the parts throughout the property. Also down at the north end of Hart has several racing greyhound kennels. All these properties are mainly homes and principle residences. As the owners we feel raising show dogs is consistent with the environment created by owners of the other properties within the subdivision. 5. Carvey Graves and Sue Hickman will use the property being our home and residence, not a commercial enterprise, only. There will be no employees; therefore no specific hours are kept. Plans are underway to remodel our home. There are no plans for any additional buildings. There are plans for some additional fencing, mainly perimeter fencing along the outside edges of the property. Thirty or fewer adult dogs are anticipated with the USR permit, puppies might be present occasionally. Only passenger vehicles will be at the property. Fire protection is provided by the Fort Lupton Fire Department. Water is provided by Aristocrat Ranchette water project. The home is on a septic system. Solid waste goes into a dumpster with a top that is emptied weekly. No storage or warehouse is being considered. 6. The additional landscaping proposed for the property is consistent with anyone striving to maintain an attractive home and up grade their property. All the landscaping and trees that currently exist, we added to the property this consists of eighteen large shade trees. Six small shade trees, and several evergreen trees and bushes. The property only had one large elm tee upon our arrival. We feel the addition of these trees not only provide beauty and upgrade the property; they are effective as a wind, sight and sound barrier as well. Some additional trees, bushes and possible flowers for vacant areas are scheduled for planting in the future. We hope to add some chain link fencing to the outside preminters of the property. We plan on leaving the privacy fence which surrounds the residence and pens since it provides shielding from public view. 7. We anticipate no reclamation and no termination of the USR permit as long as we reside at the property. Any changes might be done if and when there are subsequent owners. 8. Due to the topography of the property, storm water collects in large pasture areas in the northwest and southwest corner. 9. This site is already constructed and in use. Any further construction and landscaping will be minor. Some remodeling of the interior of our home, the addition of some trees and possible fencing is expected over time. 10.There will be no storage of waste. Hello
